Minimum Qualifications

This experience must have involved the performance of the following core task skills: measurement, assessment, skill acquisition, behavior reduction, documentation and reporting, and professional conduct and scope of practice.
Comparable work is of equivalent difficulty and responsibility that provided the essential knowledge, skills, and abilities found in the referenced class.
Allowed Substitution of Education for Experience:

Participates in Pre-Admission Meetings prior to youth placement.
Assist when applicable with the admissions process by assisting the individuals and/or families served in the introduction of the Intensive In-Home Program.
Provides Assessment at admission, at the end of the month and at discharge for each youth.
Develops youth/family Mental Health Treatment Plans within 10 days of service admission.
Submits Monthly Treatment Plan Summary for each youth by the 3rd day of the following month.
Provides direction, training and supervision of paraprofessional support workers in the implementation of the MHTP.
Participates with other service providers, as appropriate, to accomplish joint services planning and to facilitate the provision of services to persons served.
Respects the cultural values and beliefs of persons served. Provides services with the expected outcome of the interdisciplinary team and the persons served.
Provides face-to-face contact, and documents applicable information according to policy in the progress notes records of the persons served within one working day. The date, time, duration and service codes indicated on the progress notes will correspond with the master treatment plan.
Maintaining case records of persons served according to policy, and making face-to-face contact weekly according to treatment plan at least once per week.
Maintains records of assigned families served to comply with quality assurance reviews.
Serves on-call 24 hours, 7 days a week and provides crisis intervention and stabilization services as assigned.
Youth & Family Services
Participates in the “Wraparound”/individual services planning meeting with the individual and/or family team.
Acts as a consultant and therapist with assigned families, working in the home, at school, or where the need arises.
Provides as much time with youth and the family as requested.
Intervening with the family using strengths based approach, strategies for parenting in the home/behavior management skills are developed which are needed for the family to handle on-going problems and giving assistance in the implementation of the behavior plan.
Explore resources for persons served and makes appropriate recommendations to the Youth and Family team.
Provides therapy with persons served by other therapist on the team when the assigned therapist is not available.

Basic Requirements for Clinical Psychologist:

Minimum Qualifications
General Requirements: Applicants must possess the requirements specified in A, B, C, D or E below:
A. Successful completion of all requirements for a doctoral degree from an accredited college in clinical psychology which included an internship in clinical psychology. In lieu of the internship requirement, applicants may substitute one year of professional work experience in the field of clinical psychology.
B. Successful completion of all requirements for a doctoral degree from an accredited college in a specialty related to clinical psychology. The doctoral program must have included an internship in clinical psychology or must have been supplemented by a post-doctoral clinical internship. In lieu of the clinical internship requirement, applicants may substitute one year of post-doctoral clinical psychology experience under competent profession supervision.
C. Holds a doctoral degree from a training program approved by the American Psychological Association (APA) or holds a doctoral degree from a regionally accredited institution of higher education and also meets the experiential requirements for inclusion in the National Register of Health Service Providers in Psychology, as described in Chapter 465, HRS.
D. Holds a diplomate certificate in good standing granted by the American Board of Examiners in Professional Psychology, as described in Chapter 465, HRS.
E. A valid license to practice psychology in the State of Hawaii, as described in Chapter 465, HRS.
For the Level VI, applicants must also possess a minimum of one additional year of professional clinical psychology experience which involved psycho diagnostic and psychotherapeutic services to individuals with severe problems of personality, social, emotional adjustment or mental retardation. The year of the additional experience requirement must have been comparable to Level V in the State service.
Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. Supplemental Information
Salary: The advertised salary is based on full-time employment and includes shortage and school year differentials, if applicable.
Requirements: Applicants must meet all the requirements for the position they are seeking as of the date of the application, unless otherwise specified. Responsibilities
MAJOR DUTIES
1. Serves as a Clinical Psychologist Behavioral Health Consultant (BHC) for the Clinic and Behavioral Health System of Care (BHSOC) Primary Care Behavioral Health (PCBH) program. Makes mental health diagnoses in accordance with the most recent version of the Diagnostic and Statistical Manual of Mental Disorders (DSM) when differential diagnosis is required. Provides individual and group treatment, using various modalities as clinically indicated to include brief problem-focused interventions, cognitive-behavioral therapy, and psychoeducational classes. Assesses acute mental health and behavioral medicine conditions in beneficiaries who present with such issues. Maintains appropriate documentation of patient care in accordance with current unit and hospital standard operating procedures (SOPs) and current DoD, DHA PCBH, Federal and state regulations. Maintains performance and conduct in accordance with current unit and hospital SOPs; current DoD, DHA, Federal and state regulations; and professional ethics.Assesses and provides intervention for individuals with a wide range of chronic medical conditions, and behavioral health issues affecting medical conditions to include assessment and disposition of beneficiaries with acute and chronic risk. Provides treatment via targeted and efficient appointments for initial and follow-up visits. Performs PCBH biopsychosocial evaluations using expert knowledge of clinical and clinical health psychology. Conducts outpatient group classes, stress management, relaxation training, assertive/social skills training, smoking cessation training, substance abuse identification and brief related interventions appropriate for primary care, as well as evidenced-based interventions for mastery of behavioral health conditions (e.g. anxiety, depression, post traumatic symptoms etc.) and behavioral medicine conditions (e.g. insomnia, acute and chronic pain, diabetes, weight management etc.) as required. Participates in quality assurance activities. Provides psychological and clinical consultation to physicians, other professionals and paraprofessionals through established consultation channels. Provides feedback to Primary Care Managers (PCMs) regarding consultation findings and recommendations as directed by the current DHA PCBH Administrative Instruction.
Consults with primary care providers to select, approve, and document treatment priorities in SMART goal format. Serves as the authority on primary care psychology for the clinic. Educates clinic staff on the principles of primary care behavioral health via trainings and briefings. Conducts meetings and conferences to review the level of care for appropriateness of treatment in primary care and evaluate and approve referral sources. Establishes cooperative agreements among various providers and clinics throughout the Military Treatment Facility (MTF). Monitors, evaluates, and approves use of community resources. Provides reports and approves consults. Uses objective behavioral outcome measures to evaluate progress in treatment.
2. Provides evidenced-based individual treatment and psychoeducational classes for patients enrolled in primary care clinics. Provides expertise in human behavior as a primary care team member and provides consultation to primary care and specialty clinic providers regarding psychological treatment options to optimize health outcomes. Assists primary care providers with the treatment of patients with known high-risk factors such as suicide, history of trauma, and co-occurring substance use disorders. Conducts PCBH model treatment, monitors, approves, and documents all treatment goals. Reviews and approves the appropriate modality of treatment for each patient. Develops treatment processes and procedures for orientation of patients. Evaluates information/education processes. Institutes changes to increase effectiveness of treatment efforts. Evaluates appropriateness of treatment goals. Determines appropriate dispositions for severe cases. Provides structure and procedures for organization of case staffing information. Establishes policies for case consultation.
3. Executes performance initiatives (PI) through revision of clinical standards and procedures; and performs a variety of quality management/quality assurance (QM/QA) duties to meet the Joint Commission (TJC) requirements. Evaluates clinical records and monitors all objective instrument administration and scoring for quality assurance. Evaluates environment of care. Monitors all risk management issues and takes appropriate action. Establishes and executes performance initiatives. Works with primary care team to develop processes to increase same day “warm handoffs” of patients from the primary care provider to the BHC. Works to increase overall penetration into the enrolled clinic population by targeting common conditions with behavioral components that are amenable to BHC intervention. Performs daily activities to increase BHC clinical productivity (e.g. scrubbing PCM appointment lists, circulating in the clinic and consulting with staff, being vocal in morning huddles etc.). Establishes and monitors objective behavioral outcome measures. Evaluates and revises standard operating procedures. Conducts program evaluation. Consults with ancillary care providers. Substantiates the results of crisis intervention. Reviews data provided in reports of special actions. Reviews statistical data to modify program goals. Evaluates and approves educational materials for use by clinic staff and patients.
4. Provides consultation regarding interpretation and approval of outcome measures and screening instruments. Develops, implements, and evaluates professional development activities, coordinates inter and intra-departmental in-service training on PCBH related topics. Evaluates scope of practice and makes adjustments for increased adherence and efficacy as needed. Evaluates training opportunities, development activities, and orientation activities.
Performs other duties as assigned.
