This position requires the employee to perform firefighting and emergency medical response duties approved by the Board of Trustees. The Fire Marshal, under general guidance from the Deputy Chief, performs professional and technical work in the field of fire prevention and community risk for Anchorage Middletown Fire & EMS. The Fire Marshal also supervises the day-to-day operations of the department's community risk division in a manner consistent with the objectives of the Department. Minimum Qualifications Equivalent to possession of an associate degree in fire science, fire administration, public administration, business, or other related field of study, approved by the human resources. Any combination of education, training, or work experience which would likely provide the required knowledge and abilities is qualifying. Must meet Department's minimum physical agility and health requirements. Meets the minimum training requirements of the National Incident Management System for Chief Officer, Staff Officer, and/or Senior Management positions. Ten (10) years fire service experience with a department of comparable size to the Anchorage Middletown Fire & EMS. Five (5) years of progressive experience in fire service with at least three (3) years of experience in fire prevention involving fire investigation, code enforcement, public education, instructional techniques and methodology OR equivalent education/experience. Familiar with Microsoft Office Suite Certified Kentucky Fire Service Instructor. IFSAC or Pro-Board Fire Inspector 1, 2 & 3 Hazardous Materials Operations level certification. Awareness Level training in technical/specialized rescue techniques. (Water, Rope, Confined Space, Trench, Structural Collapse, etc.). Effective written and oral communication skills. Willing to live within a reasonable response time to Anchorage Middletown Fire & EMS Department boundaries. Requires ability to pass a pre-employment drug screening examination and any subsequent testing. Requires ability to pass a comprehensive background check. Employee must be insurable under the District's existing vehicle and umbrella liability insurance carrier. Willing to work weekends and evenings as required. General Chief Officer Duties/Functions/Tasks/Responsibilities Abide by the Administrative Policies and Standard Operating Procedures of the Department. Monitor and approve routine purchase orders necessary for normal operations and maintenance of the Department. Assist the Fire Chief in resolving operational issues involving equipment, procedures, training, staffing, deployment, etc.... Make recommendations to the Fire Chief for changes in operations or policy necessary to maintain and/or improve service delivery. Implement and manage systems needed to fulfill this duty. Attend the monthly meetings of the Board of Trustees as requested. May represent the department's interest, under guidance from the Fire Chief, at meetings with the public or other agencies. Maintain awareness of local, state, federal regulations, and public safety industry trends. Coordinate with all department Divisions to deliver training to members of the Department, outside agencies, or the public. Must complete at least one professional or academic course that demonstrates commitment to continuous learning annually. Attends assigned training sessions and Officers meetings of the Department when available. Makes proper notification of anticipated absences. Responsible for issued equipment, including routine upkeep and maintenance. Shall return issued equipment upon request, termination, or inactivity with the Department. Issue verbal and written warnings; recommend reprimands, suspensions, or dismissals of members in accordance with the Administrative Policies of the Department. Perform other duties or special projects assigned by the Fire Chief. General Chief Officer Emergency Response Duties/Functions/Tasks/Responsibilities Responds to incidents as required by the Fire Chief, and assumes command, at his/her discretion, until relieved by the Fire Chief. Be responsible for the overall operation of any emergency scene at which he/she is acting as the Incident Commander (IC). Be responsible for the safety of subordinates under his/her command at emergency scenes. Maintain a working knowledge of the department's apparatus capabilities Fire Marshal Responsibilities/Duties/Functions/Tasks The Fire Marshal directly oversees and manages fire prevention activities conducted by the District, including fire investigations, plan review process, community education, fire code inspection / enforcement, training of District employees in the relevant areas of fire prevention. Principles, methods and practices of modern fire prevention management, fire suppression activities and investigation techniques. Pertinent Federal, State, and local laws, codes and regulations. Hazardous materials associated properties of those materials, and the ability to apply applicable codes regulating those materials. Principles and practices of personnel management including training, performance evaluation, and conflict management. Fire investigation procedures. Budget preparation and administration. Current computer applications utilized by the District and utilized applications to perform and complete tasks and/or requirements of the job and ability to learn and apply new technologies and skills. Business letter writing, basic report preparation, and principles and procedures of record keeping. Modern office procedures, methods and equipment. Special Position Requirements The employee may be required to perform some job functions under hazardous and/or austere conditions, while being exposed to all weather types and/or under extreme stress. This is a high-visibility position in the Department and in the community. The general work area will encompass a wide variety of settings including: administrative duties in an office setting; occasionally works outside, in poor weather conditions, in hazardous traffic areas, in and around structures that may be hazardous and/or unstable, and under unfavorable or unsanitary conditions, which may include biohazards, air and blood-borne pathogens. The noise level in the work environment is usually moderate but may reach extremes where hearing protection is required.
