Kleinfelder is seeking an Air Quality Leader to join our team in Utah. This candidate will foster relationships with clients, work closely with local operations, and will assist in the development of client-centric delivery teams that will position us for extraordinary growth in the years to come. This candidate will support project management, technical execution, team leadership, and strategic client and business development for public and private sector clients in Utah and the surrounding states. The candidate for this position will sit in our Salt Lake City office and be in a position to leverage the Kleinfelder Ecosystem to expand this service line with existing and new clients. RESPONSIBILITIES
This individual will be responsible for management of Air Quality Permitting and Compliance projects, including, but not limited to:
* Management of permitting and compliance projects from initial client engagement and proposing to execution of projects.
* Serve internal and external Air Quality Permitting and Compliance point of contact.
* Provide technical expertise to clients with regards to air quality permitting and compliance.
* Provide high standard of quality assurance/quality control through review of project deliverables.
* Mentor and manage junior staff and project level compliance professionals.
* Develop and implement strategy for business development with existing and new clients.
* Provide health and safety support for projects.
EXPERIENCE & ACADEMIC REQUIREMENTS
* Minimum of 10 years of related air quality experience with 5+ years of staff management experience.
* Minimum of 5 years of air quality consulting project management experience and proven responsibility with scope / schedule / budget.
* Minimum of 5 years direct client engagement experience.
* Knowledge of federal, state, and local air quality regulatory agency laws, regulations, and permitting requirements.
* Preferred experience in the following:
* Air quality permitting
* Dispersion modeling
* Title V permitting and compliance reporting
* Greenhouse gas analysis
* Annual emissions reporting
* Toxic Release Inventory reporting
* Compliance auditing
* Experience in the oil and gas, power, and industrial markets is preferred.
* Bachelor's degree from an accredited college/university in Engineering, Environmental Science, or other related field. Advanced degree(s) preferred.
* Advanced computer skills with MS Office software, including Word, Excel, and Power Point.
* Professional License is not required but preferred. Ability to obtain professional registration in Utah (e.g., PE) a plus.

Your Role
* Lead business development strategy for targeted markets (DoD, Federal Agencies, National Labs), including opportunity identification, capture planning, and win strategy development.
* Grow our business by creating relationships with new clients and supporting expansion into new markets.
* Build and direct capture teams and integrated partner teams (subcontractors, primes, technical SMEs) to produce winning proposals and solution architectures.
* Develop and maintain executive level relationships with government sponsors, program offices, and industry partners; prepare and deliver executive briefings.
* Translate technical capabilities and past performance into compelling value propositions and proposal content.
* Represent the company at industry days, capture meetings, technical exchanges, and government outreach events (virtual and in person).
* Oversee program management for awarded contracts and transition captures into execution; develop and maintain integrated program schedules, budgets, performance metrics, etc.
* Manage contract performance and ensure compliance with contractual requirements.
* Negotiate and manage subcontractor and partner agreements during capture and program execution.
* Conduct activities in line with internal procedures, legislation, and industry standards.
* Pursue continuous professional development and maintain a high degree of discipline, knowledge and awareness.
* Work in a safe manner at all times and report all health and safety incidents and concerns.
* Additional duties as required.
Qualifications
* Bachelor's degree in engineering or science or a related field.
* 10 years of experience required, 15 or more preferred.
* Willingness and ability to travel as needed, approximately 10%.
* Proven program management experience in large and/or complex projects.
* Demonstrated experience working on Federal Acquisition programs. Prior work experience with environmental support requirements preferred.
* Strong project management skills, including proficiency with project management tools and methodologies.
* Previous experience with GIS systems highly preferred.
* Excellent leadership, communication, and interpersonal skills.
* Strong problem-solving skills and attention to detail.
* DoD Security Clearance or ability to obtain a security clearance is required.

DESCRIPTION
Michael Baker International is seeking Summer 2026 Civil Engineering Interns to support our Midvale (Salt Lake City), UT office. In this internship, you will primarily be responsible for civil design and analysis of civil engineering and infrastructure projects such as roads, bridges, and drainage projects. You will leverage your engineering knowledge and skills to prepare basic studies, construction documents, drawing, maps, reposts and supporting documentation and calculations.
This opportunity is open to all applicants seeking an internship within Civil Engineering, Bridge/Structures, Roadway, and Drainage.
PROFESSIONAL REQUIREMENTS
0 - 2 + years of progressive roadway/highway design with previous internship experience. Traffic engineering experience is a plus.
Currently pursuing a bachelors degree
Ability to build relationships with a wide variety of people, multitask and prioritize competing project obligations.
Strong English language skills, written and verbal are essential to long term success in this role.
Quickly get up to speed on our policies, relevant software, company service offerings and client standards and procedures relevant to your projects.
Proficient with MicroStation and/or AutoCAD and Microsoft Office Suite
COMPENSATION
The approximate compensation range for this position is $20-$25 per hour. This compensation range is a good faith estimate for the position at the time of posting. Actual compensation is dependent upon factors such as education, qualifications, experience, skillset, and physical work location.
