* This position serves as a Physical Security Specialist for the Utah State Office.
* Serves as the administrator and decision maker on all state-wide physical security projects, operations and systems.
* Develops, applies and maintains routine processes to enhance physical security protection.
* Serves as the main contact and advisor for the installation, maintenance and performance of Personal Identity Verification (PIV) card systems.
* Creates and executes security plans ensuring the proper level of protection is provided to guarantee a secure working environment.
* Performs routine, unscheduled inspections of facilities and personnel to ensure protection against security violations and suggests appropriate corrective actions.
* Maintains and tests Video Surveillance Systems (VSS), Physical Access Control Systems (PACS), and duress alarms ensuring all are functional in the event of emergencies or increased threat levels.
* Conducts annual security assessments to state-wide Bureau of Land Management (BLM) facilities and sites.
* Acts as a Contract Officer's Representative (COR) for contracts related to security services.

Qualifications
Selective Placement Factors: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified:
1) The incumbent must be a graduate (or become a graduate with the first available opportunity after entrance on duty) of the Federal Law Enforcement Center Physical Security Training Program or other credentialed federal government or U.S. military physical security courses. Allowable substitutions are professional certifications awarded by entities such as the American Society for Industrial Security or similar accreditation organizations.
2) The incumbent is required to complete 40 hours of annual security-related training. Training must be conducted in accordance with the intent to enhance the skills of security professionals, afford them opportunities for professional growth, and improve the quality of the services they provide. This requirement may be satisfied by attending a security conference/workshop or other security-related training courses. The incumbent is required to successfully complete this security training as soon as possible but no later than one year after being appointed to the Physical Security Specialist position.
3) The incumbent is subject to drug testing.
4) The incumbent may be subject to 24-hour call back.
5) The incumbent must possess (or obtain within 30 days of entrance on duty) and maintain a valid state driver's license while employed in this position.

To qualify at the GS-12 level you must meet the following:
Specialized Experience: Applicants must possess one (1) full year of specialized experience at or equivalent to the GS-11 level comparable in difficulty and complexity to perform the duties of a Physical Security Specialist. Qualifying specialized experience includes: assessing and/or developing security plans, policies and procedures to ensure appropriate security and protection is available for a safe and secure working environment; installing, testing and/or managing security and protective systems such as Personal Identity Verification (PIV) card equipment and programs, Physical Access Control Systems (PACS), Video Surveillance Systems (VSS), duress alarms and/or employee notification systems; performing scheduled and/or unscheduled inspections of facilities and personnel to evaluate current security measures meet required protocol to ensure protection from safety violations; providing updates, guidance, training and/or advice to leadership, employees and/or contractors related to security matters ensuring awareness of any potential risks or dangers.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. The participants will live and work out of the Westwater Ranger Station which is located 70 miles from Moab, Utah and 40 miles from Grand Junction, Colorado. Work will be coordinated through the Bureau of Land Management (BLM) Moab Field Office Recreation Program. Westwater Canyon is the first whitewater stretch on the Colorado River in Utah. The canyon is seventeen miles long and includes Class III and IV rapids. This section is challenging at all water levels and is only recommended for experience boaters. As with any remote river, floating through Westwater can be a very humbling and challenging experience which necessitates respect and skill. The ranger station can be a busy place as it is the put in for Westwater Canyon and the takeout for the Ruby Horsethief section. There is campground with twelve campsites, two toilets and a network of trails and roads including the Kokopelli's trail. The participant may be the first contact with visitors and will provide them with education about the canyon and surrounding areas.
The participant will be responsible for conducing permit compliance and gear checks for commercial and private permittees as well as performing patrols of the wilderness study area and upland within the Utah Rims Special Recreation Management Area. This is a great opportunity to learn about outdoor recreation and federal land management. You will work closely with land management professionals to learn about allocated permit systems and travel management planning. The participant will interact with visitors and share educational information, tips for safely recreating on public lands and to protect the unique resources. The participant will be required to wear a uniform and to represent the SCA and the BLM in a positive and professional manner.

Key Duties and Responsibilities
Completing compliance checks of permits and required gear for commercial/private rivertrips through Westwater Canyon.
Assist in maintaining campsites and cleaning restroom facilities.
Assisting the BLM river ranger in river patrols by way of raft through class 3-4 rapids.
Educate the public on responsible recreation and environmental stewardship.
Helping clean equipment and the ranger station.
Interact with hundreds of people during the week and will help provide them in information about the Westwater Canyon and greater area.
