Department: Utilities/Wastewater Collection Reports to: Field Supervisor Summary: Under basic supervision, leads and coordinates the activities of the Water Distribution/Wastewater Collection (W/WW) maintenance and repair work crews; reviews work orders, and makes appropriate decisions based on work experience. Minimum Qualifications: Education, Training and Experience Guidelines: High School Diploma or GED required. 3 years of experience in operation, maintenance, and repair of W/WW systems and infrastructure that is governed by the Texas Commission on Environmental Quality OR 2 years of work experience in the City of Odessa Water Distribution or Wastewater Collection divisions. Knowledge of: * Principles, practices, methods, materials, tools, and equipment used in public utility maintenance. * Local, state, and federal water and wastewater regulations. * Safety standards for heavy equipment operation. * OSHA rules and regulations, and other safety requirements needed to maintain and repair W/WW plants and infrastructure. * Texas Commission on Environmental Quality (TCEQ) and American Waste Water Associations rules and regulations. * Environmentally responsible and resource-efficient utility maintenance techniques. Skill in: * Evaluating maintenance issues and developing recommendations based on findings. * Reading and interpreting plans, schematics, and specifications. * Accurately estimating labor and material costs. * Troubleshooting, repairing, and maintaining water, wastewater, water meters, and specialty equipment and control systems. * Promoting and enforcing safe work practices. * Operating a personal computer utilizing standard and specialized software. * Establishing and maintaining effective working relationships with co-workers. * Effective verbal and written communication. Physical demands and working environment: Work is performed in a standard office environment, and outdoors at work sites. Work schedule includes after hours, weekends and holidays. Must be able to respond to after hour emergencies as needed. Work rotating and rotating call duty as required. City approved safety boots must be worn.
