Job Summary
White Mechanical is seeking a dedicated Residential Dispatcher to serve as the critical communication hub between our customers and field technicians. This role involves managing high-volume service calls with exceptional response times, conducting comprehensive HVAC system assessments to ensure proper technician and equipment dispatch, and building strong customer relationships through clear communication regarding appointments and service recommendations. The ideal candidate will proactively identify emergency and maintenance opportunities, resolve scheduling conflicts efficiently, maintain detailed service records, and demonstrate outstanding customer service through follow-up coordination and satisfaction monitoring, all while adhering to company protocols and safety standards.
Duties and Responsibilities
Manage high-volume incoming service calls while maintaining exceptional response times and accurate scheduling coordination
Proactively identify and qualify emergency service opportunities and maintenance leads through strategic customer interactions
Conduct comprehensive assessments of Residential HVAC system issues to dispatch appropriate technicians and equipment for optimal service delivery
Develop and maintain strong customer relationships through clear communication regarding service appointments, technician arrivals, and system recommendations
Provide accurate technical information and service estimates utilizing HVAC knowledge base, pricing tools, and dispatch management systems
Resolve scheduling conflicts and service concerns efficiently by coordinating alternative solutions and technician availability within required timeframes
Maintain detailed records of service calls, technician assignments, parts orders, and customer account information in compliance with company protocols
Follow established dispatch procedures, safety guidelines, and regulatory compliance standards
Demonstrate proactive customer service by coordinating follow-up calls, preventive maintenance reminders, and ensuring complete service satisfaction
Skills and Qualifications
2+ years of customer support or client service experience with strong phone handling, active listening, and the ability to manage diverse customer personalities.
Experience with Office 365, iOS, and preferably HVAC dispatch software or field service management systems; tech-savvy with ability to learn new platforms quickly.
Excellent verbal/written communication skills, highly organized with strong multitasking abilities and attention to detail for accurate scheduling and documentation.
High school diploma required; HVAC industry familiarity preferred, with willingness to learn terminology, practices, and emergency response protocols. Ability to prioritize effectively in fast-paced environments, manage multiple tasks simultaneously, and resolve conflicts with strong decision-making skills.
Positive attitude, team collaboration skills, leadership capabilities, and availability for flexible hours, including evenings/weekends during peak season.

The Dispatcher will receive incoming calls for service and emergencies; provide assistance to those who come to the public counter of the Public Safety Department. Responsibilities
Public Assistance and Call Service Assistance Answer non-emergency calls for service, determine priority, and dispatch emergency units as necessary. Receive emergency 911 calls and dispatch emergency units as necessary. Relay information and coordinate responses as needed with Police and Fire agencies that service areas of university-owned property. Must be able to provide courteous, professional, and responsive assistance to students, faculty, staff, and visitors contacting Public Safety. Must be able to efficiently coordinate communication between Public Safety and its officers, as well as Facilities, Residence Life, and other campus partners as needed. Track all calls and enter calls for service. Must have the ability to maintain calm with a high level of professionalism during high-stress and/or emergency situations, all while ensuring accuracy in all forms of communications. Administrative and Systems Maintenance Enter, update, and retrieve information from computer networks related to vehicle/bicycle registration, wanted persons, stolen property, and authorized building admittance. Must be able to maintain confidentiality of sensitive information in compliance with university policies and privacy laws. Must be able to perform a variety of recording-keeping, filing, indexing, and other general clerical work with attention to detail and accuracy. Must accurately maintain a variety of data entry documentation relating to public safety activities, incidents, and safety reports. Must be able to accurately type 35WPM while operating the computer-aided dispatch system to update activities. Maintain detailed logs of reported assistance, visitors to the front counter, and other pertinent information as assigned. Maintain a detailed working knowledge of all university geography and landmarks Monitor surveillance cameras. Check the functional operations of all surveillance cameras at least once per shift. Monitor mobile security alarm systems along with any in-house file alarm systems. Monitor GPS tracking of Public Safety vehicles as needed for emergency situations. Training and Development Will be required to participate in training programs and continuing education related to Public Safety Dispatch Operations, emergency response, and university policies, so as to stay informed of changes in dispatch procedures, emergency communication protocols, system, and program updates. This position requires employee to be available during on-call shifts. This position works a 4/10 rotating schedule with shifts working but not limited to: 5:30am - 4:00pm 9:30am - 8:00pm 3:30pm - 2:00am 7:30pm - 6:00am
Required Qualifications
High School diploma Successful completion of 911 dispatch course, Chapman will provide. Experience working in professional office with multiple demands. Correct usage of English spelling, grammar and punctuation. Ability to work under pressure, exercise good judgement, and make sound decisions in emergency situations. * A California P.O.S.T. Basic Dispatch Certificate.
* Typing certificate of 45 Net Words Per Minute, with no more than five (5) errors.

THE POSITION:
Public Safety Dispatchers are the unsung heroes and a lifeline for police officers. The Public Safety Dispatcher - Entry Level written examination consists of the National Testing Network (NTN) Emergency Communications Test titled ECOMM and typing test. A minimum rating of 70 must be attained in order to pass the performance examination. Applicant must also achieve a typing speed of 40 net WPM.
SPECIAL REQUIREMENTS:

Working Conditions: Essentially all of the employee's time is spent in the Communications Center of the Police Department. The working environment may range from periods of high volume emergency and life-threatening calls for service to periods of little activity. Department Summary
Safety and security is coordinated by University Police, through a force of 42 sworn full-time police officers, 40 sworn part-time, and 25 non-sworn support employees. Our police officers are graduates of the California Peace Officers Standards Training Academy with full arrest powers throughout the state. They undergo continued training to upgrade their skills as well as first aid and CPR. University Police officers are armed. They conduct foot, vehicular and bicycle patrols on campus and in the adjacent community 24 hours a day. THE POSITION:
Public Safety Dispatchers are the unsung heroes and a lifeline for police officers. Receives requests for fire and police service over the phone; dispatches as necessary police and/or fire units in response to call for service or requests from officers in the field; keeps track of fire and police unit locations and status; maintains constant radio communication with personnel in the field; operates radio receivers and transmitters in various frequency bands, telephone key modules, teletypewriters, computer terminal stations, alarm signal equipment, and other communications equipment; receives incoming telephone calls and evaluates requests for emergency services; elicits and records essential incident information from callers such as name, address, phone number, and a brief description of the incident; determines the priority and dispatches personnel and equipment for emergency service in accordance with department procedures; answers routine inquiries and refers calls not requiring dispatches to appropriate departments and agencies; maintains radio contact with field mobile units to coordinate emergency services, receives and transmits information; keeps command personnel informed of status of emergency situations; maintains records of communications activities; updates special files, street lists, and maps; tests communications equipment and reports malfunctions; prepares paperwork for field personnel; assumes supervisory duties in the absence of the Communications Supervisor; may perform matron duties; performs related duties and responsibilities as required.

SPECIAL REQUIREMENTS:
Pass a background investigation including polygraph and psychological exam and a medical exam which may include drug testing, an audio test and vision exam; work rotating shifts including weekends and holidays. WORKING CONDITIONS

Working Conditions: Essentially all of the employee's time is spent in the Communications Center of the Police Department. The working environment may range from periods of high volume emergency and life-threatening calls for service to periods of little activity. Environmental Conditions: Office environment. CONTINUOUS working indoors, dust from paperwork. Work environment is both formal and informal, team orientated, having variable tasks, pace, and pressure. Work is performed indoors in the office and in meeting rooms.

Essential Duties and Responsibilities
The following statements are intended to describe the general nature and level of work performed by people assigned to this classification. They are not intended to be an exhaustive list of all responsibilities, duties, and skills required of personnel so classified.
1. Answers multiple telephone lines, including 9-1-1, emergency, and business lines, and monitors Port of San Diego and marine radio frequencies to receive reports of emergency calls for service involving public peace and safety, including crimes in progress, medical emergencies, and fire incidents; receives reports of non-emergency calls for service including disturbances, traffic complaints, and crimes that have already occurred; receives and responds to requests for information.
2. Elicits information from callers to ensure a proper response; documents complaints; determines appropriate jurisdiction; decides and takes proper action to resolve complaints; determines dispatch priorities.
3. Dispatches routine and emergency calls for service via radio to field personnel, including patrol officers, traffic officers, medics, and airport operations; maintains constant awareness of the location and activity of field personnel to ensure officer safety; monitors several police radio frequencies to maintain awareness of emergency situations occurring in and around District jurisdiction.
4. Documents all information and retrieves information from the computer aided dispatch (CAD) system; conducts computer inquiries in several law enforcement databases to determine wants and warrants on persons, vehicles, and property; deciphers information received from these databases; operates deaf telephone equipment (TTY).
5. Maintains a working knowledge of laws and regulations from the State of California, Department of Justice and Federal Communications Commission as well as internal policies and procedures.
6. Operate a variety of public safety communications equipment including a multi-channel radio, 9-1-1 emergency telephone equipment, computer aided dispatch system, instant recall recorders, marine radio, and a fire pager.
7. Perform related duties as assigned
Qualifications
Knowledge of:
1. Standard office practices and procedures.
2. Basic conflict resolution methods and techniques.
3. Basic customer relations' methods and practices applicable to a public safety dispatch function.
Ability to:
1. Speak and communicate clearly and concisely and modulate voice appropriately (in English).
2. Elicit and explain information effectively and accurately to a wide variety of callers, including law enforcement, medical and fire personnel, local government officials and the public.
3. Reason clearly, analyze situations accurately, and adopt and develop effective courses of action under emergency and non-emergency situations.
4. Maintain professional demeanor and response in handling sensitive, provocative and/or emergency calls/callers.
5. Multitask and handle several telephone calls, radio transmissions, and computer functions simultaneously.
6. Record and relay numerous details accurately during routine phone calls as well as from callers under duress.
MINIMUM REQUIREMENTS
Education, Training and Experience:
Graduation from high school or GED equivalent.
Two years of responsible clerical or law enforcement-related experience requiring public contact. Time served as a District Intern counts towards the years of experience.
At least one year of operational experience in a public safety setting performing duties comparable to that of Public Safety Dispatcher is preferred but not required.
Licenses; Certificates; Special Requirements:
A current, valid California Class C driver's license at time of appointment and maintained at all times thereafter in order to operate a vehicle on District business.
Must successfully pass a complete background investigation to include a police records check, employment history, credit history, education history, polygraph examination, neighborhood check and reference check.
Must successfully pass a pre-employment physical examination, psychological examination, and drug screen.
