RESPONSIBILITIES:
Provides technical support of routine operations, project work, major maintenance or construction support, and emergency response to ensure worker safety throughout the planning and execution phases of work.
Supports development, maintenance, and execution of safety programs for implementation in the field to ensure compliance with regulatory standards and conformance to MPC corporate standards.
Conducts auditing on safety programs to verify compliance and conformance with regulatory and MPC standards. This includes analyzing safety performance data to identify and report trends, along with proposing recommendations to address areas of concern.
Leads and supports investigations for near-misses, incidents, and injuries to identify root causes and recommendations to prevent future incidents. Tracks recommendations to implementation to ensure completion.
Develops and presents training material related to a variety of safety topics in collaboration with Operations and Learning Development departments.
Provides subject matter expertise for assigned programs, which may include providing input as a competent person for fall protection and excavation safety, support during Life Critical work and input on other regulatory programs.
Develops safety related communications for inclusion into shift starter meetings, safety meetings, notices, and bulletins.
Supporting the facility as a technical resource for safety issues including interpretation of standards and regulations, accident/incident investigations, and maintenance turnaround support.
Project, TAR and Outage support as well as rotational weekend duty as required.
Developing, coordinating, and presenting various Safety/IH training courses to refinery personnel.
Engaging in project related work by participating in the review and approval of plan development, Management of Change (MOC and PMOC) reviews and project safety plans.
Conducting Contractor Field Performance Audits and meeting with contractors to communicate safety expectations and help them meet the Company expectations.
Ensuring OSHA regulatory compliance.
Providing guidance, interpretations, and technical assistance related to safety and health issues.
Supporting the facility's emergency response and air monitoring team efforts.
MINIMUM QUALIFICATIONS:
High school diploma or GED required with 6 years of relevant experience, or Bachelor's degree with 4 years of relevant experience
Must be familiar with OSHA standards.
Must be proficient with Microsoft Office products, SharePoint and competent with PowerBI.
ASP or GSP and/or track for CIH certification is preferred.
A valid driver's license is required.
Grade level determination for this role will be commensurate with education, experience, etc. Relocation assistance is available.

Job Description

DUTIES AND RESPONSIBILITIES
The duties and responsibilities of this position shall consist of, but not be limited to, the following:

Essential Roles and Responsibilities Include:
Provides proactive leadership for the overall coordination of a high-quality and comprehensive safety and security program at the university.

Takes the lead in coordinating the planning, execution, and evaluation of the university's annual observance of National Campus Safety Awareness Month.
Provides leadership to ensure the university's compliance with the Clery Act by collecting and submitting crime statistics and data to the U.S. Department of Education and by overseeing publication of the university's annual security report by the October 1 deadline each year. Submits an annual report summarizing program activity, highlights, challenges, the status of annual goals, a budget summary, proposed goals, and a proposed budget.
Serves as the contract administrator for the university's private security services at all university locations, resolving problems and ensuring quality performance of contracted services. Develops and maintains a professional record-keeping system to document incidents and departmental activities. Maintains current certifications and training.
Provides oversight for the university's parking and traffic safety program, training and supervising staff who enforce associated policies. Develops campus safety and parking policies and procedures for administrative approval.

Essential Duties and Responsibilities
The essential functions include, but are not limited to the following:
Responsible for developing programs to reduce incidents, identifies HSE risks and ensures required risk management plans are effectively communicated and implemented.
Ensures HSE training is provided to all new hire and current employees regularly and annually as required by DOL regulations and customer requirements.
Acts as technical advisor to leadership, operations management, and other functional groups to facilitate continual HSE improvements.
Participates or has full understanding of incidents from reporting, investigation, root cause analysis and follow-through with implemented corrective measures, to advisement and resolution to Axis leadership and operations management.
Supervises and coordinates the work of HSE Representatives and administration to ensure compliance with government regulations and Axis policies.
Supports and enforces Axis policies to ensure practical, cost-effective risk mitigation measures are in place within the workplace.
Creates and fosters a safety culture to ensure employees are accountable and responsible for health, safety and environmental conditions and practices.
Develops and implements safety standard operating procedures based on regulatory requirements, which abide by Axis policies and client expectations and requirements.
Supports operations with an effective communication and reporting program for safety alerts, incident reviews and improvements, root-cause analysis, data trends and health and safety statistics.
Provide HSE coaching and mentoring for the site personnel, operations leadership and HSE group.
Participate in project planning and change management activities to identify HSE issues and opportunities, analyze trends and root causes with the goal to eliminate and control risks.
Manage HSE budget and provide input for requirements.
Will lead special projects, as assigned.
Minimum Qualifications (Knowledge, Skills, and Abilities)
Bachelor's degree in occupational health and safety; or a combination of college education, technical training education and experience.
8-10+ years of demonstrated HSE work experience, preferably in the oil field services industry.
CSP, SMS, ASP or OSHA training, PEC/Safeland training certifications a plus.
Experience in ISNetworld or other contractor safety management systems; learning management systems (LMS) and safety reporting programs such as KPA or similar.
Computer proficiency and technical aptitude with the ability to use Microsoft products (Outlook, Word, Excel, PowerPoint).

Be available for after-hours accident investigations when necessary.

Coordinate and lead monthly safety meetings and field audits.
Train or coordinate training for employees in CPR, first aid, defensive driving, hazardous communication, and other safety topics
Support NRECA safety accreditation efforts and ensure ongoing compliance.
Develop emergency response procedures and evacuation plans.
Assist in selecting and managing personal protective equipment and tools.
Work with Operations and other departments to continuously improve safety processes and programs.

Ensure proper documentation and billing of activities, including mileage, time, and expenses.

Experience:
Five years of experience in an electric utility with extensive knowledge in utility operations and activities required.

Familiarity with cooperative utilities and compliance standards is highly valued.
Prior supervisory experience in the electrical field, particularly in utility line construction and maintenance, is preferred.
Skills:
Strong communication skills, both written and verbal.
Ability to design and deliver effective training materials using various formats.
