Dr. Jarvis is Chief Operating Officer (COO) for Global Science & Technology, Inc., where she manages the day-to-day operations of the company with more than 200 IT professionals, engineers, and scientists. She has been an integral part of the design, development, and implementation of several enterprise data systems for the National Aeronautics and Space Administration (NASA) and National Oceanic and Atmospheric Administration (NOAA), including NASA’s Earth Observing System Data and Information System (EOSDIS), the NASA Headquarters grants management system (NASA Solicitation and Proposal Integrated Review and Evaluation System [NSPIRES]), and, most recently, the NOAA Comprehensive Large Array-data Stewardship System (CLASS).

Dr. Jarvis started her career with a NASA grant that allowed her to apply a Markov model to geospatial and satellite data to assess land changes over time. She became the project manager for NASA’s EOSDIS as part of the Hughes Team, and then became Director of Operations for Information Dynamics, Inc., where she managed the day-to-day operations of a 500+ person information systems development company. Dr. Jarvis joined Global Science & Technology, Inc. in 1998 as Director of Technical programs, and served as Vice President from 2002-201, prior to being appointed COO. Dr. Jarvis holds a PhD and MS in Quantitative Ecology from The Pennsylvania State University, University Park, PA; and a BS in Environmental Planning and Management from the University of California, Davis, CA.

A career innovator in space-based Earth observations during a 35-year NASA career, he has served as Chief Scientist at GST since retiring from NASA in 2010; Williams was NASA's Landsat Project Scientist from 1992 to 2010. A recipient of NASA medals for Outstanding Leadership and Exceptional Service, as well as the 2017 William T. Pecora Award, and author / co-author ~130 publications including the recent Landsat Enduring Legacy history book, Dr. Williams continues to play a manifold role in the Earth remote sensing community as GST Chief Scientist.

Extensive experience in management, business development, systems engineering, communications, and analysis and design of large-scale data systems for aerospace applications. Manages research and development projects in communications standards and spacecraft command and control. Led and served on panels of the Consultative Committee for Space Data Systems (CCSDS) for more than 25 years, representing NASA. Develops international standards for communication protocols for satellite telemetry and command. Develops architectures and evolution plans for ground and space communications networks. Taught graduate and undergraduate courses in electrical engineering and computer science.
