The GEAR Grants Administrator will provide technical assistance, develop proposals, and manage grants associated with the Grants, Equity, Access and Research Division (GEAR) within the Aging and Disability Services Administration. The GEAR Division support's multiple grant and contracted services for Home and Community-Based Services (HCBS) funded by 2023 Minnesota Legislature. These include grants for Home and Community-Based Services (HCBS)provider capacity expansion grants in rural and underserved areas, workforce capacity grants for new Americans, respite care grants, workforce development grants, research contracts for financing of long-term services and supports, and additional other projects as determined by needs.
Responsibilities include:
+ Develop manage vendor grants and contracts
+ Manage contractor performance to assure compliance and performance outcomes
+ Provide support and technical assistance so that contractors and grantees may conduct their work and meet their goals
+ Provide ongoing technical assistance to new, potential and existing partners and vendors, providing education and engagement on funding opportunities, proposal development, program expectations and DHS contracting guidelines and expectation
+ Support the development and implementation of skills training to grant recipients and ensure vendor compliance
**Minimum Qualifications**
2 years professional experience with policies, procedures, processes, and laws pertaining to services for people with disabilities and older adults. Experience should include:
+ Program development and planning
+ Grants and/or contract management
+ Needs assessment and evaluation methodologies
**Preferred Qualifications**

JOB PURPOSE
The Government Grants Manager is a member of TCR's development team and will play a key role in our fundraising and relationship building efforts to sustain and grow our impact in empowering and employing MN's diverse workforce. This role will focus on city, county and state grants. The position would participate with leadership in assessing whether to pursue Federal grants in future years, with no imminent plans to do so. Key duties include: completing government grant proposals, maintaining grant records, and effectively utilizing Salesforce to track and report on funder relationships and fundraising goals.

PRIMARY DUTIES & RESPONSIBILITIES
Oversee government grants management including city, county, and state grant funding.
Research, write, and submit compelling grant applications, LOIs, and other funding requests, discussing with leadership on which grants to pursue on a regular basis.
Review grant guidelines, assess eligibility, and determine feasibility of prospective grants in collaboration with cross-functional delivery and operational teams.
Maintain grant records and complete all reports as required on financial and programmatic outcomes and projections.
Monitor grant compliance and adherence including collaboration with internal stakeholders on audit prep and monitoring.
Monitor Department of Employment and Economic Development (DEED) workforce dashboard/TCR report card and maintain meaningful relationships with government officials and grant contacts.
Coordinate with internal stakeholders to ensure DEED grant-funded programs are executed efficiently, on schedule, and in compliance with all regulations.
Act as a primary contact for government contacts through email, phone meetings and site visits.
Attend informational, grants training and networking meetings and events put on by government entities.
Create and implement a process to enter, access and report on grant data in Salesforce in collaboration with internal stakeholders.
Work closely with finance and program staff on narratives, initiatives, budgets, and reporting.
Write grant narratives in partnership with the Corporate and Foundation Relations Manager.
Collaborate with the Marketing/Communications team to produce fundraising materials.
Provide excellent customer service to all funders, prospective funders, and volunteers.
SUPERVISIORY RESPONSIBILITIES: N/A. This position does not provide supervision to any staff.
COMPENSATION AND BENEFITS

MINIMUM EDUCATION AND EXPERIENCE

Role, Responsibilities & Deliverables
Writes and contributes to Clinical Evaluation reporting deliverables including Clinical Evaluation Plans/Reports, PMS and PMCF Plans/Reports, SSCPs, Regulatory Responses and other related documentation.
Evaluates and summarizes clinical evidence including data from sources such as clinical investigations, literature, post-market surveillance, risk, and post market clinical evaluations. Analyzes results in preparation for product applications and submissions.
Collaborates with team members and stakeholders in planning for and supporting CER related projects and processes.
Supports additional clinical, regulatory, quality and engineering related deliverable as assigned.
Effectively communicates and collaborates with Sales and Marketing, R&D, Regulatory Affairs, Library Services, Product Performance Group (PPG), Quality Engineering, Clinical Affairs, Clinical Science, Risk Management and Medical Affairs in completing clinical evaluation project related deliverables.
Maintains thorough knowledge of assigned products. Identifies appropriate sources of relevant data, interprets, evaluates and incorporates information from various sources including literature, clinical data, and medical references.
Reviews IFUs, patient guides, Risk Management files, Clinical Evaluation Protocols, Clinical Evaluation Reports and Plans (CER/CEP), physician training materials, ensuring alignment of risk information. Involved in responses to complex queries such as those issued by notified bodies and stakeholders.
Authors and contributes to necessary documents for regulatory submissions and communications, risk reviews and other processes such as regulatory inquiries.
Ensures quality in all deliverables and documentation with attention to detail, consistency and integrity of data. Responsible for compliance with applicable corporate and divisional policies and procedures. Ensures compliance to applicable regulations and guidance's (ISO13485, ISO14155, ISO14791, MEDDEV 2.7.1, MDR, and EU and FDA guidance documents) and applicable Abbott SOPs and DOPs.
Education & Experience

Bachelor's Degree or an equivalent combination of education and work experience

4-6 years of medical writing experience in the medical or pharmaceutical industry, or
7+ years of general technical writing experience in related fields.
Demonstrated experience in clinical study management/design, medical writing, scientific writing, and/or quality engineering/risk management.
Preferred Qualifications
Degree in biomedical, sciences, medicine, or similar health-related discipline.
Prior CER writing experience is highly preferred.
Strong analytical skills and ability to manage complex tasks efficiently.
Proficiency in MS Word, Excel, PowerPoint, and Outlook.
Familiarity with collaborative, cross-functional teams and regulated industry environments.
