The SQA Analyst will be responsible for maintaining a software quality assurance (SQA) program that is in compliance with contractual standards. The primary software management standard is ASME NQA-1, a nuclear regulatory program with requirements similar to ISO 12207.
The successful candidate for this position will:

Responsibilities:
Under minimal supervision:
Maintain and continually improve a software quality program that complies with NQA-1, DOE Order 414.1D, and other relevant standards
Develop and maintain SQA templates, procedures, and training materials to meet contractual standards and business needs
Provide technical guidance and support to Navarro-ATL software owners in development of requirements, software management plans, acceptance testing, and other aspects of the software lifecycle
Provide oversight to ensure that assigned projects meet Navarro-ATL SQA standards, such as review and approval of software management plans, software testing, and ensuring consistency of data between documentation and databases
Perform, or serve as subject matter expert in, software quality audits on Navarro-ATL software or vendors
Ensure software that is designed, changed, or purchased by Navarro-ATL meets NQA-1 requirements and other relevant regulatory standards, applying a risk-based graded approach
Represent Navarro-ATL on Hanford boards related to SQA subject matter (e.g. configuration control)
Monitor and maintain the validation status of all software
Participate in the corrective action program for matters related to the scope of work
Report metrics, trends, and potential issues to management
Identify and implement initiatives for continuous improvement of the SQA system
Author, review, edit, and approve SQA records
Obtain and maintain all required internal qualifications
Requirements
Minimum Qualifications:
Bachelor's degree in Information Technology, Computer Science, engineering, science, or a related discipline and 7 years of experience in software quality assurance, or an equivalency of education and experience
Experience in software development, maintenance, and/or management
Familiarity with NQA-1 or ISO 12207 or comparable software quality systems
Experience working within a quality system based on DOE Order 414.1D or other defined quality management standards
Preferred Qualifications:
Bachelor's degree in Information Technology, Computer Science, engineering, science, or a related discipline and 10 years of experience in software quality assurance
Certification with the American Society for Quality as a Certified Software Quality Engineer
Experience working with NQA-1 or ISO 12207 or comparable quality systems in a nuclear or similar regulated environment
Experience with being audited, or performing audits

Quality Assurance Responsibilities
The Quality Assurance Engineer is responsible for supporting and maintaining effective quality assurance processes, including:
Assisting the Quality Assurance Manager with planning, execution, and reporting of quality assurance activities
Ensuring compliance with ASME NQA-1 requirements, safety programs, industry standards, applicable laws and codes, technical specifications, and customer contracts
Reviewing manufacturing travelers to verify that all required quality control steps have been completed and properly documented
Collecting, verifying, processing, and archiving project documentation to ensure records are complete, accurate, and compliant
Preparing, reviewing, and delivering comprehensive documentation packages to customers, including certifications, records, and reports
Representing the company professionally with a customer-centric mindset throughout the project lifecycle
Supporting change control processes, non-conformance management, and corrective action activities as required
Inspection & Audit Support
In addition to documentation and compliance responsibilities, this role supports inspection and audit activities, including:
Participating in internal and external audits to ensure compliance with applicable standards
Supporting timely resolution of audit findings and recommendations
Performing dimensional, visual, and other inspections as required to verify product conformance to project requirements
Working collaboratively with Quality Control, Engineering, Operations, and Project Management teams to resolve quality-related issues

The Department of Energy (DOE), Hanford Site, Office of River Protection (ORP), Quality Assurance Division (QAD) requires Quality Assurance Safety Management support from one qualified full-time general support services contractor. The successful contractor(s) will have responsibility for execution of the itemized work scope below:
Assist ORP in its efforts to manage and oversee the Waste Treatment and Immobilization Plant (WTP) High-Level Waste (HLW) project in accordance with DOE Orders, Hanford procedures, and the ORP Quality Assurance Program Description.
Function in the role of QA auditors/program support/ startup and commissioning/operations for QA Programs for High-Level Waste.
Provide oversight support to external and internal auditing efforts for high level waste (perform as a qualified auditor in QAD independent audits, or surveillances).
Support by providing quality related oversight functions (perform as an oversight team member lead) to Federal Project Directors in their efforts to address performance issues and verify completion of High-Level Waste facility milestones.
Conduct reviews of Contractor actions to address DOE Inspector General (OIG) Recommendations for High-Level Waste.
Conduct effectiveness reviews of Contractor actions and OIG Recommendations for High- Level Waste.
Review and comment on new and revised QAD procedures and oversight reports for High-Level Waste to ensure the documents are of high technical quality.
Review causal analysis and actions taken to prevent the recurrence of conditions adverse to quality for High-Level Waste
Participation on the High-Level Waste Integrated Project Teams (IPT) as required
DELIVERABLES
Work products shall be thorough, accurate, appropriately documented, and comply with established criteria. The Contractor shall ensure that duties are performed in a competent and professional manner that meets milestones/delivery schedules as outlined below:
Weekly Report. This report will address work accomplished, and deliverable progress to be provided to the technical monitor.
Monthly Report. This report will be a combination of the weekly status reports and shall be submitted with the monthly invoice. The report shall also include:
Deliverable progress, and date(s) submitted if applicable, submitted within this invoice period.
Work schedule for Contractor employees, to include any leave taken.
TRAVEL
Travel as coordinated with the technical point of contact and approved in writing by the Contracting Officer in advance, is allowed, in accordance with Federal Travel Regulations.
LOCATION
Work shall be conducted at the Department of Energy government offices, The Hanford Site, and Richland, WA. This position is telework eligible at the discretion of the Technical Monitor (TM) and Contracting Officer's Representative (COR) in consultation with the Contracting Officer (CO). If in-person support is identified as required for any reason and for any length of time by the TM, COR, or CO, the contractor shall report for duty in-person as requested.
Qualifications
The contractor shall ensure that personnel supporting this task possess the following qualifications:
Education - BS/BA degree in engineering, science, or business management, or alternatively, an accredited high school certificate plus 8 years of specialized experience in engineering, science, or business management, in addition to the requisite experience. MS/MA or PhD degree in a relevant field is considered to be 2 and 5 years of experience, respectively
Experience - Fourteen (14) years of directly applicable successful experience as a management consultant or senior manager interfacing and working with organizational executives and senior management, or senior technical or business individuals, within government or industry on significant management, technical, or business issues.
Highly experienced in QA audits and QA program implementation.
Working level knowledge of Quality Assurance related controls and requirements.
Working level knowledge of DOE policies and procedures.
Expertise level of knowledge of Hanford Site mission, activities and priorities.
Expertise level of knowledge of DOE program and project management practices, policies, and procedures.

Responsibilities:
Performing periodic site walk-throughs in order to ensure Company's procedures and standards are followed. This includes assisting the Project Manager and any other support staff and contracted vendors.
Communicating the status of the operation process with senior management.
Site acceptance and commissioning of the facility to ensure the site meets the superior and dynamic standards of Company Standards.
Assisting in the development of procedures/Method of Procedures (MOPs) for the DC build in addition to approving MOPs for data hall work.
Provide coverage for onsite data center manager with both routine and emergency service on a variety of state of the art critical systems such as: medium voltage switchgear, diesel generators, UPS systems, power distribution equipment, chillers, cooling towers, computer room air handlers, fire detection / suppression; building monitoring systems; etc.
Supervise the on-site management the facility manager, facility technicians, sub-contractors and vendors, ensuring that all work is performed according to established practices and procedures.
Support client relationship and act as escalation point of contact for the company for each site.
Help Establishment of performance benchmarks, conduct analyses and prepare reports on all aspects of the critical facility operations and maintenance.
Work with business leaders to coordinate projects, manage capacity and optimize plant safety, performance, reliability and efficiency.
Review MOPs and SOPs for all work on critical data center facility equipment.
Ensure that a constant state of readiness in support of the mission goal of 99.999% uptime
Conduct critical facilities Operations and Maintenance (O&M) program analysis and reporting
Design Critical Environment Programs for both internal and external clients.
Coordinate with Design/Construction Team
Provide consulting services on existing critical environment O&M programs.
Assess, recommend and implement industry best practices into new and existing Critical Environment Programs.
Provide feedback to senior management for the continuous improvement of the Critical Environments program.
Develop process documentation and training materials.
Qualifications:
7+ years of data center facility construction and commissioning experience.
5+ years leadership experience in data center facilities. Solid Understanding of Critical Electrical and Mechanical / HVAC equipment in a data center environment
Strong verbal and written communications skills; Good presentation skills

Principal Duties and Responsibilities

Provide High Level Waste (HLW) Technical Support on behalf of The Department of Energy (DOE), Hanford Site, Office of River Protection (ORP), Quality Assurance Division (QAD) as part of Quality Assurance Safety Management services under Requisition Title: AMSQ QAD HLW Technical Support for The Hanford Assistant Manager for Safety and Quality (AMSQ) Division.

SCOPE
The Department of Energy (DOE), Hanford Site, Office of River Protection (ORP), Quality Assurance Division (QAD) requires Quality Assurance Safety Management support from one qualified full-time general support services contractor. The Quality Assurance and Safety Management Technical Specialist will have responsibility for execution of the itemized work scope below:
Assist ORP in its efforts to manage and oversee the Waste Treatment and Immobilization Plant (WTP) High Level Waste (HLW) project in accordance with DOE Orders, Hanford procedures, and the ORP Nuclear Safety Division Program Description.
Perform as a subject matter expert (SME) on the ORP Safety Basis Review Team (SBRT) in support of the HLW Firm the Foundation Team (HFFT),
Development of strategic options for implementation of the WTP HLW project activities and their integration with nuclear and chemical safety requirements,
Perform oversight of chemical safety program initiatives and implementation for HLW.
Perform oversight of design, as-built/as-procured, and the safety design basis configuration for HLW.
Perform oversight of the Safety Review Verification effort where BNI verifies implementation of the PDSA design requirements in the designed and procured safety significant components for HLW,
Assist the SBRT Team Leader in the role of expert reviewer during DOE's review and comment resolution of the Hazard Analysis (HA), Preliminary Documented Safety Analysis (PDSA), Documented Safety Analysis (DSA) development, and PDSA changes as needed to support the HFFT.
Perform oversight for Hazards Analysis (HA), Accident Analysis (AA), and Control Selection Process for HLW, if needed.
The SME will provide review capabilities of the HLW DSA related hazard analysis and controls selection. These DSA activities are to be reviewed to be in compliance with contractor procedures and DOE-STD-3009 CN3 (or successor document) criteria. The SME review is particularly important to provide sufficient technical bases for eventual DOE approval of the DSAs and other safety basis deliverables in DOE Safety Evaluation Reports (SERs) and Safety Review Letters (SRLs). SME support will consist of the following activities:
Provide reviews of HLW HA data and reports to contractor procedures and DOE-STD-3009 criteria.
Provide reviews of HLW AA calculations and reports to contractor procedures and DOE-STD-3009 criteria.
Provide periodic oversight of the HLW HA Team sessions conducted by Quality Assurance and Safety Management Technical Specialists to contractor procedures and DOE-STD-3009 criteria, if needed.
Provide reviews of HLW DSA chapter submittals (i.e., Chapters 2-5) to contractor procedures and DOE-STD-3009 criteria, including chapter reviews, accident analysis technical review, system description reviews, and review of other supporting documents (e.g., bases documents of accident analysis, credited SSC critical characteristics and performance etc.).
Assist review of HLW DSA safety management program chapters and evaluation of support documents (e.g., FHA, QAP, maintenance, etc.).
Provide oversight of HLW Un-reviewed Safety Question (USQ) and Safety evaluation (SE) activities, including contractor procedures and assessment of implemented USQ process.
Assist in the preparation of HLW SERs or SRLs associated with the above HFFT-related activities.
·Participation on HLW Integrated Project Teams (IPT) as required
DELIVERABLES
Work products shall be thorough, accurate, appropriately documented, and comply with established criteria. Quality Assurance and Safety Management Technical Specialist shall ensure that duties are performed in a competent and professional manner that meets milestones/delivery schedules as outlined below:
Monthly Report. This report will be a combination of the weekly status reports and shall be submitted with the monthly invoice. The report shall also include:
o Deliverable progress, and date(s) submitted if applicable, submitted within this invoice period.
o Work schedule for Contractor employees, to include any leave taken.
Qualifications
QUALIFICATION REQUIREMENTS
Quality Assurance and Safety Management Technical Specialist shall ensure that personnel supporting this task possess the following qualifications:
Education - BS/BA degree in engineering, science, or business management, or alternatively, an accredited high school certificate plus 4 years of specialized experience in engineering, science, or business management, in addition to the requisite experience. MS/MA or PhD degree in a relevant field is considered to be 2 and 5 years of experience, respectively
Experience - Minimum (4) years, preferred (14) years of directly applicable experience in applying relevant theories, principles, and practices to tasks, problems, and issues.
Experienced in Nuclear Safety oversight and Nuclear Safety program implementation.
Working level knowledge of Nuclear Safety related controls and requirements.
Working level knowledge of DOE policies and procedures.
Expertise level of knowledge of Hanford Site mission, activities and priorities.
Expertise level of knowledge of DOE program and project management practices, policies, and procedures.
Expert writing skills, proven experience in supporting programs and projects with analysis, tracking, monitoring, assessment, review and coordination.
Excellent communications skills.
A knowledge of MS Word, MS PowerPoint, and/or other MS Office tools.
Identification of any conflicts, potential conflicts, or perceived conflicts of interest with any Hanford Site contractors.
Fully vaccinated against COVID, a granted exception to vaccination for COVID, or able to meet entry and testing requirements for entrance and work in federal buildings.

Travel as coordinated with the technical point of contact and approved in writing by the Contracting Officer in advance, is allowed, in accordance with Federal Travel Regulations.

The place of performance for this task order shall be: 2420/2430/2440 Stevens Center Place, Richland, WA. This position is telework or remote work optional at the discretion of the Technical Monitor (TM) and Contracting Officer's Representative (COR) in consultation with the Contracting Officer (CO). If in-person support is identified as required for any reason and for any length of time by the TM, COR, or CO, Quality Assurance and Safety Management Technical Specialist shall report for duty in-person as requested.
