.
Performs a wide range of duties in order to maintain a safe environment within Lea County; control criminal activity; enforce various laws and ordinances; protect and serve the public; and preserve individuals' constitutional rights as provided for under County, State, Tribal, and Federal laws.
Duties include but are not limited to patrol of assigned areas; response to calls for assistance, emergency and non-emergency; investigation of reported crimes; reporting of observed or discovered crimes; preparation and correct processing of work-related paperwork; traffic enforcement; crime prevention; and other similar duties falling within the scope of law enforcement.
Maintains radio contact in accordance with regulations.
Duties may involve routine traffic control in areas not afforded normal police protection.
Routine traffic control may involve the apprehension of persons disobedient to traffic laws and regulations.
Assists in the operation of check points and road blocks to apprehend escaped or wanted criminals, DWI offenders, unlicensed or otherwise illegal vehicle operators, drug traffickers, etc.
May also be called upon to respond to and investigate domestic diffi culties, highway accidents, and other situations needing immediate attention.
Coordinates and cooperates as necessary with other police agencies. This may include special conditions such as interacting with undercover personnel and assisting with investigations of homicide and other felony offenses.
Must be able to correctly judge situations and determine the appropriate level of force to be utilized.
Prepares various reports in an adequate manner, assur ing proper details.
Transports detained persons to court and to detention centers.
Protects or escorts witnesses or victims as assigned. May also be assigned to provide escort services for parades or in the movement of major vehicles or projects over highways where safe passage is required.
Delivers summonses and other writs and documents.
Maintains updated knowledge of various laws and related changes, making investigations within own authority and communicating information to higher authority, and protect ing evidence until released.
May serve in the area of animal control and disposal, perhaps impounding animals and setting up traps. May be required to euthanize animals.
May be required to administer first aid and/or CPR.
Must perform all duties with a minimum of supervision.
As necessary, off duty personnel may be called in to work, appear as a witness in a court of law, prosecute minor and misdemeanor offenses such as traffic violations and DWI offenses.
Shift work on a rotating schedule is required. Employee may also be required to work irregular hours, attend job related meetings and perform other duties,

MINIMUM QUALIFICATIONS:
Education:
High school diploma or GED required.
Some college hours or Associate's Degree preferred with emphasis in law enforcement.
Experience:
Previous law enforcement experience or reserve training preferred.
Certifications, Skills and Licenses:
Ability to communicate orally and in writing in English. Bilingual (English/Spanish) helpful.
Valid New Mexico driver's license.
Completion of police academy training and law enforcement certification within one year of hire.
Ability to qualify and maintain proficiency with firearms both day and night.

Job Description
.
Performs preventive maintenance as well as repair of machinery, plumbing, physical structure and electrical wiring and fixtures of County buildings and facilities in accordance with blueprints, manuals and building codes, using hand tools and carpenter, electrician and plumber tools.
Inspects machinery and mechanical equipment for defects.
Dismantles machines or equipment to gain access to defective parts and repairs them using hand tools.
Installs and replaces glass for doors and windows, makes forms for concrete, installs shelves, replaces wall paneling.
Repairs and paints buildings, facilities and equipment as required. Operates saws, jointers, planes, drills, sanders and other power and hand tools as needed.
Repairs and replaces gauges, valves, pressure regulators and other plumbing and sewage equipment and opens clogged drains using plunger and plumber tools. Repairs toilets and sinks, replaces leaking pipes and washers.
Installs electrical equipment and repairs and replaces wiring and fixtures.
Tends furnace, air conditioner and boiler to provide heat, cool air and hot water.
Notifies management concerning need for major repairs or additions to lighting, heating and ventilating equipment.
Mows lawns, trims shrubbery and cultivates flowers using hand tools and power tools, etc.
Moves materials, cleans work areas and assists skilled contract workers.
Operates some heavy equipment, i.e., loaders, sweepers, tractor mowers, dump truck, pickup truck, as needed. Tolerance of extended hours on mowing equipment over rough terrain required.
Depending upon assignment, may also:
Prepare facilities -- including buildings, rodeo arena, grounds, etc. -- for various events; supervise or perform clean-up after events also.
Open and secure facilities before and after events.
Act as a consultant to tenants providing expertise regarding facility technical capabilities for the particular presentation.
Assist in the set-up, tear-down and repair of stage, tables, chairs, seats, portable risers, telescoping risers, and related equipment.
Maintain grounds in peak condition year-round.
OTHER DUTIES:
May service and repair motors and other machinery or parts thereof.
May weld, cut and solder as needed within safety guidelines and individual expertise.
May be required to repair plaster, lay brick, lay tile, excavate and erect forms for platforms, and pour and finish concrete.
May perform custodial functions as needed.

Driving & Transportation

.
Works closely with Clerk and Chief Deputy Clerk to ensure compliance with mandatory Federal and State election laws, statutes and deadlines.
Required to act as office supervisor in the absence of the Clerk and Chief Deputy Clerk. When Clerk and Chief Deputy are present, may be responsible for supervision on election issues.
Maintains electronic voter registration file on software mandated by the Secretary of State. Responsible for printing voter lists, rosters and any other reports necessary from the electronic voter file.
Maintains voter registration card filing system. Responsible for entering data into, removing data from and categorizing physical files.
Manages absentee and early voting in Clerk's Office and at alternate early voting sites.
Prepares ballots, sample ballots and canvasses in spread sheet format.
Involved in training office personnel and non-office personnel on election issues, rules, regulations, court decisions and statutes. Prepares and presents voter and election information programs.
Actively participates in schools of instruction for precinct officials.
Monitors and maintains inventory of needed supplies and materials for election purposes and voting machines.
Organizes all supplies and paperwork for precinct officials' use on Election Day.
Assists in recording, indexing, maintaining and retrieving documents of record filed in County Clerk's office in adherence with State Statutes and departmental policies and procedures.
Enters data from a wide variety of documents. Required to proofread and compare own the others' work; must be willing to have own work proofed by others. Will be required to work closely with other employees on shared projects.
Assists at County Clerk's counter by greeting and assisting visitors, receiving documents, receipting fees, initiating the recording and filing process, issuing marriage licenses and filing probate cases.
Assists the public in person or by telephone in researching documents and information maintained in the Clerk's office.
Will be required to work irregular hours, overtime, evenings, holidays and weekends, attend job-related meetings, and perform duties with minimal supervision.

MINIMUM QUALIFICATIONS:
Education:

Two to three years of mid-management or management experience preferred.
Previous experience in a County Clerk's office or Elections Bureau or equivalent preferred.
Certifications, Skills and Licenses:

Computer literacy required; knowledge of word processing, document filing/retrieval programs required. Knowledge of voting machine software and voter registration software preferred.
