The Phlebotomist supports high-quality, Veteran-centered care by performing specimen collection and processing for a VA Community-Based Outpatient Clinic. Responsibilities include venipuncture and capillary collections, specimen handling/processing, courier preparation, point-of-care testing (as authorized), and accurate documentation in the electronic systems. The role emphasizes patient identification, safety, infection prevention, regulatory compliance, and excellent Veteran experience.
Verify patient identity using two identifiers; obtain informed consent/assent per policy and explain procedures to Veterans in a trauma-informed manner.
Perform venipuncture and capillary collections for adults, including special collections (e.g., timed, fasting, cold-protected) per requisition.
Select appropriate tubes/containers; follow order-of-draw to minimize hemolysis and cross-contamination.
Label specimens at bedside/point of collection with required identifiers; ensure complete, legible requisitions and orders.
Centrifuge, aliquot, and store specimens under proper conditions (temperature, light protection, stability) per test requirements.
Prepare specimens for transport (pack-out) following chain-of-custody, biohazard, and packaging requirements; coordinate courier pick-up and tracking.
Perform and document CLIA-waived POCT (e.g., glucose, urine dipstick, rapid tests) as authorized; run quality controls and maintain logs.

Qualifications GENERAL QUALIFICATIONS and REQUIREMENTS:
Education - Graduation from a standard senior high school or equivalent preferred.
Experience - Minimum of one (1) year experience in building trades work on commercial or residential projects and attainment of competent skills in at least one (1) skills area (frame, finishing, carpentry, plumbing, sanitation, painting, grounds, etc.)
Substitution Note: Verifiable technical school training of the type described may be substituted for work experience at the rate of six (6) months' training for one-year experience.
Licensure and/or Certification -Valid driver license from state of residence. May be required to obtain a pesticide applicator license and fork lift operator certification.
Critical Organizational Infrastructure requirements - This job may be responsible for conducting research on, working on, or having the ability to access critical organizational infrastructure; must be able to maintain the security and integrity of the infrastructure related to this role. Additionally, and more specifically, must not be employed by nor have any connection or continuous connections to any governmental entity or political apparatus of a country listed in 15 C.F.R. §791.4.
Regulatory knowledge - Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures. Must demonstrate DPS' core values: Integrity, Excellence, Accountability, and Teamwork.
Construction/Maintenance Skills/Knowledge - Knowledge of hand and power tools to provide maintenance, repair, dismantling, refresh, and remodeling of the building structures and grounds. Ability to learn a variety of processes, procedures, methods, standard materials, and supplies applicable to same. Ability to learn procedures for maintaining and making minor repairs to tools, equipment, and machinery.
Construction/Maintenance and/or Grounds and/or Custodial equipment and materials- must be able to safely and effectively operate and maintain: o Motorized vehicles and equipment including but not limited to motor vehicles, lawn equipment, building maintenance equipment, and light construction equipment;o Gas and diesel powered equipment to mow/trim/edge grass; cut tree limbs and trim shrubs; remove leaves and weeds; remove trash, and sweep;o Floor maintenance equipment, including buffers, strippers, vacuums, and extractors;o Pallet jacks and dollies;o Sand or salt on icy pavement.
Interpersonal Skills - Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers.
Organizational and Prioritization Skills - Must be organized, flexible, and able to prioritize in a multi-demand environment and meet multiple and/or conflicting deadlines without sacrificing safety, accuracy, timeliness or professionalism.

Technology - Possess appropriate levels of proficiency with utilized software/systems or ability to quickly learn.
Confidentiality and Protected Information - Ability to responsibly handle sensitive and confidential information and situations, and adhere to applicable laws and policies related to such information.
Safety - Must be able to work in safe manner at all times, avoiding shortcuts that have potential adverse results/risks, and must be able to comply with safety standards and best practices.
Travel and/or Schedule - Must be available to work after-hours, holidays, and weekends and to respond to maintenance emergencies as they occur. Must be available to travel to other agencies and other DPS locations.
