Background
Dumping occurs when foreign producers sell products in the United States at a cost lower than the sale price and lower than the cost of production in their home market.
Countervailable subsidies occur when producers provide financial assistance, production perks, and the production of specific goods providing benefit to foreign governments. Subsidies can be cash payments, credits against taxes and loans with terms that are not aligned with market conditions. In turn, the products are sold to other markets at a higher rate than the worth of the good, which can be described as a countervailed good.
Disruption caused by unfair foreign pricing and government subsidiaries affects the free flow of goods for Americans in the global marketplace. The International Trade Administration of the Department of Commerce works to enforce compliance, laws, and agreements to protect US domestic businesses. Administration Antidumping and Countervailing Duties (AD/CVD) efforts include understanding trades laws and how they relate to unfair dumping and foreign government subsidies, filing petitions that require an investigation into unfairly traded goods and important, ensuring petitions are compliant and further review public data and information.
Responsibilities
The individual in this position will be responsible for assisting AD/CVD case and policy analysts in the conduct of AD/CVD investigations and administrative services reviews, as well as any related inquiries in the supper of U.S trade law, responsibilities will include:
This position is focused on research, analysis, writing, and presentation of findings/recommendations in the processing of AD/CVD cases.
Performing analysis and research and implementing results to assist AD/CVD case and policy analysts (federal staff) in the discharge of investigative responsibilities.
Assisting in analysis and data evaluation
Attend meetings, briefings, and hearings at AD/CVD
Supporting Enforcement and Compliance (E&C) case and policy analysts in the preparation of recommendations for the disposition of assignments
Responding to inquiries from internal and external customers stakeholders and the public
Ideal for someone who has a love for, or wants to learn the business of, international trade
Requires strong analytic and very strong writing skills, including the ability to distill complex issues into easy to follow stories/narratives

Background
This contractor position helps the U.S. Department of Commerce remain prepared to respond to, and recover from, the unexpected.
The ideal candidate understands how to coordinate on emergency management issues, can quickly “connect the dots” in fast-moving external events, understands a “chain of command”, can communicate well across various platforms, can remain calm and be decisive under pressure, is a strong writer, is organized, and is able to understand SOPs.
This person will effectively collaborate and coordinate with people at all levels of government, non-governmental organizations, and in the private sector.
Work is performed in an office environment, unclassified through and including a SCIF, at the Commerce Headquarters in Washington, DC; free parking is available for the night shift Operations Watch Officer.
As the situation dictates, the Operations Watch Officer may be required to deploy via personal vehicle to perform CIOC watch duties at a Commerce continuity facility, a less than 2 hour drive from the Commerce Headquarters.
Responsibilities
Perform as a night-shift Operations Watch Officer (a Mid or Senior level Operations Specialist position) supporting CIOC 24/7/365 operations.
Communicate and coordinate to enable a proper, timely emergency management awareness and response.
Maintain and communicate situational awareness across all hazards including natural disasters and national security events, as well as human-caused and technological events.
Prepare operational, alert and notification, and situational awareness reports for a variety of events and situations per the CIOC SOP.
Produce alert and notification messages through the Commerce Emergency Notification System (Everbridge) to rapidly notify personnel of significant events based on SOP.
Monitor and respond to emails received by the CIOC email accounts on classified networks and to phone calls received on the CIOC Watch Officer phone lines.
Collect, compile, and analyze SIPRNet and JWICS message traffic to alert appropriate leadership and organizations to significant events that could impact the Commerce mission, personnel, and or infrastructure.
Produce operational and situational awareness written products and oral briefs, under government supervision, and develop written products/oral briefings of findings for government leads for subsequent presentation to Commerce leadership (via SIPRNet, JWICS, vIPEr, and SVTC).
Conduct routine and periodic testing of voice, audio, and data communications systems to ensure all systems are fully operational (via SIPRNet, JWICS, vIPEr, and SVTC).
As requested, develop templates and tailored reports to support CIOC incident management and continuity of operation responses.
As requested, assist in drafting, reviewing, and implementing new and revised CIOC policies and SOPs.
As required, deploy to perform CIOC Watch Officer duties from the Commerce continuity facility, a less than 2 hour drive from the Commerce Headquarters.
Qualifications
Must Have:
Approximately 4 years' experience as an Operations Watch Officer/Stander (Operations Specialist) with at least 2 of the years' experience desired at a national (i.e., one or more of the 15 executive departments) operations center. Monitoring network outages, or a strictly IT-focused watch background would not be a good fit.
Active Top Secret security clearance and be SCI crossover eligible. Simply being “SCI eligible” is not sufficient - besides having a current investigation, you must be either currently SCI indoc'd (read in) or have been debriefed (read out) less than 23 months ago.
Understanding of how to coordinate on emergency management issues.
Capability to quickly “connect the dots” in fast-moving external events, assess risk, and remain calm and be decisive under pressure.
Experience providing communication and coordination support to senior leadership across various platforms at the unclassified and classified levels.
Willingness to learn, and an ability to make informed decisions/take actions based on SOPs and the evolving situation and risk.
Strong spoken and written communication skills, and high degree of professionalism, tact, and diplomacy.
Dependable personal transportation for as required travel to a local alternate CIOC site to perform Watch Officer duties.
Unwavering ability to arrive at duty location on time and work solo 12 hour night shifts.
Good judgement and a strong ability to assess complex situations with multiple factors to ascertain if/when potential hazards pose a threat to Commerce interests.
Nice to Have:
Experience in all hazard operations and incident management, including natural disasters and national security events, as well as human-caused and technological events
Experience accessing SIPRNet and JWICS in daily duties.
Work Schedule:
After roughly 3 weeks of day shift training, followed by a month of night shift working side-by-side with an experienced contractor CIOC Operations Watch Officer, the individual will integrate into the CIOC night shift working solo 12 hour night shifts.
Night shift report time is 5:45PM for a 15 minute shift change, followed by a 12 hour shift, with the final 15 minutes ending at 6am after turnover to the oncoming federal watch staff.
This position is planned to work 85.75 hours (7 x 12.25 hour shifts) over each 2 week period, with the Work (W) and Off (O) weekly schedule being: 1: WWOOWWW (61.25 hours) 2: OOWWOOO (24.5 hours) 3: WWOOWWW (61.25 hours) 4: OOWWOOO (24.5 hours).

The BIM Layout Technology Specialist is responsible for establishing procedures and checks in line with the industry standards for the technologies being used (land surveying instruments and MEP software) as well as use and care of all related equipment.
WHAT YOU'LL DO:
Establish and maintain program to instruct field crews on the established procedures.
Update changes in software, equipment and changing standards.
Work with CAD Detailers to produce standardized information for field crews for use in MEP software.

Research and investigate new technology and software related to MEP layout. Work with CAD Detailers and BIM to work with field to get up and running, step by step procedure manuals, evaluate new equipment, write up manuals, short videos on tablet

The Project Manager I is a mid-level project management position responsible for overseeing projects from planning through completion and ensuring client satisfaction by delivering unparalleled service. Provides overall project management support for several small to medium projects or one large project supporting senior project management.

Prepare monthly costing reports under the supervision of a Senior PM or Division Manager.
Manage financial aspects of contracts (progress billing, rental equipment, income/expenses) to protect the company's interest and simultaneously maintain good relationships with the client.
Review any documentation prepared by Assistant Project Manager before submission.
Represent the company in project meetings under the guidance of PM II or Sr. Project Manager.

The incumbent is responsible for:

2. Ensuring contract specifications, plans, and drawings are incorporated into the Accident Prevention Program (APP)

This position is physically demanding and often requires working outdoors while exposed to all types of weather conditions and while working in all types of environments. For example, the incumbent may be required to work, depending on the job location and the time of year, in the heat, cold, rain and snow. This position also requires working at extreme heights, in areas that are under construction, or in restricted areas such as a switchgear room, manhole, utility tunnel, crawl space or attic. The incumbent must be able to access work areas that are accessible only by O.S.H.A. approved site construction ladders or stairs that are under construction. Additionally, this position requires flexible work hours. In order to get a project completed on time, the Safety Director is often required to work overtime, weekends and night shifts. The Regional Field payroll Supervisor is responsible for the coordination of payroll operations, monitoring workflow team assignments, and processing deadlines for the region or regions they support, along with the team members supporting the field payroll department.
WHAT YOU'LL DO:
Audit time records from various locations, make corrections or adjustments and run payrolls.
Resolve open reconciling items as needed.
Ensure third-party garnishments are processed in accordance with federal/state laws.
Review per diems to determine their taxability and set up on payroll.
Review employees' pay rates for compliance with union contracts and labor laws.
Assists auditors with required payroll information.
Assist employees with collective bargaining agreement-related questions.
Collaborate with HR on leave of absence and work location transfers.
Keep up with current payroll regulations and tax law changes and update accordingly.
Set up and update employees' tax records and make necessary adjustments.
Work with internal or external IT to fix errors and follow through until they are resolved.
Respond to employee questions or issues regarding paychecks or W-2s.
Assist in testing Oracle/ timecard application's new or updated functionalities.
Process, audit, analyze and review timekeeping, payroll, and benefit setups and deductions.
Be able to back up the payroll manager or Specialist when necessary.
Assist in training colleagues and subordinates and documenting processes.
Keep accurate control and distribution of payroll-related reports and payments.
Costing to GL transfer processes and assisting in related month-end closing activities.

The Senior Substation Civil/Structural Engineer is responsible for managing all aspects of the design as it relates to electrical substation civil/structural engineering, specifically for HV/MV substation projects. He or She will interface with the preconstruction/estimating and project execution teams to ensure that the civil/structural designs meet all applicable codes and standards and are satisfactory to Rosendin expectations.
WHAT YOU'LL DO:
Electrical substation civil/structural design including permitting support, site layout, grading design, main equipment foundations for main circuit breakers, main transformers and switches etc., cable trenches, manholes, cable trays, retaining wall design, stormwater analysis, containment structure design, survey coordination, and civil construction support.
Review civil construction specifications, cost estimates, engineering proposals, and project schedules.
Provide support for transmission line right-of-way access improvement design including culvert sizing, stormwater drainage analysis, stabilization specification, construction support, and inspection.
Assist with analyzing the design for various civil elements related to high-voltage power transmission and substation design.
Partner with clients, vendors, permitting agencies, and various other team members and stakeholders to see projects through to completion.
Assist with estimating to help approximate civil quantities for pricing exercises
Develop civil engineering scope of work for pursuits.
Interface with appropriate project management and field supervision team to provide civil engineering input and knowledge for possible projects Rosendin is pursuing.
Review (QA/QC) civil engineering drawing packages from contracted firms for solar PV projects.
Interface with project management team, field/operations team and other engineering disciplines to ensure all civil aspects of the design are met to Rosendin standards and consider constructability

The Assistant Project Manager is an entry-level project management position and is expected to learn and develop competency in the Essential Duties and Responsibilities. In addition, the APM is responsible for providing administrative and construction support for our Project Management team.
WHAT YOU'LL DO:
Manage project documentation, including submittals, RFIs, (Return for Information), and meeting minutes.
Oversee project activities as assigned by the Project Manager, including planning, coordinating, circumventing/resolving problem areas, ensuring all company/project policies, procedures, and standards are maintained, etc.
Maintain change orders, submittal, and document (drawing) control logs. Prepare required logs and other project documentation for construction meetings.

YOUR NEXT OPPORTUNITY:
The Electrical Substation Designer III is responsible for the creation of marked drawings and other documents to show equipment and device layouts and branch circuiting for power, lighting, and auxiliary drawings. Work closely with project manager and take design lead on projects.
WHAT YOU'LL DO:
Provide calculations and documentation for design of lighting and power systems.
Provide details as required to define and clarify the intent of the design on drawings.
Coordinates with clients, architects, and other discipline engineers to complete drawings.
Mark-up branch circuit lighting and power plans and fill in panel board schedules with moderate supervision.
Perform Title 24 lighting rules and requirements, or any local jurisdiction's energy requirements with no supervision.
Apply Rosendin standards for wire sizing, transformer feeders, and protection for published schedules. Has a working knowledge of feeder sizing but may not be able to complete engineering calculations without assistance from the Engineer.
Calculate lighting levels and layout fixtures for all traditional spaces. Would require assistance of an Engineer for spaces of high finish, specific application or aesthetic sensitivity.
Select appropriate lighting fixtures and controls from either the Rosendin standards or product lines as appropriate for the project.
Calculate power loads, size feeders, and determine estimated demand load summary for a distribution system.
Perform coordination with all other trades, such as architectural, structural, mechanical, plumbing, fire protection, vertical transportation, kitchen equipment and OPCI systems.
Create details as required to define installation for construction.
Run short circuit studies.
Have familiarity with the National Electrical Code and know how to use it as a reference.
Attend project design team meetings. Interface with various team members, particularly the client, architect, and mechanical contractor/engineer.
Work closely with the Rosendin Operations Project Manager to coordinate the design criteria with budgetary issues.
Direct and coordinate signal and low voltage sub-contractors and designs with supervision and assistance.
Back-check of own work as well as the work of other designers under their supervision for accuracy and completeness before passing on to others.
Comprehensive field work and surveying skills.
Limited coordination with other trades and disciplines on the project.
Position requires a team-oriented person with good interpersonal skills and the ability to coordinate with others.
