Assist in the definition of project work scopes for engineering requirements, including package deliverable requirements. Assist with Process Safety Management/Process Hazard Analysis Concisely describing the project requirements by means of engineering sketches and verbal instructions to the design staff. He/she also has technical oversight of all activities related to mechanical integrity and reliability programs. Responsibility for mechanical integrity evaluation, fitness for service determination, new equipment inspection, and developing and implementing risk based inspection practices are also a function of this position. The position requires a BS degree in Engineering. (Mechanical) The incumbent must have good interpersonal skills since he/she has no subordinates but is required to influence others for task accomplishment and relies on them information flow. He/she must be highly proficient using a PC. Experience in day-to-day equipment maintenance and SAP software functions is a plus. Main Responsibilities: The role of the Asset Integrity/Reliability Engineer is to ensure product quality and proper maintenance of plant equipment Provide comprehensive subject matter expertise for mechanical maintenance and design. Provide necessary expertise to the maintenance department for technical support of all fixed and rotating equipment. Ensure mechanical integrity and structural integrity of all units and site infrastructure. Provide necessary expertise pertaining to PSV inspections and repairs, vessel inspections and repairs, material of construction compliance, and structural integrity. Optimizes the process and /or equipment. The position reports to the AIG/Reliability Superintendent. Comprehensive facilities management knowledge and experience in all facets of plant maintenance will be helpful. This entails analyzing various external regulations and procedures for application at this site. He must make recommendations that could be implemented plant-wide. His objective should be the continual improvement of reliability and all aspects of mechanical or PCS operations, either expense or capital. In the area of special assignments and projects, he will perform investigations and analyses. Establish an overall equipment asset integrity/reliability program in accordance with applicable federal regulations, corporate procedures and internal policies to ensure product quality and the safe, efficient, and cost effective maintenance of plant equipment with a more central focus on PSM-related items. This position provides preventative and predictive methods to ensure equipment performance and capital project design, scheduling and construction management techniques to ensure successful project implementations . Reports To: EIA Technical Lead Duration: Full-Time Perform engineering duties related to identification and managing asset reliability risks that could adversely affect plant or business operations. This broad primary role may be divided into three smaller, more manageable roles: Loss Elimination, Risk Management and Life Cycle Asset Management (LCAM). Position Responsibilities * Serve as a member of cross-functional team to resolve equipment problems, investigate incidents, and improve reliability. * Provide competent coverage for issues concerning site control systems and electrical systems including Distributed Control Systems, Programmable Logic Controls and Supervisory Control, Data Acquisition Systems, electrical substations, UPSs, and the electrical distribution system. * Read and interpret blueprints, technical drawings, schematics, or computer-generated reports. * Works with Project Engineering to ensure the reliability and maintainability of new and modified installations. The Reliability Engineer is responsible for adhering to the Life Cycle Asset Management (LCAM) process throughout the entire life cycle of new assets. * Participates in the development of design and installation specifications along with commissioning plans. Participates in the development of criteria for and evaluation of equipment and technical suppliers and maintenance service providers. Develops acceptance tests and inspection criteria. * Participates in the final check out of new installations. This includes factory and site acceptance testing that will ensure adherence to functional specifications. * Guides efforts to ensure reliability and maintainability of equipment, processes, utilities, facilities, controls, and safety/security systems. * Professionally and systematically defines, designs, develops, monitors, and refines an Asset Maintenance Plan that includes: * Value-added preventive maintenance tasks * Effective utilization of predictive and other non-destructive testing methodologies designed to identify and isolate inherent reliability problems. * Provides input to a Risk Management Plan that will anticipate reliability-related, and non-reliability-related risks that could adversely impact plant operation. * Produce and review preventative maintenance procedures for I&E site equipment. * Develops engineering solutions to repetitive failures and all other problems that adversely affect plant operations. These problems include capacity, quality, cost, or regulatory compliance issues. To fulfill this responsibility the Reliability Engineer applies: * Data analysis techniques that can include Statistical Process Control, Reliability modeling and prediction, Fault Tree Analysis, Weibull Tree Analysis, Six Sigma (6σ) Methodology, Root-cause and Root-Cause Failure Analysis (RCA, RCFA), Failure Reporting, Analysis and Corrective Action System (FRACAS) * Works with Production to perform analyses of assets including asset utilization, overall equipment effectiveness, remaining useful life & other parameters that define operating condition, reliability, and costs of assets. * Develop and maintain reliability improvement/tracking programs for critical assets for mechanical equipment. * Assist in root cause failure analysis on critical equipment failures. * Perform component failure analysis as required. * Review project design packages for proper design regarding reliability, application, and maintenance. * Assist in the development and monitoring of the preventative maintenance program. * Develop, review, and maintain equipment specifications as related to purchasing, installation, operation, and maintenance/repairs. * Develop and implement alterations and revisions to equipment to improve business performance of the operating units. * Provide various reports as needed. * Present a professional image at all times to clients and vendors and maintain a positive reputation for the company. * Assists other Departments and other administrative personnel as necessary. * Initiate and follow through MOCs. * Must be willing to be available 24/7 on short notice to support plant operations. * Must be able to work extended hours during plant outages and emergencies. * Perform other tasks as assigned. Position Qualifications Education, Experience, and/or Training * Bachelor's or higher degree in Electrical, Electronic, Control or Automation Engineering required. * Seven years or more experience preferred. Experience must be as plant owners' employee in a continuous process industry, preferably chemicals or oil refining. Summary: The Mechanical Engineer will provide mechanical engineering expertise with primary emphasis on rotating equipment to ensure reliable operation and perform project engineering functions as required for maintenance and improvement projects. This position will primarily support the Nederland Terminal and its affiliated locations as well as other facilities as needed. The position will be located in Nederland, TX. Responsibilities: * Provide mechanical engineering support to maintenance and operations. * Work with equipment OEMs to resolve issues, perform overhauls, and review spare parts recommendations. * Provide mechanical engineering expertise in the troubleshooting and resolution of equipment failures, the selection and evaluation of plant equipment, and the operation of rotating equipment. * Identify equipment bad actors by working closely with maintenance and operations, monitoring mean time between failures, and reviewing work order history and cost. Perform root cause analysis to identify solutions to eliminate chronic equipment problems. * Work with vibration analysts reviewing data and recommend appropriate corrective action. * Evaluate, recommend, design, and implement modifications to equipment, procedures, and processes to improve the reliability or reduce the cost of the assets * Develop, implement, and evaluate preventive maintenance programs * Recommend and establish spare parts for new and existing equipment. * Prepare equipment specifications and purchase requests. * Maintain equipment repair records and logs - evaluate repair costs and trends. * Assist in developing shutdown budget and scope. * Assist in developing site annual budget for Operation & Maintenance and capital projects. * Oversee major equipment repairs and overhauls. * Evaluates / audits repair shops to ensure quality. * Provide project engineering and management for small capital projects.
