The Office of Technology Services (OTS) was established as a means of recognizing cost savings through the consolidation of State IT assets and resources. The creation of OTS consolidated a wide variety of existing hardware platforms, operating systems, database management systems, networks, third party software, and custom applications.
OTS leads the State's technology procurement process in order to standardize technology over the entire organization, seek efficiencies of operations, maintenance, and scalability of new products introduced to the OTS suite of services which can eventually be offered to all in-scope agencies.
Engagement Overview
Provide day-to-day support for all current legacy Louisiana Workforce Commission (LWC) applications. Design, develop, code, etc. new applications as needed. Design web applications as needed. Maintain and support mainframe application environments. Analyze existing code to translate to contemporary language code for LWC requirements. Assist with OTS/LWC initiatives to modernize and automate.
The scope of the proposed services will include the following:
Three (3) - IT Tester
Primarily serve as a quality assurance software tester.
Perform various testing methodologies on the developed software including: usability, functionality, exploratory, system, smoke, monkey, and compatibility testing.
Generate test cases that ensure expected functionality and features are working within established benchmarks and client expectations.
Build and maintain automated regression testing framework.
Report and resolve software bugs.
Prepare for User Acceptance Testing through best practice research, software utilization, and formulation of ideal tester profiles.
Support developers in functionality distillation.
Collaborate with coworkers outside primary team to provide needed data to development team.
Record testing practices and procedures in on-going business documents.
Work with programming team to establish development goals for upcoming work periods and adjust practices to ensure greater efficiency and effectiveness.
Meet with product owner and project stakeholders about project progress.
Assist Business Analysts with business requirement gathering, refinement, and documentation.
Skills/Experience Required

The Services Account Executive is responsible for the opportunity management of both Expert Services and Success Services sales within designated strategic accounts, in coordination with the license sales teams and partners. The Sr. Capture Manager serves as a force multiplier for growth, leading teams from qualified opportunity through award. Background: The Maryland Higher Education Commission (MHEC) gathers relevant data through annual collections. These collections focus primarily on institutional data for credit-bearing programs. Through collaborative efforts with the Maryland community colleges, MHEC has just begun to pilot a new collection specific to non-credit completers. Non-credit programs are directly tied to specific workforce outcomes, particularly when there is a license or professional certificate involved. The Project Coordinator will provide daily project support for the delivery of key data system implementation activities for the Workforce Data Quality Initiative.
