Job Description Summary: The Lead Housing Quality Standard (HQS) Inspector is responsible for conducting any mandatory inspection for all leased units under the Rental Assistance Program in accordance to the Department of Housing and Urban Development (HUD) and Department of Housing and Community Development (DHCD) program guidance. As the Lead HQS Inspector the incumbent is expected to assist the Inspections' Supervisor in providing training to newly hired inspectors and with administrative duties as assigned. Primary Responsibilities: Conduct thorough HUD/DHCD HQS inspections of all SMOC RAPS existing units, potential new units, and the reinspection of those units as required including physical and remote virtual inspections. Verify unit compliance based on health and safety requirements. Verify unit conditions for rent reasonableness comparisons. Enter all inspection data into the MRI Tenmast Software Systems' Inspection module and monitoring information as needed; printing all required inspection-related letters for participating tenants and owners. Assist the Inspection Supervisor in providing "on the job" training for newly hired HQS inspectors in the field Assist the Inspection Supervisor in monitoring the various types of inspections conducted by the HQS Inspection team including remote virtual inspections, re-inspections, inspections conducted using an owner self certification and physical inspections Make recommendations to the Inspection Supervisor on behalf of the HQS inspectors on process and procedure Monitor HQS supplies and make requests to the Program Director on orders for necessary equipment such as gloves, shoe coverings and personal protective equipment as needed Utilize and maintain inspection-related equipment on a regular basis, including camera, hand-held inspection devices or tablets, flashlight, cell phone, tick tester, and inspection-supply cache. Engage all clients by understanding and addressing their needs whether within or outside the scope of work. Attend & participate in engagement team meetings as requested and communicate effectively with clients and staff in other areas. Working Conditions: This job requires working in many different conditions and places. About 80% of the time is outside the office either on the road or at a tenant's unit. Therefore, conditions range from an office environment to an outdoor environment that can be dirty, wet, cold, hot, difficult and risky. As part of the responsibilities of this position, the Lead Inspector will have direct or incidental contact with clients served by SMOC in various programs funded or administered through the Executive Office of Health and Human Services. The Aircraft Technical Inspector (UH60) is responsible for ensuring that assigned aircraft are maintained within required specifications and are airworthy before operation. Inspects repairs and modification of aircraft structures, structural components and engines of complex to extreme difficulty. Plans, conducts, and supervises aircraft technical inspections. Develops and implements quality control and ground safety programs to ensure compliance with contract specifications. Evaluates personnel, including verification of skills, training and experience. Performs audits and inspections of work centers and ongoing maintenance actions, procedures, equipment and facilities. Examines parts and components for conformance to design specification to determine serviceability; serviceable, unserviceable-reparable, unserviceable-non reparable, affixing completed appropriate form/tag for disposition; return to stock, route to appropriate shop for repair and/or turn-in. Form/tag will contain comment relative to evaluation and be stamped by the Inspector. Monitors timeliness and applicability of maintenance technical data and technical library. Reviews maintenance source documents, inspection records, notes recurring discrepancies or trends and initiates appropriate action. Manages the material deficiency and technical order improvement program. Reviews engineering investigation requests. Initiates and reviews quality deficiency reports, technical deficiency reports and hazardous material reports, ensuring that they are accurate, clear, concise and comprehensive. Conducts safety inspections, training, and drills. Inspects and verifies proper completion and documentation of safety and flight discrepancies. Briefs and debriefs pilots and crew members assigned to functional check flights. Participates in maintenance test flights and operation checks as required. Ensures compliance with aircraft configuration control, Army oil analysis Program and test measuring diagnostic equipment calibration. Provides lower level technicians guidance in aircraft repair and technical inspection techniques and procedures according to directives, technical manuals, work standards and operational policies throughout all aircraft modifications and/or maintenance efforts. Prepares evaluations, special reports, and records pertaining to aircraft maintenance repair and related activities. Make entries in aircraft logs and records. Perform other qualified duties as requested. Minimum Requirements Five (5) years of recent applicable aircraft maintenance experience. One (1) year experience inspecting MDS (UH60) assigned. A valid and up-to-date (FAA) Airframe and Powerplant (A&P) license. If no A&P, shall have a minimum of five (5) years as an aircraft inspector on the MDS (UH60) assigned. A Valid FAA Inspection Authorization (IA). If no IA, shall have a minimum of five (5) years as an inspector on the MDS (UH60) assigned. Must be able to obtain and maintain facility credentials/authorization. Note: US Citizenship is required for a facility credentials/authorization at the work location. Valid Drivers License. Knowledge & Skills Knowledge of electrical, mechanical, electronic, hydraulic and pneumatic systems or other technology as applicable to fabrication, repair, operation and maintenance requirements. Efficient in record keeping and preparation of reports; capable of reviewing other people's work and determining accuracy and conformity to standards. Proficient in the use of the Unit Level Logistics System-Aviation Enhanced (ULLS-AE), the current maintenance management system utilized to maintain Army aircraft forms and records. Thorough comprehensive knowledge of aircraft mechanical component troubleshooting/repair procedures and replacement of components. Thorough knowledge of aircraft sheet metal/structural modification and repair and the ability to determine functionality of non-complex electrical systems. Detailed knowledge of aircraft unique tools such as test equipment, torque wrenches, dial indicators, micrometers, cable tensiometers, sheet metal brakes and sheers, etc. is required. Ability to provide technical support to structural/mechanical engineers and customers. Excellent organizational skills in prioritizing workload to meet aircraft delivery schedule. Physical Requirements/Working Environment Must be able to walk and stand on level and/or inclined surfaces for extended periods throughout the day. Must be able to climb stairs, ramps, ladders, and work stands. Must be able to crouch, crawl, grasp or handle objects, use finger dexterity, bend elbow/knee and reach above/below shoulders. May be required to lift heavy objects whose weight may exceed 50 pounds. Must be able to type using a standard keyboard to communicate through e-mail and various software applications. Will handle dirty parts and lubricants. Will be required to wear proper Personal Protective Equipment (PPE). Must be able to pass a Respirator Physical and Fit Test qualification. Summary: The Lead Housing Quality Standard (HQS) Inspector is responsible for conducting any mandatory inspection for all leased units under the Rental Assistance Program in accordance to the Department of Housing and Urban Development (HUD) and Department of Housing and Community Development (DHCD) program guidance. As the Lead HQS Inspector the incumbent is expected to assist the Inspections' Supervisor in providing training to newly hired inspectors and with administrative duties as assigned. Enter all inspection data into the MRI Tenmast Software Systems' Inspection module and monitoring information as needed; printing all required inspection-related letters for participating tenants and owners.
