DISTINGUISHING CHARACTERISTICS:

What's the Opportunity?
To act as a key member of project teams in developing and implementing environmental planning and permitting strategies for a variety of projects related to transportation and energy infrastructure siting, watershed and restoration planning, and redevelopment activities. You will help lead and oversee the development of technical studies and reports, environmental assessments and environmental impact statements, and permitting applications. This role includes interacting with clients, agencies, and other consultant teams to advance development of projects across the country.
Responsibilities:
The senior planner will join Anchor QEA's growing planning and permitting team to support environmental impact reviews and permitting processes for a variety of projects. This work includes the following responsibilities:
Preparing and reviewing environmental impact analyses in accordance with the National Environmental Policy Act (NEPA) and other similar state environmental review processes (such as the Washington State Environmental Policy Act [SEPA]), including serving in a key role on the project oversight team
Leading the development of permit application materials, by contributing to the compliance strategy, authoring materials, and coordinating with contributors as needed
Helping to interpret environmental regulations and regulatory agency requirements to author and oversee project deliverables
Interfacing with clients, agencies, and other consultant team members as needed, related to project strategies, technical approach, and implementation schedules
Helping to manage projects by contributing to the development and oversight of project scopes of work, budgets, and schedules
Meaningfully contributing to Anchor QEA's pipeline by serving as a subject matter expert on proposals and fostering opportunities through existing client relationships, where applicable
What Are We Looking For?
Ideal candidates will have the following:
Bachelor's degree or higher with 8+ years of relevant experience, preferably including environmental consulting experience
Experienced in developing environmental documentation related to:
NEPA and/or SEPA or other similar state environmental review processes
Section 7 of the Endangered Species Act
Section 404 and 401 of the Clean Water Act
Section 4(f) of the U.S. Department of Transportation Act
Section 106 of the National Historic Preservation Act
Coastal Zone Management Act
Section 10 Rivers and Harbors Act
Familiarity with state environmental regulations
Experience managing and overseeing deliverables, requiring leading smaller teams
Excellent written and verbal communication
Able to effectively balance workload to accommodate project schedules and deliverables
Experience in leading proposals for competitive pursuits of new projects

RECRUITMENT DESCRIPTION:
The Community Development Department has a vacancy for a Planning Technician. This is a full-time position with benefits. This recruitment is for INTERNAL OPEIU APPLICANTS. The Planning Technician is the front counter information and permitting specialist for the department's planning functions. Responsibilities include providing a broad range of accurate information to the public related to development regulations, intake and efficient routing of land use and development applications, and supporting other staff as needed. The Planning Technician must be detail-oriented, have excellent customer service, communication, and problem-solving skills, and must be able to work cohesively with a diverse array of customers and staff.
