The AOD program consists of: (1) a high intensity treatment program offered at dorms dedicated for that purpose at the agency's secure youth facilities; (2) a moderate intensity treatment program provided through an outpatient delivery model at the secure youth facilities and halfway houses; and (3) a continuity of care program upon release of youth into the community. Performs complex (journey-level) administrative and supervisory program work in substance abuse counseling and assessment of youth. Provides clinical supervision to counseling interns. Work involves assisting in establishing program goals and objectives; assisting in developing program guidelines, procedures, and policies; assisting in developing schedules, priorities, and standards for achieving program goals; assisting in evaluating program activities; and treating and rehabilitating youth in a substance abuse treatment program. Provides technical assistance regarding compliance with the Texas Department of State Health Services (DSHS) standards and grant requirements relating to AOD treatment and maintenance of required documentation. Work involves collaborating with program management to plan, develop, and implement the program and provide consultation, coaching and mentoring services as needed. Coordinates and executes implementation of process improvement plans and monitors, reviews, and evaluates the fidelity of program implementation. Uses training, facilitation, and coaching skills to build systemic competencies. Provides direct supervision to AOD counseling interns and supervises AOD program staff. Provides feedback on patterns and trends and develops, recommends, and implements solutions to problems. Prepares justification for the implementation of changes to procedures or guidelines. Coordinates and conducts reviews to evaluate compliance with applicable federal and state laws and agency policies, procedures, and guidelines, including compliance with DSHS standards and grant requirements relating to AOD treatment and maintenance of required documentation. Essential Duties: * Provides substance abuse counseling and recovery skills training; participates in offender orientation, educational and individual and process counseling groups in compliance with program standards, guidelines, policies, and procedures. * Interviews, screens, and evaluates offenders for potential program participation. * Provides a comprehensive evaluation from a battery of valid measurement tools to assess the recovery needs and the re-offense risk of DWI offenders. * Participates in the Individual Treatment Plan based on the severity and characteristics of the offender as determined by the comprehensive assessment, review of collateral information, and the Clinical interview. * Maintains offender records and other records regarding services provided to include workload statistics; and compiles data and submits reports and related documentation as appropriate. * Provides liaison to participants of training programs, workshops, and seminars. * Implements follow-up and after care plans for offenders that participate in the program prior to their release; and disseminates information on community resources for offender placement in follow-up treatment. * At the conclusion of the program, and Individual Progress Summary will be developed for each offender on caseload to reflect the evaluation results together with comments about the offender's level of participation and quality of completion in the DWI programs. Qualifications: * Graduation from an accredited senior high school or equivalent (GED) required. * Must have a current letter of registration as a Counselor Intern (LCDC-I) from the Texas Department of State Health Services (DSHS) OR current valid certification as a Certified Criminal Justice Professional Applicant Status (CCJP-A) as approved by the Texas Certification Board of Addiction Professionals. * Select applicants must obtain the Licensed Chemical Dependency Counselor (LCDC) license or the Certified Criminal Justice Professional (CCJP) certification within five (5) years from the date of their registration as a Counselor Intern or CCJP-A. * Must sign a Credential Contingency Agreement (CCA) that will remain in effect only until the initially established expiration date. Essential Duties: * Assists in planning chemical dependency counseling programs; and coordinates the delivery of counseling services to offenders with histories of chemical use, abuse, or addiction. * Maintain Therapeutic Community (TC) within the facility working closely with correctional staff to create a living environment that is peer driven. * Provides a comprehensive evaluation from a battery of valid measurement tools to assess the recovery needs and the re-offense risk of offenders. * Participates in the Individual Treatment Plan based on the severity and characteristics of the offender as determined by the comprehensive assessment, review of collateral information, and the Clinical interview. * Provides counseling and recovery skills training; participates in offender orientation, educational and individual and process counseling groups in compliance with program standards, guidelines, policies, and procedures. * Maintains offender records and other records regarding services provided to include statistical feedback on evaluations; and compiles data and submits reports and related documentation as appropriate. * At the conclusion of the program, an Individual Progress Summary will be developed for each offender on caseload to reflect the evaluation results together with comments about the offender's level of participation and quality of completion in SAFPF/IPTC programs. * Submit a copy of the Individual Progress Summary to the Parole Division to be included in the Parole Case Summary. Qualifications: * Graduation from an accredited senior high school or equivalent or GED * Two (2) years full-time, wage-earning substance abuse treatment or substance abuse education experience * Must possess current valid licensure as a Licensed Chemical Dependency Counselor (LCDC) by the Texas Department of State Health Services (DSHS), or current valid licensure as a Certified Criminal Justice Professional (CCJP) by the Texas Certification Board of Addition Professionals * Must maintain valid licensure or certification for continued employment in the position * A valid driver's license with an acceptable driving record is required unless waived by management.
