    Mission Command Training Program (MCTP - formerly the Battle Command Training Program), based at Fort Leavenworth, Kansas, is the U.S. Army's only worldwide deployable Combat Training Center. MCTP provides full spectrum operations training support for senior commanders and their staffs so they can be successful in any mission in any operational environment. Its Senior Mentors counsel and offer their experience to Army senior commanders, subordinate commanders and staff. Additionally, MCTP's professional observer-trainers assist units with objective feedback and suggestions for improvement. MCTP remains a premier Combat Training Center to train brigades, divisions, corps, and Army Service Component Command (ASCC) level headquarters on their mission essential tasks needed to support Unified Land Operations and train joint functions within select headquarters to support their role as a joint task force. CORE RESPONSIBILITIES This serves as the generic description for the current PTOC staff for the following 6 types of roles currently needed for the MCTP program: Exercise Analyst Collects and manages data pertaining to military warfighting function (WfF) (movement and maneuver, intelligence, fires, sustainment, mission command, and protection) procedures, decisions, and orders during computer assisted military training exercises for Army Brigades, Divisions, and Corps. Works closely with military WfF Chief, Observer Controller/Trainers and other exercise analysts; collects computer generated data, as well as Observer Controller/ Trainer observations, analyzes data and prepares visual products for After Action Reviews in coordination with military WfF counterparts. Develops and produces graphic products for exercise unit After Action Reviews. Gains and maintains awareness and understanding of the NGTS Archiving and Enhanced Retrieval System (ARCHER); which includes the ARROW reports organizer, Ballista, a unit database management tool for the Crosshair Viewer and Crosshair, a unit database, map, graphics and reports plotting tool. Gains and maintains proficiency in Joint Warfighting Function courses for WfF position occupied. Gains and maintains awareness and understanding of current and emerging Joint doctrine for ASCC, JTF and JFLCC organizations. Basic Qualifications: Minimum; Former Field Grade officer. Must have, or be able to obtain, a DoD SECRET Clearance. Familiar with current Army/Joint doctrine. Highly proficient with MS Office suite of software (PowerPoint, Word, Excel). Exercise Support Staff - OPFOR Analyst Collects and manages data pertaining to Opposing Force (OPFOR) military Warfighting function (WfF) (movement and maneuver, intelligence, fires, sustainment, mission command, and protection) procedures, decisions, and orders during computer assisted military training exercises for Army brigades, divisions, and corps. Works closely with WCOPFOR Commanders: collects computer generated data, analyzes data and prepares visual products for After Action Reviews in coordination with military WfF counterparts. Develops and produces graphic products for exercise unit After Action Reviews. Maintains proficiency in the various simulations and models and AAR systems supporting Army training exercises. Responsible for using military education and experience to develop data collection plans keyed to exercise objectives; assessing WCOPFOR performance and providing recommendations for improvements. Uses knowledge of military doctrine, tactics, techniques, and procedures to analyze WCOPFOR operations within a computer simulation. Prepares analytical reports outlining such computer simulation outputs; deviations and consequences. Basic Qualifications: Minimum; Former Field Grade officer. Trains military personnel on the Warfighter Simulation (WARSIM) and WfF specific simulation processes and procedures. Enforces realism of exercise through role playing and conflict adjudication and resolution. Supervise the work cell mission of translating training audience operations and plans in to simulation inputs/taskings and scripting requirements. Train and support work cell augmentees in reporting, role playing elements subordinate to the training audience. Ensure that the work cells WfF units/assets are simulated IAW current doctrine and unit SOP. Supports the After Action Review (AAR) process by communicating significant events using the Workstation Reporting System (WRS). When required, assists in exercise design and scenario development. Maintains awareness and understanding of current and emerging Army & Joint doctrine for Army Brigades, Divisions, and Corps. Basic Qualifications: Former field grade or senior non-commissioned officer. Must have, or be able to obtain, a DoD SECRET Clearance. Familiar with current Army/Joint doctrine. Highly proficient with MS Office suite of software (PowerPoint, Word, Excel). Preferred Qualifications: Intermediate Level Education (MEL 4) or Sergeants Major Course graduate equivalent. Brigade or higher staff officer experience. Previous experience in computer assisted simulation training. Previous experience as an instructor at a military course of instruction. Responsibilities Provide real-time MQ-9 Simulator (including Desktop Trainer [DTT] and Distributed Mission Operations [DMO], if applicable) mission support to on-going simulator missions, including Emergency Procedures, Launch and Recovery, Mission Control Element, Weapons School Spin-up, CT, regular syllabus missions, and VIP and/or guest demonstrations. MQ-9 SCOs will also operate MQ-9 Simulators on a non-instructional basis to support CT requirements or instruction provided by another instructor. In this capacity they will provide real-time adjustments based on IP or crew inputs to satisfy mission objectives and replicate external agencies as requested by the IP or crew to create a realistic training environment. Responsibilities and Duties: This job description and performance standard document has been prepared as a guide to ensure better communication and understanding. All responsibilities, however, have not been included, nor could they be. Your Supervisor/Manager may from time to time ask you to perform other related duties not specifically included in this description. Likewise, this description will be revised when required to meet current business needs. Checks all tools and equipment at the beginning and end of each shift to ensure good housekeeping is maintained, documents housekeeping as required, and shuts the machine down then contacts the Adjuster or Maintenance whenever quality deviates from the approved sample or the equipment is not running properly. Completes preventative maintenance on machinery and equipment as assigned, and assists Maintenance with repairs. Thoroughly reviews and understands the Work instructions, and verifies that all materials and components are available before proceeding with a job set-up. Any discrepancies or points of confusion must be addressed, clarified, and formally revised, if necessary, with the Shift Leader before proceeding with the job. Drives strict compliance with all Quality Control procedures to first make sure we are making the product properly (“Approved Set-up Sample”), then to both assure consistency and limit our quality exposure throughout the run by continuously monitoring the process and completing the specified Quality Control reviews (every 2-hours, so many per box, etc.). Carefully monitors “flagged” material to catch documented quality problems from earlier operations. Completes daily, weekly, and monthly area housekeeping procedures as required to maintain a clean, safe, and uncluttered work space. Coordinates activities with the Assistant to maximize the current job run efficiency while proactively preparing for the next job to reduce machine down time. Coordinates breaks with the other Operators and Assistants to maximize machine run time across the department. Keeping machines running through breaks and lunches is a key priority. Shares their knowledge with less-experienced Operators and Assistants. Properly clocks in and out of orders and accurately records own time in the information system. Enters comments regarding productivity and scrap into the information system. Works proactively and with a sense of urgency to facilitate systematic and timely set-ups on the bag machines. This supports product quality and efficiencies through a consistent approach, and minimizes scrap by starting the converting machine closer to the point of job approval. Establishes Job History documentation on new jobs to document the key run parameters including run speeds and machine settings, and follows Job History sheets on reorders to assure production consistency and efficiency from run to run. Under broad direction, autonomously runs the bag machine and continuously monitors product quality while maintaining their own “adjustments” to achieve budgeted run speeds, hangs film rolls, replenishes other components, etc. on more than one machine. The Operators have complete responsibility for product quality. Packs and labels all products and pallets as specified during the shift. Near the end of the shift, makes sure they clock-in the Operator for the next shift into the current job so the machine keeps running during the shift transition. After the shift, accurately accounts for and documents all material usage, scrap, and production data into the information system. Ensures that all responsibilities and functions performed are in accordance with company and quality procedures as set forth in the Personnel Handbook and the Quality Manual. Participates in quality programs and stays updated on changes to the Quality Manual. Supports the company emphasis on teamwork and cooperation to achieve our goals by performing other duties as assigned including working in other departments from time to time and helping with periodic cleanup issues.
