Duties and Responsibilities * Operate, monitor, and maintain large reciprocating gas engines (Caterpillar 3500 series gensets) and associated auxiliary equipment. * Maintain detailed records on production data, equipment operational hours, service schedules and equipment outages. * Check all operating equipment daily including flow meters, gas chromatographs, fluid levels, pressure and temperature readings, and unusual noises to correct conditions before failure occurs. * Perform all maintenance and repairs on the operating equipment including oil and filter changes, replacement and repair of valves, blowers, compressors, and other plant equipment, as necessary. Participate in preventative maintenance outages and overhauls. * Maintain a high level of cleanliness in and around the plant. Keep oil from accumulating on the unit skids, floors, and soil around the plant. Keep weeds and shrubs cleaned from the plant yard and perimeter fence. Keep equipment and floors looking as presentable as possible. * Keep all on-site parts and supplies stocked and well organized. Maintain plant inventory. * Respond to call outs in a timely manner. Identify and correct the cause of the call out. If the problem cannot be corrected or diagnosed, it is the responsibility of the operator to contact the area manager to get the help required to fix the situation. * Operate the plant with a clear focus on safety. The Utilities Operations Maintenance Coordinator (OMC) is the primary contact between the Maintenance Department and Utilities Operations. This position is responsible for attending and coordinating all meetings between the Maintenance and Utilities departments. The Utilities OMC will report to the Power & Steam Manager and work directly with the Maintenance Department to plan and schedule work efficiently in the Utilities Department to minimize downtime and maintain equipment reliability. * 3rd Shift - 10:00 PM to 6:00 AM * Operates water treatment equipment at a City water treatment plant for the proper pumping, treatment and filtering of water and for maintaining proper water flow and pressure for the City. * Monitors supervisory control and data acquisition (SCADA) system for membrane plant and makes adjustments as necessary. * Operates high service finished water pumps, chlorinators, dry and liquid chemical feeders, filters, electric motors and other water plant equipment in order to produce clean, pure and potable water. * Operates raw water pumps, grit machines, screens, and wet well gates. * Monitors tank levels and other system information and alerts proper personnel to abnormalities or problems. * Makes calculations according to established procedures in order to determine proper chemical feed rates, flow quantities, detection and contact times. * Operates a mechanical centrifuge for dewatering sludge. * Receives and documents a variety of incoming calls for service, information, and/or other related issues related to Citywide and/or non-City provided services. * Dispatches servicepersons in accordance with City approved procedures. * Communicates positively and effectively with the general public. * Performs custodial, maintenance and preventive maintenance duties including, but not limited to, painting, cleaning and repairing equipment. * Determines appropriate chemical feed rates through laboratory testing for turbidity, chlorine residuals, taste and odors, and other tests as required. * Enters data as required to create and maintain appropriate records. * Provides instruction and direction on an assigned shift in the operation of a water treatment plant. Education, Training and Experience * Graduation from High School or completion of a GED is required; a Bachelor's Degree in a related field is preferred. * At least three (3) years experience as water plant operator is highly preferred. Licenses and Certificates * Possession of a valid Pennsylvania State Driver's License is required; a CDL Class B driver's license is preferred. * Possession of a Class "A" Waterworks Operator Certification with all subclasses required by the Pennsylvania Department of Environmental Protection to make process control decisions at the City of Lancaster's water plants within three (3) years. * Knowledge of safe practices related to the water treatment plant. * Proven ability to use, adjust and note defects in mechanical and electrical equipment is required; experience in the equipment used in a water filtration/pumping plant is preferred. * Proven ability in taking accurate readings, keeping accurate records and making mathematical computations is required. * Proven ability to identify and analyze problems and determine remedial action is required. * Ability to operate a vehicle on private and public streets is required. * Proven ability to read, write, speak and comprehend English is required. * Proven ability to work well under pressure and to maintain positive interactions is required. * Proven ability to work as part of a team and to collaborate successfully with others is required. * Proven ability to adapt to new or changed situations and to show flexibility in making improvements in work processes and operations is required. * Proven ability to exhibit customer-centered behaviors and to focus on customer needs is required. * Proven ability to commit to excellence in service and to continuous improvement is required. Job Description The person in this position will be required to use various hand tools (wrenches, screwdrivers, electric drill, brooms) in the maintenance and operation of a water treatment plant and waste water treatment plant. Employee will be required to have constant observation of water and waste water treatment process, maintenance and minor repair of process equipment. Employee to frequently perform analysis on water quality throughout the entire treatment process. Recording of water or waste water sampling results with good penmanship is a must. Employee will operate hand wheel operated gate valves, as well as, electrically actuated equipment. Employee will be required to perform house cleaning duties in the plant and on equipment. General maintenance of grounds is also a duty and could include operation of hand tools, chain saw, weed eater, lawn mower, or riding mower with attachments. REQUIRED SKILLS Employee must possess a valid Class "C" Pennsylvania Drivers License. Employee must have the ability to understand and follow written and verbal instructions. Employee must be willing and capable of performing responsibilities with a minimum of supervision. Must be capable of dealing with the public in a courteous and responsible manner. PHYSICAL DEMANDS The physical activities required in this position are: climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, fingering, grasping, talking, hearing, and lifting (Maximum weight required to lift is 100 lbs., 1 times per day; average weight required to lift is approximately is 20 lbs., 20 times per day). Visual ability should be compatible with that requiring inspection, close assembly, and clerical. PHYSICAL SURROUNDINGS This position requires activities to be performed in the following surroundings: inside, with protection from weather conditions and temperature changes, outside, occasionally but for short periods of time, Noise levels are sufficient to require loud talk to be heard. The worker will be subject to the following hazards, proximity to electrical currents, fumes, dusts, mists and gases. This position require wearing safety equipment such as, respirator, goggles, hard hat, gloves, rubber boots, SCBA, and rubber suit.
