Key Responsibilities
Analyze project plans and specifications to define scope and requirements.
Prepare detailed cost estimates for materials, labor, and equipment within established timelines.
Obtain competitive pricing by soliciting quotes from suppliers and subcontractors.
Stay informed on industry trends, building codes, and safety regulations.
Collaborate with supervisors to review bids, including labor, materials, and final cost sheets.
Identify cost-saving opportunities and recommend pre-fabrication solutions.
Partner with project managers to develop accurate project budgets.
Create labor tracking codes and schedules of values for awarded projects.
Organize project documentation for smooth handoff to operations.
Review vendor and subcontractor quotes, as well as post-bid RFPs and RFIs.
Price change orders as required by operations.
Demonstrate strong leadership, communication, and problem-solving skills throughout the process.
Qualifications
Minimum 5 years of experience in electrical construction or estimating.
Associate's Degree, Trade School, or related discipline preferred.
Electrical Journeyman card or State Certification preferred.
In-depth knowledge of electrical systems and construction processes.
Proficiency with computers and estimating software.
Strong analytical and mathematical skills with attention to detail.

Position Description:
Supports the Lead Estimators and/ or Pre-construction Manager in all estimating functions throughout the Pre-construction phase of projects. Essential Duties and Responsibilities:
Receive, files, and distribute design documents to internal team member.
Coordinate subcontractor bid lists with procurement for budget pricing and bidding.
Manage distribution of current design documents for subcontractor budgeting and bidding and ensure sufficient subcontractor input is received.
Review design documents for level of completion, assemble comments and requests for additional information needed to provide complete estimate.
Review and confirm that all previously approved document revisions have been incorporated in the design documents. Record and report all exceptions.
Attend pre-bid meetings and subcontractor site walk-throughs.
Visit sites to evaluate existing conditions and identify and capture and scope that may not be included in the design documents.
Support the Lead Estimator or Pre-construction Manager in the set-up of the estimate, estimate schedule, and responsibility matrix.
Perform quantity take-offs, analysis, estimate, and studies for all assigned trades and building systems.
Provide pricing for value engineering, alternates, options, and special studies as required.
Prepare subcontractor bid proposal forms and subcontractor bid recording sheets for assigned trades. Evaluate subcontractor input for scope inclusion. Identify scope gaps and overlaps and coordinate with staff managing other trades.
Ensure pricing within the estimate of proposal is complete and accurate, reflecting recent pricing data, subcontractor bids or budgets.
Participate in internal estimate review meetings.
Lead the coordination of operational input during the estimating, bidding, and proposal process. Ensure that the detailed general conditions/ requirements study and site logistics are incorporated into the estimate or proposal.
Develop, lead, or support the assembly of all estimate, bid, or proposal documents required by and submitted to the Owner.
Actively participate in estimate or proposal review meetings with architects, engineers, and owners and incorporate comments, feedback, and input into revised estimates or proposals.
Take lead or support role in Lump Sum bids.
Train and manage Estimators, including performance evaluations for those staff assigned.
Support the development and enhancement of owner, architect, subcontractor, and vendor relations.
Analyze cost data, unit prices, general conditions and general requirements costs, and information that can be developed as a “rule of thumb” for building systems estimated costs.
Prepare comparison analysis to previous estimate and develop a clear and concise message to explain the variances for each of the project stakeholders.

Knowledge of building construction, materials, systems, market conditions, and trade practices.
Must have conceptual ability to work with minimal information and quickly develop an understanding of the Owner requirements.
Should demonstrate good leadership skills.

Work Experience:
Minimum of 7 years as an estimator following experience in project engineering, field supervision, or procurement preferably with a large General Contractor.
Education/Experience:

Position Summary:
The Water/Wastewater Estimator will be responsible for providing full estimating and proposal preparation for all types of construction, primarily for water and wastewater treatment facilities. Estimates will cover all types of contracts and include scopes such as earthwork, site preparation, structural concrete, and mechanical disciplines.
Essential Duties and Responsibilities:
Develop and maintain subcontractor and vendor contacts and relationships.
Responsible for providing preconstruction services including conceptual estimates, bid estimates, bid packages and clarifications.
Prepare and/or supervise quantity take-offs.
Manage buy-out process.
Following an award of a project, set-up and coordinate the official hand-over to the project execution team.
Prepare budget for project by properly categorizing costs and monitor those costs throughout project life by comparing and adjusting estimating costs vs. actual costs (i.e., production rates, cost of materials, etc.)
Assist Project Manager in addressing RFI's, RFP's and Change Order Requests as needed.
Ensure all documentation is maintained to support estimate figures.
Validate estimates (including the ones done by PMs) through risk reviews, management reviews, and past performance.
Keep historical records of project costs.
Qualifications and Expectations:
Degree in Engineering, Construction Estimating or related fields are preferred, but will substitute degree for solid experience.
7 + years' experience in cost estimating and cost control in civil, earthwork, grading, structural concrete, or mechanical.
Ability to prepare complex proposals with minimal supervision.
Knowledge of water treatment facilities estimation.
Strong computer skills, including MS Word, Excel, Outlook, Project and estimating software and database programs.
Knowledge of HCSS Heavy Bid estimating is preferred but not required.
Salary Range: $90,000 - $150,000
