An Equal Opportunity Employer Nature of Work This is highly responsible, technical work performing as a Professional Surveyor and Mapper for the City of Miami. Work involves responsibility for performing land surveys for the City of Miami or acting as consultant/adviser monitoring the work of private surveying and mapping companies under contract with the City. An individual in this position may be assigned to either the Department of Resilience and Public Works or another City Department to function in the capacity of professional surveyor, reviewing, processing and approving survey plans, tentative plats, final plats, sketch and legal descriptions, right-of-way deeds, etc., and related duties. An incumbent in this position has considerable independence of action and authority to review and sign plans, specifications, and other documents as a Licensed Professional Surveyor and Mapper. Supervision may be exercised over subordinate technical and/or administrative staff. Administrative direction may be received from one or more of the following Senior Surveyor, Assistant and/or Deputy Director, Department Director, or designee through review of reports, conferences, inspections, and observation of program effectiveness.
Essential Functions
Depending upon area assigned, may assist the Senior Surveyor or may be independently responsible for reviewing and processing record plats, checking municipal atlas sheets, establishing city monument lines and benchmarks, prepare right-of-way deeds of dedication, verifies, and prepares legal descriptions, prepares sketches for legal descriptions.
Reviews building plans for permits, indexing, filing maintaining and reproducing public records such as plats, surveys, aerial photographs, and construction plans for City employees and the general public.
May consult with or assist the Senior Surveyor in consulting and advising Engineers, Land Surveyors and the general public on issues relating to surveying and mapping.
Determining the adaptability of plans and designs to particular field conditions.
Performs certified surveys, as assigned. May be required to testify in court representing the City in the capacity of a Professional Surveyor and Mapper, as needed.
Depending on area of assignment, may assist the Senior Surveyor in coordinating the selection process of private land surveying firms for contracts with the City, Procuring and distributing survey work among the selected private firms when inter and/or intradepartmental requests for Surveys are received.
Depending on area of assignment, may provide office and field supervision of crews in conducting of surveys; performing complex mathematical calculations, checking field notes, and ensuring necessary corrections, if needed.
Depending on area assigned, may plan, assign, coordinate and supervise the work of subordinate technical, clerical, and/or administrative staff.
May make recommendations regarding the hiring discipline and promotion of subordinates, authorizes leave.
Evaluates and completes employee performance appraisals.
Has a role in the administration of collective bargaining agreements, Civil Service Rules and Departmental policies and procedures.
Performs related duties as required.
Minimum Requirements
A State of Florida Professional Surveyor and Mapper License in accordance with Chapter 472, State of Florida Statutes, is required at time of application and must be maintained valid throughout employment.
Six (6) months experience in land surveying and mapping work as a licensed Professional Surveyor and Mapper.
A valid driver's license from any state (Equivalent to a State of Florida Class E) may be utilized upon application, however a State of Florida Driver's License (Class E or higher) is required at time of appointment and must be maintained valid throughout employment.

JOB SUMMARY:
This is technical, inspectional work in the administration of City buildings and related codes and ordinances covering building construction, alterations, and repairs.

This is inspection, administrative and supervisory work in securing compliance with the city building regulations, codes and ordinances. An employee in this class is responsible for compliance in the inspection of buildings, structures, and premises for conformance with building code, for assigning and reviewing the work of other building inspectors, and for reviewing structural plans. JOB SUMMARY:
Under the direct supervision of the Director, Chief Building Official or Designee, the incumbent's primary responsibilities include technical and administrative work in organizing and managing the plan review process, inspection activity, and administrative support functions in accordance with the Florida Building Code. The incumbent is also responsible for ensuring Development Services maintains exceptional customer service with the development, implementation and coordination of policies and procedures related to service functions and delivery. The incumbent works with different levels of City management and supervises professional and clerical staff.
Emphasis of the work is on the familiarity of the Florida Building Code, the plan review process, inspections, the issuing of building permits, sub permits, outside agency coordination and the planning, organizing, directing, and enforcement of building and city codes with a high focus on customer service. This involves responsible management and complex professional work, including assisting the public by expediting the daily activities of the permitting process across multiple disciplines.
Work is performed with substantial latitude for the use of independent judgment and reviewed through conferences and written reports for results obtained. Performance is evaluated for adherence to City policies and attainment of desired goals and objectives through personal conferences and review of reports of operations. Supervision is exercised through various levels of subordinates over a variety of technical, professional, administrative, specialized, and clerical employees with assigned responsibilities in various phases of departmental operations.
ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES:
* Manages the daily permitting operations of the Department and ensuring professionalism is maintained and exceptional customer service is provided at all times; Understands the goals of the department as it relates to customer service.
* Confers and coordinates with departmental representatives, as necessary, on matters pertaining to the permitting process, policies, and procedures.
* Addresses more complex customer problems directly (or in conjunction with City management) when customer problems cannot be resolved by lower city staff, or at the customer's request.

* Seven (7) to Ten (10) years of progressively responsible combined experience in a government setting as a Master Electrician, Electrical Contractor, General Contractor, Master Mechanical, Mechanical Contractor, Class A Air Conditioning Contractor, Master Plumber, Plumbing Contractor, Chief Inspector, Plans Examiner or Inspector employed by a municipality or private company contracted with a municipality.
* Possess a (1) Current Certificate of Competency, (2) Florida Registered Professional Engineer License or (3) Florida Registered Architect License issued by a official professional licensing board.
An equivalent combination of education, training and experience may be substituted for the minimum qualifications listed above. Knowledge, Skills and Abilities:
Knowledge of community recreational activities. Experience working with children. Some knowledge of the techniques and equipment of grounds and building maintenance work. Knowledge of programmatic design and implementation.
Ability to responds to parents and/or residents requests providing concise information regarding the various park facilities, field trips, recreational activities and schedules. Ability to provide enrichment activities for children and work effectively with fellow employees to provide various programs and special projects. The Assistant City Attorney - Transactional is a member of the City Attorney's Office, reports to and is under the authority of the City Attorney. This is a skilled position with more than above-average difficulty in lifeguarding, swim instruction and staff supervision at a municipal pool. An employee in this class is responsible for the supervision of subordinate staff, instruction of swimming, and a variety of recreational activities at a municipal pool. JOB SUMMARY:
This entry-level position assists with the administration and monitoring of City contracts and agreements. The role supports basic contract review activities, such as checking documents for completeness, processing change orders, invoices, and payments, and helping evaluate whether vendors are meeting contract requirements.
The employee will learn and apply techniques and procedures used to interpret contract specifications. Depending on assignment, this may include gaining familiarity with City services such as construction projects, grounds and facility maintenance, recreation programs, or other operational areas to ensure contract requirements support departmental needs.
Responsibilities include assisting with the inspection and monitoring of awarded contracts to ensure contractors meet timelines, deliverables, and terms. The position also provides general support to the Procurement Department and helps gather, organize, and enter contract information into the City's contract management system (OpenGov). Work involves routine communication and coordination with Directors, Contract Liaisons, and Project Managers.
Under supervision, the employee will use developing judgment and analytical skills to support the preparation of vendor requirements, contract language, and budget reviews. The position assists with evaluating solicitation items and communicating clearly-both orally and in writing-with vendors and City departments on basic procurement and contract-related matters.
ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES:
* Assists in contract dispute resolution when situations arise above the normal contract administration duties of a departmental representative.
* Assist in providing regularly scheduled training to City employees tasked with contract administration duties.
* Ensure all contracts Citywide have been entered into the OpenGov Contract Module by each Contract Liaison and Project Manager.
* Prepares various reports, analyses and statistics for tracking performance, demonstrating compliance, and responding to audits and management requests.
* Develops and maintains the City's repository of contracts, agreements, and Certificate of Insurance's (COI's).

* Reviews policies and procedures; provides recommendations for improving department efficiency and effectiveness.
* Tracks contract and agreement expiration dates in the City's Contract Module OpenGov and provides notification reminders to each Department Contract Liaison and Project Managers.
* Provides contract expirations notices to Directors and Project Managers.
* Serves as liaison to Departments to help guide and answer questions regarding contract language for conformance, compliance and adherence to City policies, procedures, ordinances, and regulatory standard.
* Assist with standardization of various City contracts and agreement templates.
* Review contract and agreement documents to evaluate appropriateness of change orders and invoices.
* Meet with Contract Liaisons and Project Managers regularly to address upcoming expiring contracts, agreements, and COI's.
* Communicates with end-user on all pertinent issues relating to contracts, agreements, solicitations, changes, frequency of services, cancellation, etc.

Examination: Depending on the number of applicants and the quality of their education and experience, the examination may consist of one or more of the following tests: written examination, performance examination, education and experience evaluation, oral examination and/or other job related examinations.
You will be notified of the time and place of your examination when you file or later by mail. A passing grade is required on each part of the process. Repeated participation in any examination for which the same test is used is limited to once every 6 months. Your examination results will be sent by email as soon as possible after the grading is completed.
Final passing grades are used to determine a candidate's position on the eligibility list of successful candidates. Departments fill vacancies from this list. The top three names are considered for each vacancy unless otherwise modified.
