FLSA: Non-Exempt The primary purpose of this role is to enhance crisis response coordination in the development of crisis plans, community response, and education to external agencies, by helping to facilitate more connection to community supports (i.e. Crisis linkage) to help prevent additional services being mandated such as youth justice, child protection and other county departments. In addition to the coordination, this position will also respond to adults/adolescents/children who are experiencing mental health crises, within La Crosse County. Mental health crises may include individuals who pose a threat of harm to themselves or others, are experiencing an increase in symptoms, or are otherwise in need of mental health support. Response may include phone or on-site evaluation and support. This is a rewarding, fast-paced and challenging role, ideal for a person with a strong sense of empathy, decision making skills and ability to collaborate with community partners. Wisconsin Certified Crisis Program paid training is provided at onset of employment. Employees are part of the Integrated Support & Recovery Services (ISRS) Section of the La Crosse County Department of Human Services. Employee is responsible to the ISRS Crisis Supervisor, the Crisis Program Clinical Director and the ISRS Manager.
This position provides on-call coverage for Mobile Crisis Services on a rotating basis with other similarly employed persons to cover three 11:00 PM to 7:30 AM shifts each week, including every other weekend. This position is an office-based position in La Crosse.

Responds to calls by phone and also performs on-site, face-to-face crisis intervention and mental health assessment services at various locations, within La Crosse County, including hospital emergency rooms, residences, and other locations in conjunction with law enforcement and other program staff.
Assesses adults/adolescents/children for risk of harm to self and others, using standardized clinical tools.
Assesses nature of presenting problem and makes care recommendations to emergency room physicians.
Arranges for stabilization services in residential and/or outpatient settings. Develops Assessment and Response Plans for persons experiencing crisis.
Participates in multidisciplinary dispositional staff meetings, regular supervisory/training sessions, and conferences and in-service training as required.
Uses laptop computer database to perform data entry into an electronic health record.
Completes up to 40* hours of initial training on crisis assessment and response within the first ninety (90) days of employment (*20 hours for experienced mental health professionals).
In this public service position, employee is required to be courteous, cooperative, respectful and non-judgmental at all times, with the public and clients. Also establishes and maintains a courteous, cooperative and respectful working relationship with other employees, supervisors and public officials.
Physical demands: Large percentage of time is spent talking and hearing. A smaller portion of time is spent sitting, using near and far vision, typing, and carrying equipment weighing approximately 15 lbs. A limited amount of time is spent standing, walking, and climbing (using feet and legs). There is the threat of physical attack or injury from clients in unusual situations. Uses automobile, laptop, and cell phone. Uses independent judgment and coping skills and works under pressure and duress. Drives vehicle in all weather conditions.

Demonstrated skill in relationship building with community partners (schools, law enforcement, other human services partners, nursing homes, etc).
Successful completion (within three months after beginning the position) of 40 hours Wisconsin Certified Crisis Program training which is provided as part of on-the-job training.
Access to reliable personal transportation with a valid driver's license and must carry the County's required liability insurance coverage.

Our Acute Behavioral Services (ABS) group homes support individuals with complex mental health and behavioral needs. Many of the people we serve have experienced frequent crises, hospital stays, or legal involvement. They may have a history of failed placements and need a highly structured environment to succeed.

This position formulates and implements individual and group interventions in the areas of reintegration planning and substance abuse treatment. The sign-on bonus will be paid in two installments: $1500 on the first paycheck and $1500 with the paycheck for the pay period in which the employee attains permanent status (usually 1 year). Qualifications

The Counselor, Underserved Populations Coordinator will function as a strong generalist conducting mental health assessments (intakes), urgent care (crisis) assessments, triage assessments and professional counseling services (including individual, couples, group) especially but not exclusively to students from populations who are less likely to access counseling services (underserved populations). Other responsibilities include referral, consultation, in-service training, and outreach, as well as crisis intervention services and public relations services to campus and community members as appropriate.
The Counselor, Underserved Populations Coordinator is under the general supervision of the Assistant Director of the Counseling & Testing Center (CTC) with a secondary supervisory relationship with the Vice Chancellor for Access, Belonging & Compliance (AB&C). Other responsibilities include developing and fostering relationships with departments that serve underserved populations, as well as belonging focused student organizations and groups; developing procedures with AB&C campus partners to better respond to student mental health needs; providing consultation, outreach, and training to AB&C offices/staff. This position will have a primary office within CTC and a secondary location within a partnered AB&C office. The Counselor will also participate in staff, student affairs, and university committees. Similar to all staff at the CTC, the successful candidate will work to make UWL a welcoming and inclusive environment for all students, and they will do so in compliance with ethical, legal, and accreditation guidelines.
This position is full-time between August and May, and part-time (0.5 FTE or 20 hours per week) in June and July, with primarily counseling treatment services being provided in summers.
Typical office hours (7:45am-4:30pm). Evening hours may be required as we expand our services (e.g., one evening/week), with a schedule adjustment made to maintain an average of 40 hours per week onsite. While no after-hours crisis coverage is required, our clinical staff members occasionally provide evening outreach programming and may be called in for a campus crisis response.
Clinicians provide a combination of in-person and telehealth counseling services.

1. Provision of Direct Counseling Services
Provide professional counseling services for UWL students, including individual, group, crisis, and occasional couples counseling with a priority of working with undeserved student populations.

Select, administer, and interpret various psychological, educational, and/or vocational assessments and tests, as allowed by scope of practice and training.
