Join us. **Job Description** **AECOM** is seeking a **Scope Change Coordinator** to be based in our **Baltimore, MD** office to support the **B&P Tunnel Replacement (BPTR) Program** , among other project opportunities available at AECOM. AECOM is the delivery partner for Amtrak on the BPTR Program that will upgrade a ten-mile section of the Northeast Corridor (NEC), America's busiest passenger rail line. The delivery partner team is responsible for supporting Amtrak with overseeing the full breadth of the program. The scope of services includes program management, design oversight, construction oversight, commissioning oversight, program controls, and commercial and capacity building. The Program will also include delivery of new roadway and railroad bridges, new rail systems and track, and a new ADA-accessible West Baltimore MARC station. The Scope Change Coordinator will be responsible for reviewing, managing, and controlling the approved project scope baseline to ensure alignment across design, engineering, construction, and stakeholder teams. This role ensures scope changes are properly documented, evaluated, and controlled to protect project objectives related to cost, schedule, and quality. The role requires familiarity with construction or other scope change management, design or construction contracts, and project management. **The responsibilities for this position include but are not limited to:** + Review, maintain, and control the project Scope Baseline, ensuring alignment with contract documents and approved project objectives + Establish and maintain scope management procedures, standards, and governance frameworks + Coordinate with engineering, design, construction, and procurement teams to verify scope definition and completeness + Manage change requests, scope adjustments, and baseline revisions through formal change control processes + Maintain scope logs, change registers, and audit trails + Coordinate with subject matter experts related to risk assessments related to scope growth and scope creep + Follow up discussions with SMEs, estimators, and schedulers + Participate in review meetings and obtain SME inputs within relevant review forms. + Maintain dashboards, prepare reports, and executive summaries on scope performance + Facilitate scope review meetings and participate in project control reviews + Coordinate and support Procurement process for timely issuance of Contract Modifications + Review project correspondence, and track and report out on status of potential and actual changes. + Prepare weekly updates on status of scope changes, and other noteworthy communications. + Interface with the contractor and other stakeholders, as required, to gather additional details. + Attend technical project working group meetings as assigned. **Qualifications** **Minimum:** + Bachelor's degree in a related field + 8 years of related experience or demonstrated equivalency of experience and/or education **Preferred:** + Bachelor's degree in Engineering, Construction Management, Business Management or equivalent. + Experience in infrastructure design and construction program and contract management + Proficient and experineced in the scope management, WBS development, and work packaging + Advanced experience in project change management and baseline control + Excellent proficiency in communication and stakeholder coordination skills + Self-directed, detail-oriented with ability to manage complex documentation + Proficiencent in project controls systems and document management platforms + Ability to work independently and self-directed with the ability to coordinate with multiple project team members, consultants, and contractors for specific initiatives. + Experience in abilit to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and other stakeholders. + Proficient in working with the Delivery Team, Engineering, and Risk Management to assist in facilitating organizational coordination. + Proficiency with Microsoft Office Suite. + Experienced in project organization, time management, and prioritization skills with proven ability to balance competing tasks and meet deadlines. + Strong proficency in written and verbal communication, teamwork and interpersonal skills. **Additional Information** + Sponsorship for US employment authorization is not available now or in the future for this position + Relocation is an option for this position + Adherence to BPTR program policies is mandatory. + Availability to work in the Integrated Program Office in Baltimore, MD Offered rate of compensation will be based on individual education, qualifications, experience, and work location. Review contractors change orders for technical merit. Establish and maintain stakeholder relationships by offering consistent updates. Promote and enforce a culture of safety across all project sites and operations. Strong leadership, communication, and problem- solving skills with the ability to build relationships and foster a collaborative work environment. This full-time position within our Federal Group will be participating in a team to help execute a variety of Federal investigation/remediation projects with oversight from senior managers and technical experts. The ideal candidate will require a strong focus on health and safety, be detailed orientated, excellent written and verbal communication skills, ability to work independently, and will be capable of working collaboratively as a member of a high-performance team. This position is expected to begin in December/January 2026. The responsibilities of this position include, but are not limited to: * Utilize basic scientific principles, theories, practices, and existing technologies to develop solutions for technical problems with limited scope. * Prepare technical work plans and reports. * Interpret and record data, conduct analyses, compare findings to relevant studies and local, state, and federal regulations to ensure compliance. * Plan, execute, analyze, and report on environmental measures in natural systems. * Apply standard field practices and techniques using basic field equipment to collect samples of soil, soil vapor, groundwater, surface water, sediment; prepare samples for shipping, and complete chain-of-custody or similar paperwork. * Apply knowledge of natural sciences (e.g., chemistry, physics, biology, geology, hydrology, and mathematics) to explain observations. * Prepare preliminary data and scientific documents. * Review analytical data for general indicators of quality for routine analyses based on well-defined guidelines. * Coordinate with task and project managers, working with on-site subcontractors and field staff, supporting sampling, data collection, and field documentation. * Manage personal workloads, apprising project managers of progress and obstacles and presenting project outputs for final delivery. Provides complete conceptual and final estimating input. + Understands construction means, methods, and sequences-singe discipline. + Responsible for performing all aspects of estimating. + Assists in the preparation of the Estimate Plan. + Conducts work requiring independent evaluation, selection, adaptation and modification of standard estimating techniques, procedures, and criteria. + May provide guidance to less experienced estimating personnel. + Develops wage rate build-ups. + Reads and interprets drawings, specifications, Requests-for-Proposals and contracts. + Develops detailed material take-offs for procurement of bulk materials. + Applies the various elements of the cost structure (overheads, G&A, insurance, etc.) + Develops cash flow schedules and estimates. + Prepares scope and bid package breakdowns for subcontract and vendor quotes. + Prepares subcontract bid analysis for scope, cost, and price. + Understands Earned Value Management (EVMS) theory and application. **Qualifications** **MINIMUM REQUIREMENTS:** + Bachelor's degree plus 4 years of relevant experience or demonstrated equivalency of experience and/or education. + Due to the nature of this program US citizenship is required. **PREFERRED QUALIFICATIONS:** + Bachelors degree in Accounting, Finance or Construction preferred + Experience with Federal Projects **Additional Information** + Relocation is not available for this position. + All your information will be kept confidential according to EEO guidelines. **About AECOM** AECOM is proud to offer comprehensive benefits to meet the diverse needs of our employees.
