ABOUT THE SAFE HARBOR PROGRAM
Since its inception 50 years ago, the Children's Advertising Review Unit (CARU), a division of BBB National Programs, helps companies comply with laws and guidelines that protect children from deceptive or inappropriate marketing. BBB National Programs operates the nation's first FTC-approved Safe Harbor Program under the Children's Online Privacy Protection Act (COPPA), and monitors child-targeted media to ensure that advertisements are truthful, accurate, appropriate, and in compliance with applicable guidelines, including COPPA.
YOUR IMPACT
As the Privacy Specialist, Youth Privacy, you will advise our COPPA Safe Harbor program participants to ensure compliance with COPPA, CARU's Privacy Online Guidelines and other applicable laws and best practices. Your deep knowledge of the legal landscape coupled with your expertise in digital forensics, data collection analysis, and/or artificial intelligence will help the organization further develop its compliance efforts in the children and teen spaces. You will work with Safe Harbor and CARU team members to ensure the program is meeting its obligations and commitments to the Federal Trade Commission as well as deliver thought leadership to participants via blogs and webinars. In addition, you will contribute to the thought leadership and development of the TeenAge Privacy Program (TAPP).
ESSENTIAL DUTIES AND RESPONSIBILITIES
Provide guidance and support on child-related technology and privacy issues to stakeholders.
Assess Safe Harbor participant online services for compliance with COPPA and other applicable laws and best practices.
Research, develop, and maintain appropriate tools and documentation to assess privacy and security features of Safe Harbor online services including websites, mobile apps, and video games.
Create project plans and manage projects according to internal project management standards.
Maintain ongoing communication with COPPA safe harbor participants through written compliance alerts, tips and webinars.
Constantly monitor and stay abreast of new US federal and state laws and regulations affecting children data privacy and online safety.

Maintains a diverse caseload of clients with a variety of substance use, developmental disabilities and/or mental illnesses;

MINIMUM QUALIFICATIONS:

OR a bachelor's degree and a valid Qualified Mental Health Professional (QMHP) certification or Certified Substance Abuse Counselor (CSAC) certification plus 1,500 hours of clinical experience;

CERTIFICATES AND LICENSES REQUIRED:

Job Summary
Loudoun County is seeking qualified candidates for the position of Youth Services Specialist I, supporting the 24/7 operations of the County's Youth Services Department and its two residential programs: the Juvenile Detention Center (JDC) and the RISE Youth Shelter, located in Leesburg, VA. These programs provide temporary, court-involved placement for youth who are either pending court hearings, serving court-ordered sanctions, or placed for related service provision. The Virginia Department of Juvenile Justice (DJJ) regulates these programs to ensure compliance with state requirements.
Key Responsibilities:
Supervise youth during daily activities, including recreation, education, hygiene, meals, visitation, life skills programming, and spiritual services
Manage youth behavior using the least restrictive interventions, incorporating coaching and conflict resolution techniques to encourage pro-social behavior

Job Summary
The CPS Evening Shift I&A Specialist will be responsible for responding to emergency situations and providing crisis intervention, as well as investigating serious reports of abuse or neglect-including sexual abuse, human trafficking, and out-of-family incidents. The role involves conducting comprehensive assessments of children and their families by interviewing children, parents, guardians, and collateral contacts. Using a strengths-based and trauma-informed approach, the candidate will evaluate risk and safety, develop safety and service plans, and ensure the well-being of children while maintaining compliance with all applicable federal, state, and local policies, procedures, and regulations, including documentation standards for completeness and timeliness.
This position requires agility and resilience, as it involves urgent, high-stakes decision-making to ensure child safety. The ideal candidate will help foster a supportive, team-oriented environment and demonstrate the ability to motivate and promote collaboration among colleagues. The work is conducted in a progressive, change-sensitive setting that demands adaptability to shifting priorities, goals, and community needs.
This position works with our Afternoon/Evening team with core work hours being Monday-Friday, 12:30pm to 9:00 p.m., including rotating on-call shifts to receive and validate referrals from 5:00 pm-8:30 am or respond to emergency family situations, as required.

The successful candidate will:
Conduct and complete in-depth client assessments and/or investigations.
Develop individualized service plans for assigned cases and clinical case management, oversight, and therapeutic interventions to assist clients in achieving or maintaining the highest level of independence possible.
Document clients' service histories as required using appropriate state and local case management computer programs to open, update, and close records.
Provide courteous and timely customer service to County staff, vendors, citizens, and visitors.
Lead and mentor staff and provide appropriate work guidance.
Complete special projects as assigned, independently or as a team member.
May perform other essential job functions specific to the position and department assignment.

Minimum Qualifications
Bachelor's degree in a Human Services field; or a Bachelor's degree in any field with a minimum of two (2) years of directly related experience in a human services area.
Preferred Qualifications:
Master's degree in Sociology, Public Administration, Psychology, Social Work, or a related field,
Knowledge of social services systems for children, families, and adults reflects trauma-informed and strengths-based philosophy and values.
Knowledge of laws and regulations as applied to assigned area(s).
Bi-lingual skills in Spanish and English.
Job Contingencies and Special Requirements

Valid driver's license and good driving record (driving records may be reviewed annually for continued qualification). Hold or obtain certifications such as CPR if required for assigned position. General Description: The Case Coordinator is a seasonal role which works with overflow clients that require an individual with housing first and trauma informed care knowledge. This position requires a skilled worker in motivational interviewing and ability to meet clients where they are and move them quickly into permanent housing.
Essential Duties and Responsibilities:
Maintain an active caseload of overflow clients who need housing-focused individualized case management.
Assess overflow client's needs and appropriate services and assist in implementing service plans.
Assist overflow clients with moving onto permanent housing by providing targeted case management services and utilizing the MCCH structured rapid move-out model, with the goal of assisting clients to move out within 30 days, when possible.
Provide a wide variety of overflow client services such as: providing referrals and resources referrals to community health services, psychiatric services, vocational, educational, and substance use treatment programs, and to various housing options.
Request transportation services for overflow clients to scheduled medical and/or social services appointments.
Complete, and update, when necessary, Acuity Scale and VI-SPDAT for psychosocial assessment and maintain all pertinent client paperwork. Also completes client data for reporting purposes including accurate and complete data in the Homeless Management Information System (HMIS).
Assess overflow clients in crisis and resolve conflicts. Develop interventions to resolve problematic behavior of overflow clients.
Work closely with the Clinical Director, Lead Case Manager, and Operations Team to ensure effective operation of the program and facility and the integrated delivery of case management services.
Maintain and reviews clients' charts and files on a regular basis to monitor progress and assist with moving clients on to permanent housing.
Help find alternative housing options for overflow clients by using creative problem-solving skills.
Meet with overflow clients at a minimum of once every week and document these meetings (Case Notes) in HMIS.
Attend and participate in the Clinical team meetings, monthly NSES staff meetings, and other in-house meetings and trainings necessary.
Responsible for building and maintaining relationships with other service providers, including coordinating overflow client service delivery with on-site providers of primary and behavioral health care.
Other related duties as assigned.
Requirements
Required Knowledge, Skills, and Abilities:
A bachelor's degree in social/human or family services required but will accept High School Diploma with a combination of qualifications.
One year of hands-on experience in social/human services field dealing with diverse populations.
Excellent communication and interpersonal skills are required, including fluency in both writing and speaking English.
Possess solid employer outreach, vocational counseling and/or job training experience.
Excellent writing, referral, and community collaboration skills.
Good organization in documentation, service planning and follow-up.
Adept in working cross-culturally and with individuals with limited English proficiency.
Bilingual in one or more languages preferred.
Proficient in Microsoft Office programs, internet applications and relational database use, including comfort using online platforms to submit benefits applications and check status of applications and benefits.
Knowledge of Best Practices including Housing First, Harm-Reduction, and Trauma Informed Care along with their methods of service delivery.
Knowledge and experience in administering CPR and minor first aid.
Ability to establish and maintain positive working relationships.
Must have a valid driver's license and a clean driving record.
