Professional position involving financial analysis and a broad range of financial management activities for the County. Responsible for performing detailed financial and/or management analyses, reviewing or preparing budget requests, preparing forecasts of revenues and expenses, as well as evaluating and issuing financial reports. Maintains the Department/Division fiscal records according to established accounting procedures, which may include cashbooks, ledgers, subsidiary journals, and/or logs. Monitors and maintains accounting fiscal controls regarding budget transactions such as charge-offs, transfers, expenditures, and encumbrances. Acts as the point of contact for assigned grant funds, multi-family developers for Bond program (receives and processes checks) other Housing programs. Maintains and tracks developer log of disbursements and revenue. May have some supervisory responsibility for clerical or support staff. Performance is reviewed by an administrative superior through conferences, reports, and observation of results achieved.
QUALIFICATIONS:
Bachelor's Degree in Accounting, Finance, Business/Public Administration, Economics, or related field, or Master's Degree in Business/Public Administration (MBA/MPA). Equivalencies: Associate's Degree/unrelated Bachelor's Degree and two (2) years of experience in governmental or commercial accounting, auditing, budgeting, financial data analytics, or financial analysis; graduation from high school or an equivalent recognized certification and four (4) years of experience in governmental or commercial accounting, auditing, budgeting, financial data analytics, or financial analysis.

Responsibilities
Financial Planning and Target Setting:
* Collaborate with the Transformation Office leadership to translate aspirations into clear targets and oversee resource allocation.
* Support the executive team in setting and communicating financial targets effectively.
* Prepare initiative business cases in collaboration with initiative leads and project owners.
Financial Tracking and Validation:
* Track and validate initiative business cases, ensuring consistent approach to valuation and impact assessment.
* Perform financial tracking of progress against commitments, including value delivery and timing.
* Segregate financial impact of transformation from baseline performance.
* Create and run reports on progress of the financial impact and progress of transformation initiatives.
