Contracted Position: 12+ Months Your Impact As a Right-of-Way (ROW) Inspector, you will play a crucial role in ensuring the safety, compliance, and integrity of construction and utility work performed within the public right-of-way throughout the City of Deltona. You will serve as the city's technical resource for evaluating construction conditions, monitoring field activities, and protecting public infrastructure. Your oversight directly supports public safety, proper restoration of city assets, adherence to engineering standards, and the enforcement of municipal regulations. Through diligent inspections, effective communication, and coordination with contractors and citizens, you help maintain high-quality development and uphold city standards. Core Responsibilities
Conduct inspections of construction and utility work performed in the public right-of-way to ensure compliance with permits, approved plans, engineering specifications, and city ordinances.
Verify proper depth, alignment, and installation of new utilities.
Identify and document violations or deviations, and ensure corrective actions are taken.
Monitor work zones for proper MOT/TTC (Maintenance of Traffic / Temporary Traffic Control) setup and compliance.
Ensure contractors maintain safe and accessible conditions for workers, motorists, and pedestrians.
Verify permit details, contractor credentials, scope of work, and compliance requirements.
Respond to requests from citizens and contractors regarding permit modifications, running line changes, and deviations from approved plans.
Prepare and maintain accurate inspection records, reports, and documentation.
Perform survey analysis to identify encroachments related to easements and right-of-way boundaries.
Ensure all disturbed areas are restored to city standards upon project completion.
Address and resolve right-of-way concerns from residents, utilities, or contractors.
Serve as a point of contact for citizens, utility partners, contractors, and Public Works staff on right-of-way issues.
Guide city requirements, construction practices, and regulatory expectations.
Collaborate with Public Works team members to support citywide construction and maintenance efforts.
Core Qualifications
Business License issued by the City of Deltona, FL (or ability to obtain prior to start).
Strong knowledge of construction methods, civil infrastructure, utility installation, and right-of-way regulations.
Ability to read and interpret engineering plans, specifications, permits, and shop drawings.
Proficiency in Microsoft Office Suite (Outlook, Word, Excel).
Intermediate MOT/TTC Certification (or equivalent).
Valid Florida Class E Driver's License.
Excellent verbal and written communication skills.
Ability to work independently while maintaining positive working relationships with contractors and city staff.
Previous experience as a ROW Inspector, Construction Inspector, Utility Inspector, or equivalent municipal/public works role.
Familiarity with local government permitting processes in Florida.

What is an Occupancy Verification?
Mortgage lenders require periodic updates on their properties and to do this they send out independent contractors. The purpose of the property inspection is:
To verify property occupancy.
To report on the general condition of the property using a mobile application.
Most inspections are exterior only. About 10% require interior photos after the property has gone vacant.
We contract with inspectors at a county level. This means that you would be responsible to complete all inspections in your county. In some cases, you will split the county with another inspector if there is enough volume for two inspectors.
Responsibilities
Most common type of inspection should only take 5-6 minutes.
Complete the inspection within 4 days after it is assigned.
Report general property conditions and make a determination of occupancy based on industry standards.
Take 9+ photos of the property with brief comments.
Complete a short form in an app.
Requires being able to spend extended periods of time driving while making numerous stops during the day in the assigned territory.

Depending on a county and if it is urban or rural you will complete anywhere from 20-500 inspections per month working 2-30 hours per week. Lower volume counties have higher rates and higher volume counties have lower rates. There is no set amount of inspections per month, but the work is consistent month-to-month.
Earn more as you become established, have greater availability to inspect or are willing to cover a larger territory.
No additional mileage reimbursement above the flat fee per inspection.

Perform visual and measurable inspections on products in steel and aluminum weld departments

Document all paperwork accurately, completely, and in a timely manner.
Aid in or Certify/re-certify welders in accordance to D1.1 or D1.2 code.
Recommend improvements and train to industry best practices
Investigate product complaints and reported quality issues to identify and report reoccurring issues, root cause, and corrective action to management and product development teams
Develop or update company inspection and test procedures to ensure capture, investigation, and proper documentation

Inspection using a variety of measuring tools including plug-gages, direct and fixed gauges, scales, micrometers, calipers, and surface plate.
May subject parts, assemblies and purchased components to rigorous dimensional analysis to confirm conformance to required tolerances.
Some degree of judgment may be required to determine inferior material or workmanship, but instructions and/or partially prescribed procedures should be followed.
May perform physical tests on materials using hardness tester, profilometer, durometer, tension tester, etc. to verify conformance to required tolerances.
May reference blueprints, interpret dimensioning shown and review inspection results against engineering and customer expectations.
Complete respective paperwork/documentation.
Enter/extract data in computer and use of a bar code scanner.
Overall work is supervised and frequently checked.

What is an Occupancy Verification?
Mortgage lenders require periodic updates on their properties and to do this they send out independent contractors. The purpose of the property inspection is:
To verify property occupancy.
To report on the general condition of the property using a mobile application.
Most inspections are exterior only. About 10% require interior photos after the property has gone vacant.
We contract with inspectors at a county level. This means that you would be responsible to complete all inspections in your county. In some cases, you will split the county with another inspector if there is enough volume for two inspectors.
