The CMOP program provides prescription mailings for veterans and other patients. Services being sought will be utilized to assist in supporting CMOP's mission by preparing prescriptions and packages in an accurate, timely, and cost-effective manner without disruption in services or production.
The Candidate
ProSidian seeks a Registered Pharmacist to support engagement with The Veteran's Affairs Consolidated Mail Outpatient Pharmacy (CMOP). This position serves as a key member of the facility leadership team providing services that include, but are not limited to, pharmaceutical verification of prescription orders of legend, over the counter (OTC), medical-surgical (Med/Surg), and controlled substances to patients requiring care. In addition, the candidate shall provide patient consultation, quality improvement, and supply control duties.
Furthermore, the candidate shall direct the delivery of pharmacy services, efficient and effective drug distribution, and education to improve patient quality of life, minimize therapeutic risk, and enhance clinical outcomes. The candidate's leadership attributes in Pharmacy management shall ensure the delivery and attainment of patient care quality metrics, evaluate the performance of Pharmacy Technicians duties, and drive client satisfaction outcomes.

Education:

Licensure:

Project Profile
The CMOP program provides prescription mailings for veterans and other patients. Services being sought will be utilized to assist in supporting CMOP's mission by preparing prescriptions and packages in an accurate, timely, and cost-effective manner without disruption in services or production.
The Candidate
ProSidian seeks a Registered Pharmacist to support engagement with The Veteran's Affairs Consolidated Mail Outpatient Pharmacy (CMOP). This position serves as a key member of the facility leadership team providing services that include, but are not limited to, pharmaceutical verification of prescription orders of legend, over the counter (OTC), medical-surgical (Med/Surg), and controlled substances to patients requiring care. In addition, the candidate shall provide patient consultation, quality improvement, and supply control duties.
Furthermore, the candidate shall direct the delivery of pharmacy services, efficient and effective drug distribution, and education to improve patient quality of life, minimize therapeutic risk, and enhance clinical outcomes. The candidate's leadership attributes in Pharmacy management shall ensure the delivery and attainment of patient care quality metrics, evaluate the performance of Pharmacy Technicians duties, and drive client satisfaction outcomes.

and the Registered Pharmacist services shall be performed at the: Veteran's Affairs Consolidated Mail Outpatient Pharmacy (CMOP) facility at: 5000 S 13th St, Leavenworth, KS 66048. The selected candidate is expected to fulfil the duties to a satisfactory level of professionalism and quality.

In order to perform the duties set forth for this project, the Registered Pharmacist must meet both the minimum education and experience requirements set forth:
Qualifications
Education:
Bachelor of Science in Pharmacy degree that is recognized by the Accreditation Council for Pharmacy Education (ACPE) or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
Licensure:
A current, active, valid, and unrestricted license to practice pharmacy in the State of Kansas or in possession of an active license from another state that enjoys reciprocity with the state of Kansas.
The candidate must have passed the North American Pharmacist Licensure Examination (NAPLEX) and the Multistate Pharmacy Jurisprudence Examination (MPJE).
Experience:
Demonstrable proficiency in the compounding of prescriptions, drugs, chemicals, and pharmaceutical supplies required in the operation of a pharmacy;
Dispense medications prescribed by physicians and other health practitioners and providing information to health practitioners and patients about proper usage of medications and side effects;
Conduct drug utilization reviews, counsel patients on the proper use of medication while evaluating medication use patterns and outcomes for patients leveraging adherence best practices;
Apply knowledge of state and federal laws and regulations pertaining to the legal operation of a pharmacy to comply with laws, regulations, and policies governing pharmacy operations;
Provide oversight of CMOP facility by developing and implementing operational procedures, maintain accurate records and document actions taken while safeguarding the confidentiality of medical records;
Apply inventory control expertise in establishing medication-handling procedures for the storage and preservation of medications;
Communicate effectively, both orally and in writing, with fellow medical professionals and patients; develop harmonious professional relationships with clinic staff; and
Supervise Pharmacy Technicians in the performance of work-related to sterile products, prescription filling, and ward/clinic supply.

Job Summary: The Contractor shall provide Pharmacist, Pharmacy Technician and Shipper/Packer services in accordance with the specifications contained herein to the Department of Veterans Affairs (VA) Consolidated Mail Outpatient Pharmacy (CMOP). The contractor must supply all management, supervision, and labor necessary to provide non-personal staffing services to support operations at the CMOP that is in Leavenworth, Kansas.
Consolidated Mail Outpatient Pharmacy (CMOP): The CMOP supports all fifty states, Washington D. C., Puerto Rico, and US Territories and processes over 130 million prescriptions per year. Consolidated Mail Outpatient Pharmacy (CMOP) located in Leavenworth, KS, supports all fifty states, Washington D. C., Puerto Rico, and US Territories and processes over 15 million prescriptions per year.
The CMOP utilizes a combination of automated and manual procedures to prepare and dispense Over-The-Counter (OTC) and legend drug prescriptions, controlled substance prescriptions, bulk type prescriptions, and medical/surgical products directly by mail to patients. The nature of services includes the operation and support of automated and manual filling equipment, and the preparation of prescription orders for mail-out dispensing.
The following are average weekly production rates for prescriptions:
Leavenworth: 290,000. Average production rates can vary widely from day to day and week to week based on a variety of factors such as inclement weather, staffing shortages, workload transfer, and system malfunctions.
Period of Performance: This contract is scheduled to begin April 1, 2023 and is scheduled to end on March 31, 2028, unless extended or terminated by the VA.
Current Hours of Operation/Scheduling (Hours are in local time zones):
Leavenworth: 6:00 AM 8:00 PM (staggered start times) Monday through Friday.
Future operational hours may change, increase, or decrease, to include expansion to evening, weekend, or split shifts, based on workload demand or operational contingencies to include, but not be limited to, inclement weather, equipment failures, local, state, or Federal emergencies, workload transfers, and staffing shortages.

Personnel Qualifications and Duties:
Pharmacist Leads shall have a minimum of six months experience in a hospital or retail pharmacy setting or administrative position supervising five or more employees and shall have demonstrated inter-personal skills to effectively interact with peers, and the ability to direct work assignments for other contracted staff.
Be licensed in a State, Territory, or Commonwealth of the United States or the District of Columbia. Pharmacists must be a graduate of an American Council on Pharmaceutical Education (ACPE) accredited school or university. Pharmacists who are licensed but have been subjected to disciplinary action of any type by their licensing authority within the preceding five years, must be referred to CMOP management before proceeding with the hiring action.
Must be licensed for controlled substances.
Demonstrate effective interpersonal communication skills with coworkers and staff.
Have basic typing skills, PC computer skills, working knowledge of MS Office.
Must read, understand, speak, and write English fluently under the authority of U.S.C. 7402(d) and 7407(d).
Obtain VetPro certification, which is a credentialing system that is required of all VHA licensed, registered, and certified health care providers.

Responsible for day-to-day coordination of contract pharmacist staff activities.
Orient new contract technicians and assist with the evaluating performance.
Contractor Personnel Security Requirements
All Contractor employees who require access to the Department of Veterans Affairs computer systems must be the subject of a background investigation. This requirement is applicable to all subcontractor personnel requiring the same access. If the investigation is not completed prior to the start date of the contract, the contractor will be responsible for the actions of those individuals they provide to perform the work for VA under this contract.
Background Investigation The level of background investigation commensurate with the required level of access is National Agency Check with Written Inquiries.
Must be a U.S. citizen, or must be otherwise lawfully admitted to, and working in the United States, and are able to read, understand, speak, and write English fluently.

Background Information
Each contractor employee that has access to VA facilities or systems must complete a Special Agreement Check (SAC) Worksheet and deliver to the VA office responsible for fingerprinting and processing the Contractor employee(s). The Contracting Officers Representative (COR) will provide instructions to the contractor regarding the local procedures for fingerprinting and obtaining a Security Badge or PIV card.
After completion of the fingerprint check, the Contracting Officer (KO) will notify the contractor company, in writing, if any Contractor employee is determined to be unsuitable to be given access to a government facility or VA system. If so notified, the contractor company must not allow such employees to perform work on this contract.
Security Badge or PIV Cards
VA will issue a Security Badge or PIV Card to each contractor employee who is to be given routine, unescorted access to VA facilities or access to VA systems and does not already possess a Security Badge or PIV Card. VA will not issue the Security Badge or PIV Card until the contractor employee has successfully cleared the FBI National Criminal History Fingerprint Check.
Security Badge or PIV Cards must identify individuals as contractor employees. Contractor employees must always display their Security Badge or PIV Cards on their persons while working in a VA facility and must present their cards for inspection upon request by VA officials or VA security personnel.
Primary Responsibilities:
Cell phone use is not permitted on production floors. Contractor personnel are required to adhere to local facility policies regarding cell phone use and electronic devices.
In the performance of this contract, contract employees must be neat, clean, well groomed, and must otherwise exercise good personal hygiene, in accordance with the supported CMOP policies. Attire must not interfere with the tasks associated with the job or pose a safety hazard to Contractor employees. Appropriate attire must be worn at all times. The Contractor must be responsible for assuring that contract staff adheres to CMOP dress code to include the wearing of apparel identifying them as an LTSi Contractor employee.
Personal Protective Equipment
The CMOP will provide disposable personal protective equipment (PPE) as required by OSHA for specific job functions as well as training on wear and use. Items provided must be worn by contract personnel to maintain OSHA standards and compliance. Steel toe safety shoes may be required in some facilities for some functions and will be the responsibility of the contractor. Steel toe caps and slip-on protective footwear will be made available by CMOP. Steel toe caps and/or slip-on protective footwear are not considered disposable. Contract personnel will be required to turn in damaged or worn-out protective footwear in exchange for new replacements.

Job Summary: The Contractor shall provide Pharmacist, Pharmacy Technician and Shipper/Packer services in accordance with the specifications contained herein to the Department of Veterans Affairs (VA) Consolidated Mail Outpatient Pharmacy (CMOP). The contractor must supply all management, supervision, and labor necessary to provide non-personal staffing services to support operations at the CMOP that is in Leavenworth, Kansas.
Consolidated Mail Outpatient Pharmacy (CMOP): The CMOP supports all fifty states, Washington D. C., Puerto Rico, and US Territories and processes over 130 million prescriptions per year. Consolidated Mail Outpatient Pharmacy (CMOP) located in Leavenworth, KS, supports all fifty states, Washington D. C., Puerto Rico, and US Territories and processes over 15 million prescriptions per year.
The CMOP utilizes a combination of automated and manual procedures to prepare and dispense Over-The-Counter (OTC) and legend drug prescriptions, controlled substance prescriptions, bulk type prescriptions, and medical/surgical products directly by mail to patients. The nature of services includes the operation and support of automated and manual filling equipment, and the preparation of prescription orders for mail-out dispensing.
The following are average weekly production rates for prescriptions:
Leavenworth 290,000. Average production rates can vary widely from day to day and week to week based on a variety of factors such as inclement weather, staffing shortages, workload transfer, and system malfunctions.
Period of Performance: This contract is scheduled to begin April 1, 2023 and is scheduled to end on March 31, 2028, unless extended or terminated by the VA.
Current Hours of Operation/Scheduling (Hours are in local time zones):
Leavenworth: 6:00 AM 8:00 PM (staggered start times) Monday through Friday.
Future operational hours may change, increase, or decrease, to include expansion to evening, weekend, or split shifts, based on workload demand or operational contingencies to include, but not be limited to, inclement weather, equipment failures, local, state, or Federal emergencies, workload transfers, and staffing shortages.

Personnel Qualifications:
Pharmacy Tech Leads shall be a Certified Technician (CPhT) with a current valid certification by the National Pharmacy Technician Certification Board (PTCB).
The use of non-certified technicians to fill a Lead Pharmacy Technician position must be approved in writing by the CO.
Pharmacy Tech Leads shall also have demonstrated experience or knowledge of inventory control, warehouse operations and receiving processes; shall have demonstrated experience and ability to work all functional areas within warehouse operation.
Pharmacy Tech Leads shall have demonstrated experience in directing work assignments for other contractor staff, communication skills and interpersonal skills for effective peer interactions.
Pharmacy Tech leads shall be able to be cross trained to cover other assigned areas, as needed.
Certified Technicians (CPhT) shall hold a current valid certification by the National Pharmacy Technician Certification Board (PTCB), Exam for the Certification of Pharmacy Technicians (ExCPT).
Non-certified technicians must have 6 months of experience (unless otherwise authorized by the respective CMOP) in a retail or hospital pharmacy setting; or be a graduate of an Academic Technician Training Educational Program. Not all pharmacy technicians will be required to be certified or registered (unless required by State Guidelines); however, certification is highly encouraged as several processes and certain equipment will require certified technicians.
Must be able to understand how to perform basic mathematical calculations.
Have basic typing and PC computer skills.
Have a high school diploma or General Educational Development (GED) certificate.
Must read, understand, speak, and write English fluently under the authority of U.S.C. 7402(d) and 7407(d).
Must be able to lift up to 50 pounds when required; push or pull up to 150 pounds on a rolling cart or using a pallet jack. Must be able to stand or sit for long periods of time (8-10 hours), stoop, reach upward and withstand various types of repetitive motion inherent in the various tasks to be performed.
Supervisory tasks include day to day administration of assigned operational area (production floor) and to coordinate activities with other productions areas.
Orient new contract technicians and assist with the evaluating performance.
Contractor Personnel Security Requirements
All Contractor employees who require access to the Department of Veterans Affairs computer systems must be the subject of a background investigation. This requirement is applicable to all subcontractor personnel requiring the same access. If the investigation is not completed prior to the start date of the contract, the contractor will be responsible for the actions of those individuals they provide to perform the work for VA under this contract.
