    Job DescriptionSalary: Negotiable based on experience We are seeking an Operations Leader to join our federal team supporting our Oak Ridge, TN office. In this role, you would be responsible for the development and oversight of project installations at Oak Ridge National Laboratory. This would include responsibility in controls engineering, project estimating, execution, and maintaining relationships with customers and contractors. Responsibilities would also include oversight of Project Managers at times, and various controls projects at ORNL. Oak Ridge National Laboratory is home to the worlds fastest Supercomputer. We at JCFS work closely to meet the cooling needs of this ever-changing system, while continuing to meet our customers expectations across the site. Johnson Controls Federal Systems (JCFS) is a specialized team serving as a trusted partner to the federal government. We help modernize U.S. military installations, Department of Defense and other federal agency facilities to be smarter, more resilient, efficient, sustainable, and secure. Pay: Flexible salary plus bonus. Negotiable based on experience. Location: Oak Ridge National Laboratory. Relocation assistance provided if need be. Primary work is supporting the Oak Ridge National Laboratory locally As an Operations Team Leader, you will: Manage the overall execution and performance of assigned Installation and/or Service delivery projects Leads the scope development of Metasys controls projects including generating quotes to contractors from design drawings Responsible for financial management (P&L) of assigned teams which includes revenue forecasting, billings, collections and resource planning. Ensures that portfolio of projects assigned to reporting PMs comes in at or below estimated cost Assigns projects and ensures appropriate engineering, commissioning, quality control, and safety resources are assigned to those projects. Oversees and directs estimating and scheduling of project installation, as well as proposals, change orders, and change proposals Ensures work performed is in compliance with state, local, federal, and legal requirements and operates with the highest of ethics. Ensures staff adheres to all safety standards to include EM 385-1-1 and our site-specific accident prevention plans Develops and builds contractor, customer, consultant, subcontractor, and assigned team relationships Follows up on customer satisfaction issues and drives resolution. Provides leadership by demonstrating focus on achieving customer satisfaction (internal/external) Coaches teams on the management of project risks, conflict resolution, and establishment project recovery plans. Assists Regional Manager in preparation of annual strategic and financial operating plan. Assists Management, Sales, or Project Managers in the review and interpretation of contract terms and conditions. Assists project development team with operational metrics, cost structure, and local resources/contractors necessary to expand the Federal portfolio on-site Manages subcontractors, writes scopes of work, provides estimates, and supervision installation of assigned projects Manages assigned projects and schedules the workload of the team. Prioritizes work, supervises and coordinates projects to insure progress and timely completion of the engineering deliverables. Provides timeframe estimates to project management for job cost evaluation. Supports forecasting and billing activities as needed. Required Qualifications: Operations or project management experience in the Building Construction Industry. Extensive knowledge and experience with Metasys including the ability to assemble and provide controls quotes for contractors and develop RFP packages for electrical subcontractors Experience with scope development for plan and spec projects Proficiency effectively managing a Profit and Loss (P&L) statement Strong verbal and written communication skills with the ability to relate technical information to non-technical teams The ability to obtain and maintain required government security clearances required. (This involves a background/character, criminal history, employment, and credit check.) Preferred Qualifications: Previous experience in Metasys hardware engineering and utilization of Microsoft Visio 3+ years experience with the direct supervision of Projects. Experience leading or managing operations teams at U.S. federal government sites. Candidate must have NICET III -or- have the ability to acquire the NICET upon hiring. Successful completion of the Inspector Entrée Course (Electrical or Sprinkler). Able to obtain and retain any licenses that are required by National, State and Local codes. High School Diploma or equivalent. Possess a valid driver's license and driving record that meets company requirements. Demonstrate an aptitude for troubleshooting systems. Ability to follow verbal and written instructions. Able and willing to perform physical labor including carrying and moving equipment and tools up to 50-70 lbs. Able and willing to work in unusual and sometimes difficult positions such as climbing ladders, scaffolding and high lift equipment up to 40 feet, working within ducts, crawl spaces, above ceilings, etc. Able and willing to work flexible hours, including weekends, to meet customer requirements. Willing and able to travel out of town including overnight lodging. Demonstrate a high level of customer service. Ability to work well with others. Self-starter that can work with supervision.
