Position Summary
The Payroll Manager serves as the institutional lead for all university payroll functions, overseeing end-to-end payroll processing for Academic, Non-Classified Professional, Classified Civil Service, Wage Intermittent, and Student Employees across multiple funding sources and employment classifications. This role ensures compliance with federal and state laws as well as UL System regulations and institutional policies. The Payroll Manager oversees the reconciliation and submission of all required payroll withholdings and employee-authorized deductions, including taxes, retirement, insurance, and garnishments. is responsible for reconciling and filing quarterly tax returns, unemployment reporting, as well as the processing and distribution of W-2s. The Payroll Manager also plays a key role in Workday configurations, payroll accounting, audit response, and cross-departmental collaboration.
Key Responsibilities
Manages payroll team to ensure all department outcomes are achieved effectively. Coordinates payroll activities and ensures compliance with established federal, state, system and institutional laws and policies.
Acts as the primary point of contact for payroll-related inquiries and discrepancies, collaborating with internal departments and external agencies as needed. Conducts thorough research and communicates resolutions promptly and effectively.
Oversee the accurate and timely processing of the bi-weekly and monthly payrolls. Verifies a variety of payroll related data to ensure accurate calculation and accounting of earnings and deductions. Validates and transmits direct deposit and support order ACH files.
Reviews the reconciliation and submission of required payroll withholdings for federal and state taxes, retirement contributions, and garnishments as well as employee authorized deductions for Health, life insurance premiums, and supplemental retirement contributions.
Processes employee garnishment records, verify the accuracy of deduction calculations, and prepare and submit required earnings data to authorized legal representatives.
Responsible for the preparation and filing of federal and state quarterly and annual payroll tax returns (including Form 941, W-2s, L1, L3 and Unemployment wage file), reconciling and validating all submissions.
Prepares and submits fiscal year-end payroll data and reports for Board of Regents (BOR) and Other Post-Employment Benefits (OPEB) reporting. Provides additional year-end payroll reports as requested by Internal Audit, the Louisiana Legislative Auditor, and other external agencies.
Reviews all costing allocations and initiates payroll accounting adjustments as needed; research and resolve payroll discrepancies in partnership with Cost Center Managers, General Accounting, Sponsored Programs, or other stakeholder units.
Reviews the reconciliation and submission of required payroll withholdings for federal and state taxes, retirement contributions, and garnishments as well as employee authorized deductions for Health, life insurance premiums, and supplemental retirement contributions.
Maintain Payroll and Time and Leave system configurations and related integrations (e.g., Earnings, Deductions, Holiday Calendars, Period Schedules) in Workday in partnership with IT, HR, Financials, and Student units.
Collaborate with IT Analysts to review and test year-end and new-year (calendar and fiscal) payroll updates. Monitor and validate Workday Payroll Compliance Updates. Analyze and test adopted features, functionality, and fixes pushed out by Workday. Coordinate testing efforts with IT, HCM, Benefits, Finance, and other stakeholder units as needed.
Reviews the reconciliation and submission of required payroll withholdings for federal and state taxes, retirement contributions, and garnishments as well as employee authorized deductions for Health, life insurance premiums, and supplemental retirement contributions.
Provide leadership, training, and guidance to payroll support staff and departmental administrators and Timekeepers.
Drive continuous improvement through process enhancements, automation, and policy development.
Qualifications
The ideal candidate will demonstrate experience managing complex payroll operations within an ERP environment, strong leadership and analytical skills, and a thorough understanding of payroll-related tax, legal, and compliance requirements.
Required Qualifications
Bachelor's degree in Accounting, Business Administration, or a related field.
Minimum of four years of progressively responsible payroll and accounting experience, including at least three years in a supervisory or management role.
Comprehensive knowledge of federal and state regulations governing payroll operations.
Proven experience managing payroll in an enterprise ERP or HRIS system (Workday preferred).
Proficiency with Microsoft Office applications, including Excel, Word, and Access.
Exceptional organizational and time-management skills with the ability to meet strict deadlines.
Strong analytical and problem-solving skills with keen attention to detail and accuracy.

Assistant Dean for International and Graduate Programs

The Assistant Dean position, working with the Assistant Director for International Legal Programs, is responsible for the implementation, management, and promotion of two groups of inter-related programs: the graduate legal programs (LLM and SJD) and the international programs. The Assistant Dean is responsible for ensuring that the programs function in accordance with the strategic plan for the law school and that the programs meet the needs of the students, while satisfying the academic standards set forth in the faculty and student handbooks. The Assistant Dean is responsible for ensuring that the programs are administered in a manner consistent with the best practices and applicable ABA standards and criteria for graduate and international programs. Finally, all programs must be run in a fiscally responsible manner.
Graduate Legal Programs. The Assistant Dean is ultimately responsible for the administration of both the LLM program and the SJD program. These duties include recruiting and admitting students to the LLM programs, with assistance from the office of the Assistant Dean of Admissions (JD). The Assistant Dean will work collaboratively to develop promotional materials and outreach strategies. The Assistant Dean is responsible for on-boarding and orientation students once they have accepted an offer of admission and will serve as an academic advisor to all LLM and exchange students, including advising on course selection, academic standards, degree requirements, and general bar and career pathways. The Assistant Dean is also responsible for supervising the admissions process for prospective SJD students, and for scheduling the review of SJD applications by the Graduate Programs Committee.
International Legal Programs. The Assistant Dean is responsible for the administration of all formal and informal international programs at the law school. At present, there are 31 international programs: 26 exchange programs, 4 summer abroad programs, and the biennial University of Zurich/Europa Institute visit. In addition, the position is broadly responsible for processing applications from visiting scholars, and for handling administrative matters for scholars who have been invited by faculty members.
The Assistant Dean reviews all applications from incoming exchange students, and all applications for outgoing exchange students. The Assistant Dean is responsible for approving the course selection of both incoming and outgoing exchange students and acts as an academic advisor for all exchange students. In addition, the Assistant Dean, working with the Assistant Director, maintains the agreements with the exchange partners, reviewing their efficacy from time to time, and in conjunction with the assistant director promotes, handles admissions for, and otherwise coordinates the four summer abroad programs offered by the law school. The Assistant Dean is also responsible for coordinating financial matters for the summer programs and for ensuring compliance with ABA standards and criteria for summer abroad programs.
The Assistant Dean is an ex-officio member of two faculty committees at the law school: the International Programs Committee and the Graduate Programs Committee. Manages and coordinates activities for infants and children needing follow-up services, and communicates with families, physicians, audiologists and other child health agencies regarding the identification and tracking of infants.
Periodically reviews data and obtains stakeholder input to identify barriers to achievement of 1-3-6 goals, and implements procedures to overcome barriers.
Develops plans of care to assist medical home providers in guiding their patients who are in need of follow-up services, and their patients who are diagnosed as deaf or hard of hearing.

The Tulane National Biomedical Research Center (TNBRC) offers a nine week Summer Veterinary Program to a limited number of veterinary students. Compensation:

Job Summary
Job Description
* Interprets, analyzes, validates, and evaluates data using statistical computer programs.
* Conducts routine data linkages and collaborates with the LDH Office of Technology Services, Vital Records, Bureau of Health Informatics to develop and enhance data systems, linkages, case identification, and case review related to assigned data systems and programs.
* Manages confidentiality and security of data according to state and federal regulations.
* Serves as resident data and evaluation expert for maternal morbidity and mortality by researching and identifying existing data sources used for, but not collected by, BFH. Assist with establishing appropriate data points in electronic medical records as needed.
* Works closely with the PAMR coordinator to oversee identification and validation of mortality cases for review processes.
* Maintains positive working relationship with MCH coordinators
* Examines linkages with Vital Records and other data sources on a regular basis to resolve any systematic case identification errors
* Validates and documents the completion of quality assurance checks in MMRIA
* Conducts quarterly Louisiana Hospital Inpatient Discharge Database (LAHIDD) data pulls for Severe Maternal Morbidity (SMM) and mortality
* Analyzes cause of death assigned in Vital Records data and compares to results from the case review process to better understand trends in maternal mortality
* Analyzes MMRIA data for trends and distribution of cases
* Manages evaluation and performance measurement for ERASE MM grant activities
* Coordinates with programs and the community to move data to action
* Coordinates the overall collection of Louisiana Pregnancy Associated Mortality Review (PAMR) and Louisiana Perinatal Quality Collaborative (LaPQC) data.
* Ensures data are abstracted and entered into electronic systems in a timely manner; performing or overseeing some data entry, performing data editing, analyses, evaluation and data requests
* Reviews all data that are entered by the MCH Coordinators into the MMRIA database
* Reviews and enters all data from committee decisions forms into MMRIA database after a PAMR review meeting, including committee recommendations
* Provides technical assistance to other professionals in government, academia, health care, the community, and the private sector in multi-disciplinary projects and on community health planning teams.
* Participates in the facilitation of case review meetings in tandem with the PAMR coordinator and assists in summarization of recommendations
* Participates in the preparation of case narratives and materials, including socio-spatial analyses
* Discusses and assists in resolving epidemiological issues with community leaders, health professionals and officials, lawyers, legislators, and peers.
* Contributes to the public health evidence-base by authoring and/or presenting findings in peer reviewed journals and publications, at state and national conferences as approved, at meetings and webinars, and in evidence-based practice databases.
* Reports maternal mortality rates and monitors regional, state, and national trends to identify changes in Louisiana's maternal mortality rate
* Analyzes trends in maternal mortality data and outlines in PAMR reports and annual briefs provided to the Governor's Office, the State Legislature and stakeholders.
* Serves as the primary analytic point of contact for data requests related to maternal mortality and the generation of the annual PAMR report.
* Coordinates with other epidemiologists on the response to internal and external data requests in coordination with the BFH DAT analytic section.
* Reports on SMM and LaPQC process measures to the Centers for Disease Control (CDC) and Alliance for Innovation on Maternal Health (AIM)
* Participates in webinars and routine TA calls with federal funders for assigned projects and programs, including the CDC maternal mortality workgroups.
* Participates in internal staff, project, and professional development meetings and trainings as requested or assigned.
* Conducts Continuous Quality Improvement (CQI) on LaPQC reporting and MMRIA data
* Supports the coordination and management of Emergency Operations during activation and as needed between events.
* Other tasks as assigned.
QUALIFICATIONS
REQUIRED:
* Bachelor's degree, or Associate's degree plus 3 years of professional experience, or 6 years of professional work experience.
* Minimum 2 years professional experience performing administrative functions within an office environment or health care field.
* Excellent analytical and critical thinking skills; effective organizational and time management skills.
* Great attention to detail and follow up.
* Ability to manage projects, assignments, and competing priorities.
* Proficient in the use of Zoom, Teams, and Microsoft Office, including but not limited to Outlook, Word, and Excel.
DESIRED:
* Advanced degree in Public Health, Epidemiology, Biostatistics, or related field.
* Minimum 3 years professional experience performing administrative functions within an office environment or health care field.
* Minimum 1 year professional epidemiology experience.
* Minimum 1 year professional experience with statistical analysis packages (SAS and/or STATA or R)
* Relevant industry certifications.
