The Case Worker determines client eligibility and referrals for a variety of social services and provides other social services and provides short-term case management. This position researches and establishes connections with service providers in the region on behalf of the Brazos County Public Defender Office.
Essential Duties:
Case workers in a public defender's office play a vital role in providing support and assistance to attorneys and clients throughout the legal process. Their primary functions include:
• Client Intake and Assessment: Case workers are responsible for conducting initial client interviews and intake assessments. They gather relevant information about the client's background, personal history, and the circumstances of the case. This helps in determining the appropriate course of action and identifying any specific needs or resources required for the client's defense.
• Case Management: Case workers assist in managing the administrative aspects of cases. They assist in organizing and maintaining case files, including relevant documents, evidence, and correspondence. They track court dates, deadlines, and other important events to ensure timely and accurate case progression. Case workers also coordinate with external agencies, such as social service providers or treatment programs, to address clients' specific needs.
• Client Support and Communication: Case workers serve as a point of contact for clients, providing them with regular updates on their cases, court appearances, and legal proceedings. They answer client inquiries, address concerns, and provide emotional support throughout the legal process.
• Referrals and Resource Coordination: Case workers connect clients with community resources and services that may be beneficial to their overall well-being and their case. They maintain a network of referral sources, including social services, mental health providers, substance abuse treatment programs, and housing assistance organizations. Case workers help clients access these resources and coordinate their involvement in the client's defense plan.
• Court Preparation and Support: Case workers assist attorneys in preparing for court appearances, including arranging client transportation, coordinating witness appearances, and ensuring all necessary documents and evidence are available. They may also provide support during court proceedings, such as organizing exhibits, taking notes, and assisting with the presentation of evidence.
• Collaboration and Teamwork: Case workers collaborate closely with public defenders, investigators, and other members of the defense team. They participate in team meetings, case reviews, and strategy discussions to ensure a coordinated approach to holistic client representation. Case workers provide valuable insights and perspectives based on their knowledge of the clients and their cases.
• Advocacy and Support Services: Case workers advocate for clients' needs and rights within the criminal justice system. They may assist in securing appropriate accommodations, such as language interpretation services or disability accommodations, to ensure clients can effectively participate in their defense. GENERAL DESCRIPTION
TJJD addresses the multiple and complex needs of the youth committed to the agency as well as their families through a trauma informed multidisciplinary integrated approach that includes implementation of the agency approved Texas Model and a Mental Health Treatment Program (MHTP). The MHTP provides enhanced psychiatric and psychological assistance to youth who have been diagnosed with moderate to severe mental health problems and/or illnesses, which allows the general rehabilitation case managers to focus on risk reduction and protective factor enhancement strategies in order to reduce the risk of reoffending. This collaboration allows for holistic and individualized treatment of youth in need of MHTP services.
Performs entry-level psychological work. Work involves assisting in planning, organizing, coordinating, and monitoring specialized treatment programs. Assists in meeting program goals and objectives; and provides Mental Health Services to youth. Implements and adheres to program standards; and fiscal, personnel, and legal policies.
Works under close supervision, with minimal latitude for the use of initiative and independent judgment. May be required to work in excess of 40 hours per work week.
ESSENTIAL FUNCTIONS
Facilitates treatment groups.
Participates in Youth Service Team Meetings.
Participates in implementation of behavior interventions and treatment plans.

GENERAL DESCRIPTIONThe Texas Juvenile Justice Department (TJJD) provides a trauma informed, holistic Alcohol or Other Drugs (AOD) Specialized Treatment Program to youth committed to the agency who have been assessed as needing AOD treatment in addition to participating in the agency's Texas Model of Trauma Informed Corrections.
The AOD program consists of: (1) a high intensity treatment program offered at dorms dedicated for that purpose at the agency's secure youth facilities; (2) a moderate intensity treatment program provided through an outpatient delivery model at the secure youth facilities and halfway houses; and (3) a continuity of care program upon release of youth into the community.
Performs complex (journey-level) administrative and supervisory program work in substance abuse counseling and assessment of youth.
Provides clinical supervision to counseling interns.
Work involves assisting in establishing program goals and objectives; assisting in developing program guidelines, procedures, and policies; assisting in developing schedules, priorities, and standards for achieving program goals; assisting in evaluating program activities; and treating and rehabilitating youth in a substance abuse treatment program.
Provides technical assistance regarding compliance with the Texas Department of State Health Services (DSHS) standards and grant requirements relating to AOD treatment and maintenance of required documentation.
Work involves collaborating with program management to plan, develop, and implement the program and provide consultation, coaching and mentoring services as needed.
Coordinates and executes implementation of process improvement plans and monitors, reviews, and evaluates the fidelity of program implementation.
Uses training, facilitation, and coaching skills to build systemic competencies.
Provides direct supervision to AOD counseling interns and supervises AOD program staff.
Works under general supervision with moderate latitude for the use of initiative and independent judgment.
Moderate and occasional travel may be required.

Provides feedback on patterns and trends and develops, recommends, and implements solutions to problems.
Prepares justification for the implementation of changes to procedures or guidelines.
Coordinates and conducts reviews to evaluate compliance with applicable federal and state laws and agency policies, procedures, and guidelines, including compliance with DSHS standards and grant requirements relating to AOD treatment and maintenance of required documentation.
Prepares and evaluates budget requests to achieve program goals for grant-funded programs.
Serves as the liaison to the AOD specialized treatment program management and provides guidance to staff in the development and integration of new or revised methods and procedures.
Actively participates in staffing and special meetings regarding the program; prepares for meetings and shares information, identifies concerns and trends, and recommends improvements to resolve problems or enhance the delivery of treatment services; and considers ideas and points of view from other staff members.
Represents the AOD Specialized Treatment Program at business meetings on behalf of program management as directed.
Performs a variety of related duties not listed, to be determined and assigned as needed.

Qualifications MINIMUM QUALIFICATIONSAssociate's, Bachelor's, or Master's degree with major course work in Clinical Psychology, Psychology, Sociology, Social Work, Family Relations, Guidance and Counseling, Rehabilitation, or other related social sciences* field, and Four (4) years of full-time wage-earning experience providing chemical dependency treatment services, and Registered with the Texas Department of State Health Services (DSHS) as either a:· Licensed Chemical Dependency Counselor (LCDC), or· Licensed Qualified Credentialed Counselor (QCC) based on another qualifying licensure (Licensed Professional Counselor (LPC), Licensed Marriage and Family Therapist (LMFT), Licensed Clinical Social Worker (LCSW), Licensed Master Social Worker under a TSBSWEs approved clinical supervision plan, Licensed Psychologist, Licensed Physician, Certified Addictions Registered Nurse (CARN), or Advanced Practice Nurse recognized by the Board of Nurse Examiners as a clinical nurse specialist or nurse practitioner with a specialty in psych-mental health (APN-P/MH).

Qualifications
Licensed as an LPC, LPC-A, LCSW, LCDC, or CI in the State of Texas. An LCDC who holds a master's or other advanced degree must complete at least 24 hours of continuing education during each two-year licensure period. An LCDC who does not hold a master's or other advanced degree must complete at least 40 hours of continuing education.
Prefer graduation from an accredited college or university with a bachelor's degree in education, social work, behavioral science, or related field, or graduation from an accredited senior high school with two (2) years' work experience in substance abuse counseling. Extensive knowledge of alcohol and drug abuse and its psychological and social effects.

Coordinate with the other staff to assure clients needs are met and that clients are in compliance with program expectations.
Assure that safety policies are carried out and report any concerns to the Director or designee.
Coordinate with other service providers, medical services, transportation services, etc., as directed by staff.
Manage any emergency situation or crisis according to Policies and Procedures and Treatment Coordinators instructions.
Maintain high standard of care for all clients consistent with HHS and TDCJ Contract and Counselor Code of Ethics.
Maintain strict compliance with BVCASA, TDCJ, and HHS policies, procedures, rules, directives, standards, and contractual requirement.
Meet all deadlines required for trainings, billing, documentation, and other deadlines as directed by supervisory staff in order to maintain compliance.
Respond to all communication from both internal and external sources in a timely manner.
Participate in agency wide activities as needed in order to meet the goals and objectives of the organization in furthering its mission.
Perform any other duties as assigned by supervisory staff.
Qualifications, Skills, and Requirements
Qualifications
Graduation from an accredited senior high school (or GED Equivalent) required. Current letter of registration as a counselor intern with Department of State Health Services. Prefer Bachelors degree in related field and/or two (2) years work experience in substance abuse and counseling or related area.
Must be supervised and receive weekly progress reports by QCC to maintain registration. Counselor Interns must complete 4000 hours of a practicum prior to licensure.

Experience with clients in a treatment setting is desirable
Must have excellent verbal and written communication skills and relate well to individuals and groups

Skills in facilitating group counseling and individual sessions
Must have good case management skills and after care follow-up techniques
Must be able to establish and maintain effective working relationships with other employees, organizations, and general public
Willingness to receive and to respond positively to supervision
Bilingual (Spanish and English) capabilities are preferred, but not required
