Performs as a crew member, assisting skilled Water Distribution Operators install, renew, or repair water service lines; clamp leaks on existing service lines; install copper tubing, curb and corporation stops, and fittings for renewed or new service lines; restore property damaged as result of construction.
Assists to install, renew, or repair water mains and services; tap mains to make water service and main line connections; install, read, and repair water meters and meter pits; repair leaks in water system; raise or lower valve boxes, curb boxes, manholes, or fire hydrants when necessary for changes of grade on streets, sidewalks, etc.; replace or repair non-functioning water meters, fire hydrants, fittings, and broken pipe sections.
Assists with the inspection of water system construction within City right-of-way to verify compliance with City standards and requirements.
Assists with conducting fire flow testing for fire hydrants using specialized flow and pressure testing equipment; exercising water valves and fire hydrants manually and with valve exercising trailer; performing system flushing for water quality control; locates water mains and service lines; performing leak detection; thawing frozen pipes to restore water service.
Operates a variety of hand tools, small power equipment, and light equipment such as a hand shovel, pick, jack hammer, air compressor, compaction machine, tapping machine, pipe saw, and chain saw to accomplish required tasks; cleans tools and equipment to ensure proper working condition.
Operates pickup or service truck to transport personnel, materials, or equipment to and from job site; operates dump truck, hydro-excavation truck, and heavy equipment to accomplish required tasks.
Responds to after-hour emergency and customer service calls while serving on 24-hour standby shift, including weekends, and holidays.
Assists in the plowing and removal of snow from public rights-of-way as may be required.
Performs related duties as required.
1. Education and Experience:
A. Graduation from high school or GED; AND B. No experience required.
2. Knowledge, Skills, and Abilities:
Some knowledge of hazards and safety procedures associated with water line construction; some knowledge of typical water line problems; some knowledge of plumbing or pipe fitting methods and procedures typical to water distribution systems; some knowledge of tools and equipment required to lay and repair sewer or water lines; some knowledge in use and care of required tools and equipment.

3. Special Qualifications:
Must possess a valid Idaho State Driver's License.
Must obtain a minimum Class A Commercial Driver's License with tanker endorsement within twelve (12) months of hire.
Must obtain an Idaho Water Distribution Operator-in-Training (OIT) license within twelve (12) months of hire or possess equivalent from another state.
Residency Requirement: Shall be expected, within six months of hire, to establish residence within a 45-minute notification to respond zone from the Water Division Administration Building.
Once licensed as a Water Distribution OIT, must work on twenty-four (24) hour stand-by or "on call" as required and must complete 0.6 Continuing Education Units in Drinking Water Annually.
Tasks require variety of physical activities, generally involving muscular strain, related to walking, standing, stooping, sitting, reaching and lifting (moving up to 50 pounds and occasionally moving up to 80 pounds). Talking, hearing and seeing essential to performing required job functions. Frequent exposure to changing weather conditions. Employee frequently works near moving mechanical parts and is frequently exposed to vibration. The employee frequently works in precarious places and is frequently exposed to fumes or airborne particles, toxic or caustic chemicals, and risk from moving traffic. Hazardous Waste Screener - Heavy Equipment Operator

The primary function of an employee in this class is to provide customer service to the public and inspect loads for foreign objects, toxic substances, and hazardous materials following landfill rules and regulations. The secondary function of an employee in this class is to operate heavy equipment and perform skilled maintenance at the county landfill.
Key Responsibilities
· Customer Service
o Greet the public and commercial customers, directing them to proper dumping locations with a focus on safety
o Assist customers in resolving complaints, misunderstandings, and issues related to landfill rules and regulations

* CPR and First Aid certification
* In the Water Department, Class I Drinking Water Distribution Operator certification
* Two (2) years of light and medium equipment experience is preferred
An equivalent combination of education and experience that provides the required skills, knowledge and abilities to successfully perform the essential functions of the position may be considered.
* Hiring Note:
The Equipment Operator position requires a Class A CDL with endorsements within six (6) months of hire date in Street and Water; and/or a Class I Drinking Water Distribution Operator certification within eighteen (18) months of hire in Water. Failure to acquire this certification by the established date will violate the terms of the position and will result in layoff from the position.
CLASSIFICATION REQUIREMENTS
The requirements listed below are representative of the minimum knowledge, skill, and/or ability required for an individual to satisfactorily perform each essential duty satisfactorily and be successful in the position.
Knowledge of:
* Methods and techniques of safely operating power tools and light and medium equipment, including but not limited to, backhoes, loaders, dump trucks with trailers and related equipment of the assigned department;
* Methods, techniques, and objectives of snow and ice pretreatment and removal;
* Methods and techniques of using power and landscaping equipment;
* Methods, techniques, and objectives of flagging and traffic control;
* Equipment maintenance methods and techniques;
* Federal regulations and City policies regarding safe work practices relating to use of light, medium, and heavy equipment, power tools, and hand tools;
* Operation of a personal computer and job-related software applications.
* Street Department
* Methods, techniques, and objectives of street, storm drain, and levee maintenance and repair.
* Water Department
* Methods, techniques and objectives of water line installation, maintenance and repair.
Skill and Ability to:
* Operate light and medium equipment of the assigned Department;
* Train to qualify to use all equipment used by the Department;
* Perform maintenance and repair duties of the assigned Department;
* Perform levee tree and brush clearing, maintenance, and repair work;
* Perform traffic control and flagging duties;
* Perform basic vehicle and equipment maintenance;
* Operate hand tools, power tools and equipment;
* Maintain a professional demeanor at all times;
* Communicate effectively in the English language at a level necessary for efficient job performance;
* Complete assignments in a timely fashion; understand and comply with all rules, policies and regulations;
* Perform all duties in accordance with City policies and procedures with regard for personal safety and that of other employees and the public.
* Street Department
* Prepare road surfaces for chip sealing, fog sealing, and related maintenance;
* Perform pre-storm de-icing work on road surfaces and plow, sand, and de-ice impacted roads and streets;
* Perform storm drain clearing, maintenance, and repair work.
* Water Department
* Assist plumbers with installation and repair of water lines, service lines, hydrants, valves and meters;
* Perform road and street repair, including utility cut repair;
* Perform hydrant flushing and valve exercise programs.
PHYSICAL REQUIREMENTS
While performing the duties of this classification, the employee is frequently required to stand, walk, sit, stoop, kneel, bend, use hands to handle materials or manipulate tools, and reach with hands and arms; operate a motor vehicle or job-related equipment; and work in confined spaces. The employee must occasionally lift and/or move up to 100 pounds with assistance. Sufficient visual acuity and hearing capacity to perform the essential functions and interact with the public is required.
