The Senior L&D Trainer Conducts the training on early career Electricians using individual or group performance results and typically reports to a manager. About the Role
The Electrical Maintenance Learning and Development (L&D) Specialist is responsible for designing, implementing, and maintaining a comprehensive training program for all Electrical and Instrumentation (E&I) Maintenance Technicians. This role evaluates existing training needs, identifies skill gaps, and develops targeted learning solutions to ensure technicians maintain current and proficient job skills. The L&D Specialist serves as a support liaison for the Electrical Maintenance team by assessing both learning and non-learning performance needs and recommending strategies to improve overall job effectiveness and workforce capability. All training must be conducted in a safe and environmentally responsible manner in compliance with company policy.
The successful candidate will be expected to:
Develop, manage, and deliver ongoing hands‑on, classroom-based, and e‑learning training that aligns with and supports business strategy.
Maintain, update, and improve Electrical Maintenance Standard Operating Procedures (SOPs) and Job Qualification Requirements (JQRs).
Partner with managers to identify training needs and provide department‑specific training as required.
Conduct training needs analyses to identify skill gaps and determine appropriate learning interventions.
Collaborate with the Department Manager to create departmental training plans, source training solutions, and lead training delivery.
Maintain accurate training records and track employee development progress.
Advise employees and managers on appropriate training courses and provide individual guidance as needed.
Lead the development, organization, and sourcing of training materials.
Coordinate local, in‑house, and external training courses, workshops, and seminars.
Manage relationships with vendors and external education providers for key learning initiatives.

Job Description
We seek an Advance Distributed Learning Development Specialist with a background in adult learning, instructional systems design, and training services.
The USCG has provided technology-based learning for more than 15 years, evolving as new opportunities arose to better support human performance. In 2004, a customized learning management system (LMS) was implemented to store Mandated Training (MT) eLearning products, and a subsequent civilian and military tracking and reporting capability linked to Excellence, Achievement, and Recognition System (EARS), Abstract of Operations (AOPS)/ Training Management Tool (TMT), and Direct Access. USCG ADL continues to evolve appropriately to meet the needs of active duty, reserve, auxiliary, and civilian personnel. There is a commitment to ensuring personnel have access
to reliable, accurate ADL that operates within the USCG IT enterprise infrastructure and in other venues as designated in each BPA Call. This contract is intended to fulfill that goal.
Duties and Responsibilities
The candidate shall provide Advanced Distributed Learning support services to include the following:
Prepare design documents in accordance with USCG SOPs and other requirements specified in the BPA Call under this contract.
Prepare storyboards for content development in accordance with USCG SOPs and other requirements in the BPA Call under this contract.
Design ADL, including instructional, structural, and navigational design, to conform to USCG standards and requirements, including SOP Volume 7, established educational theories, practices, and performance support. These shall be accomplished using software, hardware, and other tools readily available within the USCG or specified in the BPA Call under this contract.
Select appropriate delivery methods, ADL systems, and delivery media to support development of human performance and testing of competences.
Prepare and structure tests and practical application exercises so these are reliable indicators that a learner has learned to perform the tasks identified in the objectives.
Develop initial versions of online courses to include screen presentations, interactive components and assessments.
Perform formative and summative evaluations, including pilot studies.
Revise versions in accordance with feedback from reviews and data obtained in pilot testing.
Develop plans for piloting training experiences developed under BPA Calls.
Develop reports of pilot studies usable in finalizing the training products.
Participate in reviews.
Perform lifecycle maintenance on ADL products and supporting documentation as required.
Ensure work and processes conform to USCG TRASYS SOPs, standards, and other requirements stipulated in BPA Calls under this contract.
Provide ADL object updates, maintenance and technical assistance.
Assist the Government by placing ADL objects on the Government's server as designated by
the COR, provide support in technical testing on the server, network, and work station so that the object can be technically accepted.
Perform lifecycle maintenance on ADL assets and text documents as required
Qualifications
Must possess a Master's degree in Instructional Systems, Instructional Systems Technology,
Instructional & Performance Technology, or Education (with a concentration in Educational Technology).
Must possess a minimum of five (5) years of experience using Instructional Systems Development
(ISD) processes in the development of ADL courses and ADL training interventions.
Must possess a minimum of three (3) years' experience in using the following software applications:

The Learning Design Specialist is responsible for designing quality learning resources in alignment with the University's vision, utilizing a consistent format with excellent writing, editing, integration of technology, and course design. This role plays a critical role in leading the development and continuous improvement of high-quality, engaging, and instructionally sound courses for both traditional and online learning environments. This position collaborates closely with faculty, subject matter experts, librarians, and academic leadership to design and implement effective learning experiences that align with institutional standards, accreditation requirements, and student learning outcomes.

COMPENSATION is determined based on the qualifications, experience, and circumstances of each hire. It is uncommon for new employees to start near the top of the salary range. PRIMARY DUTIES AND RESPONSIBILTIES:

* Lead Collaborative Course Design: Partner with faculty, subject matter experts, and stakeholders to develop high-quality traditional and online courses aligned with university standards.
* Develop and Enhance Instructional Content: Design and integrate engaging instructional materials, assessments, and technology tools that support effective teaching and learning across all formats.
* Ensure Quality, Accessibility, and Compliance: Apply best practices in instructionaldesign to create accessible, academically rigorous content that meets accreditation and credit hour standards.
* Continuously Improve Courses
Faculty & SME Support
* Provide consultation and training to faculty and SMEs on course design strategies and redesign strategies, learning technologies, and instructional best practices with the goal of achieving identified quality assurance standards.
* Lead virtual workshops, remote sessions, video trainings, and online self-paced programs to build faculty capacity in course development.
* Support faculty and academic leadership in aligning course content with learning outcomes, accreditation standards, and professional organizational standards as it relates to content, design and development.
Project Management & Innovation
* Lead and Manage Course Development Projects: Oversee course design initiatives, ensuring alignment with university policies, and manage timelines to meet project deadlines.
* Drive Course Improvements Through Data and Feedback: Use student outcome data, program metrics, and stakeholder feedback to inform content changes and instructional strategies.

You will assist in the development of Training Systems Requirements Analysis to include Mission/Task Analysis (MTA), Training Requirements Analysis (TRA), Objective Media Analysis (OMA), and Training Systems Basis Analysis (TSBA).
You will provide instructional strategies, methods, media analysis, objective analysis media and a syllabus/course map.
You will assist in the analysis of all tasks performed in the operation and maintenance of course materials; and assist in producing a MTTL for each mission area.
You will analyze Task Analysis Worksheets to ensure training requirements are derived by identifying TTL and knowledge, Qualifications, and abilities (KSA) needed to perform each task and comparing the entry level of learning to the required Bloom's taxonomy level of learning.
You will work with colleges/universities, institutions, industry, or Government agencies (i.e. Government, DoD, Joint, USAF, industry, academia, or foreign government) to identify and implement new information applicable to specific courses (or lessons).
You will review all guidance, technical documents, and manuals to ensure they effectively enable Government personnel to utilize training systems in instruction.

You will review, coordinate, and prepare responses for internal and external directives and documents pertaining to training.
You will operate an application-based Learning Management System (LMS) Authoring Manager and LMS Perception Manager to build, deploy questions, schedule tests, retrieve, and analyze test and critique metrics, build classes and student rosters and grade student tests. (e.g., Moodle, Question Mark )
You will perform curriculum quality assurance audits on all 39 IOS managed lessons per direction from the COR/Alternate COR.

You will provide courseware documentation support for courseware developers.
