The compensation range above reflects a good-faith estimate of starting base pay for full-time (40 hours per week) employment as of the date of posting. Position Summary:
The Project Engineer will support the Program Manager in both the pursuit and execution of large-scale federal infrastructure projects, with a primary focus on border infrastructure. Bechtel is partnering with NextDecade to support their vision to provide the world access to lower carbon intensive energy with their Rio Grande LNG (RGLNG) project in Brownsville, Texas. Responsibilities
POSITION SUMMARY:
The Project Engineer assists the Project Manager/ Executive by tracking and maintaining records that are associated with submittals, costs, deliveries and payroll at the job site. The Project Engineer is also responsible for tracking and maintaining all safety communications, manuals and records.
Safety:
Prepare and give weekly Toolbox Talks, Daily Safety Huddles and maintain records.
Maintain a file for One Call Center requests to ensure no utilities are damaged during construction activities.
Maintain a retrievable filing system for the Hazardous Communication Program - MSDS.
Maintain the Project Safety Manual, make periodic jobsite safety inspections and record/file all findings.
Maintain records of site safety inspections and track all injuries that occurred on the project.
Payments:
Perform daily quantity review with Superintendent and Job Foreman.
Enter daily quantities into system and file daily sheets.
Track completion of work on project plans.
Perform monthly review of estimates with job Superintendent/ Project Manager.
Maintain a file, tracking all extra work.
Notify Project Manager or Division Manager of anticipated overruns/underruns.
Submit monthly estimated with subcontractor payment sheets to Accounting upon approval from the owner.
Request a copy of Final Estimate with each monthly estimate and send to Area Manager - State DOT projects only.

Responsibilities
Position Summary:
The Project Engineer will support the Program Manager in both the pursuit and execution of large-scale federal infrastructure projects, with a primary focus on border infrastructure. This role is responsible for advanced project scouting, technical and logistical research, subcontractor/vendor engagement, and coordination of project deliverables throughout the pursuit and operational phases. The ideal candidate is detail-oriented, organized, and familiar with federal procurement environments. Knowledge of the Federal Acquisition Regulation (FAR) is highly desirable.
Responsibilities:
Pursuit & Pre-Award Support:
Conduct advanced project location scouting, including site access, field observations, and preliminary constructability assessments.
Gather and organize technical, environmental, and logistical information to support pursuit strategy, cost modeling, and risk identification.
Research local subcontractors, suppliers, and service providers.
Assist in preliminary outreach to local firms and support documentation required for pre-qualification and internal vetting.
Prepare pursuit materials, including site reports, preliminary logistics plans, and data packages for executive go/no-go decision meetings.
Support the Program Manager in developing pursuit schedules, coordination plans, and compliance matrices.
Project Execution & Operational Support:
Assist in onboarding subcontractors and vendors, ensuring alignment with company policies, safety requirements, and federal compliance standards.
Support development of project logistics plans, work sequencing, and resource allocation strategies.
Coordinate technical submittals, RFIs, meeting minutes, and project documentation in accordance with federal contract requirements.
Track progress against project schedules and report status updates, risks, and mitigation plans to the Program Manager.
Assist with field coordination tasks, quality control documentation, and compliance tracking as required.
Provide support with cost tracking, procurement, materials management, and closeout activities.
Qualifications
Qualifications:
Bachelor's degree in Engineering, Construction Management, or related field (or equivalent experience).
3-5 years of experience supporting civil, infrastructure, or federal construction projects preferred.
Familiarity with Federal Acquisition Regulation (FAR) and federal contracting processes are strongly preferred.
Ability to travel frequently along the Texas border region.

* Prepares and presents cost/schedule information at meetings, as directed
* Assists in preparing cost/schedule data for proposals or contracts
* Gathers and verifies data on schedule, work force, and quantities to update and status discipline or specialty progress and performance reports
* Operates, manages, and oversees use of Active Risk Manager (ARM) or equivalent risk register software tool
* Assists the Project Risk Specialist or Project Risk Manager in the preparation of risk analysis recommendations, reports, metrics, and presentations
* Works with Risk Owners to update and satisfy project record keeping and data archival requirements in support of PERM activities
Education and Experience Requirements:
* Requires a University Hire with 1-2 years of experience or 5-6 years of relevant work experience
Required Knowledge and Skills:
* Proficiency with PC operating systems, with proficiency in several basic software applications.
* Proficiency with multiple discipline specific software applications currently used in Bechtel (Microsoft Excel, Power BI, for example).
* Experience in Ecosys, DSCS and/or Aconex desirable.
* Intermediate level of knowledge of engineering, procurement, contracts, construction, and startup work processes, as performed by Bechtel.
* Knowledge of engineering and construction management customarily acquired over time through specialized instruction or practical experience.
* Skilled in oral and written communication.
* Proactive self-starter with a proven ability to work independently and efficiently.
