This position is a statewide traveling role headquartered in Anchorage, requiring periodic travel to locations such as Cordova, Fairbanks, Juneau, Ketchikan, Kodiak, Nome, Seward, Sitka, Valdez, Wasilla, Wrangell, and Bethel. While in Anchorage, the standard 40-hour workweek is observed, with occasional opportunities for overtime. During statewide travel, to the aforementioned locations, there is additional opportunities for overtime. The primary purpose of travel is to assist site maintenance staff with projects, or working closely with another statewide traveling maintenance mechanic.

This position is primarily responsible for performing semi-skilled and/or unskilled maintenance and repair tasks on the Alaska Housing Finance Corporation buildings, apartments, grounds and equipment.
Work involves basic knowledge of heating, mechanical, carpentry, plumbing, pest control, cement/masonry, electricity, painting and other finish work. Work may involve a variety of duties requiring moderately physical labor and the use of chemicals, tools and mechanical equipment.
Examples of Job Duties include but not limited to the following:
Performs minor maintenance and repair tasks to AHFC buildings and equipment including: cleaning, gas and oil heating systems, ventilation, mechanical, plumbing, utility and alarm systems, electrical, glazing, roofing, carpentry, cement/masonry, flooring, painting and other finishes.
Performs seasonal preventive maintenance work on heating and boiler systems, such as draining fluid systems, checking water levels. May perform emergency repair work of systems.
Performs maintenance of grounds by cleaning up debris; removing rubbish; digging shallow trenches; seeding, watering, mowing and general cultivating of lawns; shapes and controls trees and shrubs to desired size by pruning; raking grass and leaves; operates spraying equipment. Clears snow and ice from buildings and grounds by shoveling, operating a snow plow, snow blower, as needed, to ensure tenant safety.
Performs general cleaning and preparation of units for renovation, including moving heavy objects such as refrigerators, stoves, etc.
Perform moderately heavy manual labor, in or out-of-doors, including lifting heavy objects, with strength and agility and to work under adverse weather conditions, if necessary, such as heat, cold and around mechanical equipment, chemicals, tools and with soil.
Responds to after hour emergencies, which can include weekends and holidays. Performs emergency maintenance and repairs, at any hour, to prevent inconvenience and/or damage to facilities. May be required to respond to call-outs.
Knowledge, Skills and Abilities:
Methods, tools, practices and systems used in the mechanical, plumbing, electrical, carpentry, cement/masonry and painting trades.
Occupational hazards and safety precautions, standard practices, processes and materials involved in each trade relating to general building construction and maintenance and to grounds and equipment maintenance.
Cultivation and maintenance of trees, lawns and ornamental shrubs and use of the equipment to perform such work.
Data processing and Microsoft Office Suite of program related computer experience.
Minimum Qualifications
Minimum Qualifications:
High school diploma or equivalent. One year of experience in the care and maintenance of buildings, grounds and equipment, or any combination of experience or training, to include AVTEC Building Maintenance course completion.
Physical demands: lifting, carrying, pushing, and/or pulling; climbing and balancing; frequent stooping, kneeling, crouching, and/or crawling. Must be able to lift a minimum of 50 pounds repeatedly during an 8 hour workday.
Provide valid Alaska driver's license and show proof of driving record in good standing from DMV when requested.

Key Duties and Responsibilities
Work includes but is not limited to public information, educating public about resource conservation, bear activity, and general area information. This position will assist in placing and maintaining snow fencing for stream bank protection. At times updating signs, minor trail clearing, and minor carpentry repairs may happen as well.
Hiking, wading and crossing rivers, use of ATV(Occasional use), and walking on primitive river trail. Most of the trails are on an elevated boardwalk along river.
Assisting in documenting bear activity in the area, assisting in entering volunteer data, and working with partners, volunteers and other agencies managing a busy Salmon fishing area.
Marginal Duties
Placements may also assist the trails and developed recreation programs maintaining and constructing trails, cleaning outhouses, posting signage, and maintaining backcountry campsites.

Placements will need to bring a positive attitude, be willing to interact with public, and work in inclement (wet) weather.
This SCA Position is authorized under the Public Land Corps Authority. All participants must be between the ages of 16 and 30, inclusive, or veterans age 35 or younger. Participants must also be a citizen or national of the United States or lawful permanent resident alien of the United States. Hours served can be applied toward the Public Land Corps (PLC) hiring authority.

Housing in the form of a bunkhouse will be available. All rooms are double occupancy. While dormitories may be co-ed, we generally put same sex roommates together. Dorms include use of the kitchen, living room, bathroom and laundry facilities.

Minimum Qualifications
Two years of journey level clerical work experience, performing tasks that require applying general programmatic and/or administrative knowledge and skill to complete assigned tasks. Individual Placement-Alaska- Trail Technician

Placement will serve in Juneau, AK with the Tongass National Forest, Juneau Ranger District to help maintain trails on the district. The placement will work with Forest Service staff on various projects throughout the trail system. Placements should be prepared to fly, boat, travel by train, but mostly drive and hike to work sites on a regular basis. The position requires being outdoors in a cool, wet environment each day as well as daily hiking, lifting, and carrying heavy loads. There isn't any computer work involved in this position.

Key Duties and Responsibilities
Work typically involves hiking with a heavy pack and carrying and using hand and power tools. Trail maintenance typically consists of clearing brush, digging drainage ditches, constructing tread using native materials as well as milled lumber and gravel, constructing and/or repairing bridges, and may involve working around heavy equipment.
Work schedule is typically 10-hour days beginning at 7am, M-Th, but will be flexible and include some 8-day work hitches followed by 6 days off. Trail maintenance projects may involve extended stays at remote cabins.
Marginal Duties
Placement may be asked on occasion to assist developed recreation program in maintaining day use sites, bathrooms and campgrounds.
Required Qualifications
The work requires flexibility to adapt to various situations that may arise. Safety is always a priority within the scope of work. The placement will read and sign a Job Hazard Analysis for each activity. The placement will work with a Forest Service crew leader for more complex projects but will also work independently once comfortable with basic day-to-day tasks.
This SCA Position is authorized under the Public Land Corps Authority. All participants must be between the ages of 16 and 30, inclusive, or veterans age 35 or younger. Participants must also be a citizen or national of the United States or lawful permanent resident alien of the United States. Hours served can be applied toward the Public Land Corps (PLC) hiring authority.

The placement will be housed at the Juneau Ranger District bunkhouse but may also be housed during work trips in public use cabins. There are currently two positions responsible for the following activities; the workload is assigned between the two positions to meet department priorities.
Duties and Responsibilities:
Issues general permits and contract supplements for use of ARRC property. Serves as primary point of contact for Dock Use Permits, Boat Storage and Vendor Permits. Receives, reviews, and analyzes permit applications for use of ARRC dock facilities to determine appropriate process and permit document to authorize use. Prepares and issues permit documents. Ensures appropriate insurance is provided. Enters contracts in Real Estate Management Database System (System). Determines applicable permit fee based on authorized use. Provides budget support including expense detail. Prepares spreadsheet for cruise and freight dock billings to track revenue and provide a year-to-year comparison of dock revenue, by customer.
Coordinates activities associated with Ship Creek parking lots. Works directly with a parking management service to set up and maintain lots each summer. Coordinates with Passenger Services Department regarding Depot parking lot. Responds to customer complaints regarding parking lots. Coordinates with service contractor as needed to resolve complaints if appropriate. Makes site inspections as needed throughout the summer. Reviews and tracks expenses and revenue for the parking lots.
Provides on an as needed basis, support to the Leasing Manager. Sets up new lease files as needed. Tracks required documentation, including lease application, credit application, and environmental information. Prepares public notice for newspaper and ARRC website. Prepares draft documents, (e.g. new leases, supplements, assignments for review by Leasing Manager and the ARRC Legal Department. Finalizes lease documents for execution. Enters lease and billing information in the System. Sends documents to be recorded in the appropriate recording district. Runs a report of leases for scheduled rent adjustments. Works with the Leasing Manager to request bids for scheduled appraisals. Prepares notification letters to tenants for scheduled appraisals, and drafts rent adjustment letters. Works with Security on trespass issues related to Boat Storage, parking lots, and ice climbing permits.

Factor 2 - Supervisory Control
Performs duties under the general supervision of the Manager, Real Estate Contracts and Billing on department administrative, permitting, leasing and invoicing duties. Incumbent uses own initiative in establishing priorities in determining how to respond to queries. Incumbent expected to use independent judgment in responding to issues related to depot tenants and boat storage facilities. Must be able to work independently on assigned duties to prioritize, plan and organize workflow to meet deadlines. Also performs duties directly for the department's Vice President, managers and supervisors on special projects. Performance of duties is reviewed from the standpoint of timely completion and accuracy of assignments.
Factor 3 - Guidelines
Procedures for performing work have been established for some assignments. Procedures for issuing permits and leases are established as a guide. Form documents have been prepared for ARRC contracts. Determines appropriate form document based on a case by case basis. ARRC Tariff is used to determine applicable rate when billing for freight and passenger use permits. Uses Accounts Receivable procedures in performance of duties. Able to use initiative and judgment in determining appropriate ARRC or department guidelines, references, and procedures for application to specific tasks or situations. Must be flexible when specific guidelines are not available to determine appropriate process based on past experience and end result required. Must maintain the workflow by studying methods and developing procedures. Incumbent maintains a desk procedures manual for future reference.
Factor 4 - Complexity
The position involves a wide variety of duties requiring different processes, procedures and application of rules. Applies ARRC Tariff in determining applicable rates for dock use for passenger and freight billings. Uses Accounts Receivable system and procedures in collection process. The position requires the ability to use personal judgment to react professionally to a wide range of business situations. The nature of the work is fast paced, time sensitive, requiring quick response. Inputs, updates, and maintains contract information in a complex real estate database management system. Incumbent is required to read and interpret contracts in order to determine appropriate action and/or response to queries related to depot leases and boat storage permits. The Department handles a large volume of contract documents. Real Estate files are permanent records with legal impacts and must be maintained to assure ability to retrieve documents as needed.
Factor 5 - Scope and Effect
The interpersonal skills and work product directly affects the ARRC's image in the eyes of the general public, customers, public agencies and private industry personnel, and will directly impact income for the railroad. This position has a significant impact on the ability of the Department to issue new contracts, maintain contract records, respond to queries and track documents for follow-up action. The effectiveness of incumbent in supporting staff in accomplishing department objectives and organizing work is essential to the success of the Department as a major source of revenue to the corporation. Responding to tenant requests is essential to maintaining a good relationship and image in the real estate and business community.
Factor 6 - Personal Contacts
Contacts are with ARRC employees, customers, and the general public, real estate industry professionals and representatives of public agencies that can materially affect the success of the department. Must demonstrate sound professional judgment, maturity, dependability and the ability to handle people with tact and courtesy at all times.
Factor 7 - Purpose of Contact
Contacts are for the purpose of obtaining/providing information in order to perform everyday duties related to all forms of contracts, invoicing, collections, including research for department managers. Contacts with clients, prospective clients and other non-ARRC persons are to gather information and data related to special projects, to provide information regarding the services of the department, and to facilitate processing of transactions. Contacts related to dock use permits, depot leases, and boat storage permits are for specific contract related issues to provide information related to contract requirements (i.e. follow up on tenant requests or complaints, pursue collections, assure contract compliance, etc.) Incumbent follows up with tenant to assure tenant issue has been addressed satisfactorily.
Factor 8 - Physical Demands
Work is sedentary requiring no unusual physical demands. Work does require lifting and handling of files which can be fairly large weighing between 20 and 50 lbs, reaching to upper/lower filing shelves, and moving boxes of files for storage.

The following briefly describes the main benefits available to regular employees of the Alaska Railroad Corporation. Actual benefits differ by bargaining unit.
Retirement Plans
ARRC Pension Plan - Participation is mandatory. You are automatically enrolled in the Plan when you meet the eligibility requirement of your bargaining unit. Employees contribute 9% of their Earnings on a pre-tax basis. The Railroad is exempt from participation in Social Security; however, Medicare Tax is withheld. Participants vest with 5 years of eligible Vesting Service which entitles one to receive a pension benefit at retirement age.
Tier 2 Description (Employees hired after July 1, 2015)
Normal Retirement Age is age 65, however, the plan allows one to retire as early as age 60. The formula for a monthly Normal Retirement Benefits is 2% x Final Average Earnings x all Credited Service.
Early retirement, survivor and disability benefits are available for vested participants.

Key Duties and Responsibilities
Admiralty Island NM has twelve rental cabins, ten three-sided shelters, and approximately 30 miles of trail. Hours are generally 7:00am to 5:30pm. The intern generally works an 8-day, 80-hour work week which may include weekends and holidays as needed. There is generally a 6-day off period between work weeks. Driving and using power tools is required. Tasks may include trail maintenance, trail clearing, construction, carpentry projects, trash removal, cleaning outhouses, sweeping, and painting. Most tasks in wilderness will be accomplished using traditional tools such as crosscut saws and axes.
This position works in brown bear country and interns must be comfortable working around bears. Interns must be comfortable with the presence of firearms and must be comfortable carrying and using bear-spray.
Interns should be prepared to fly in small aircraft, ride in small boats, and hike to work sites.
Work Schedule: Beginning and end of season, will be M-F, 8 hrs/day. Field work is typically eight 10-hour days on, then six days off.
Marginal Duties
The intern may be asked to assist the Cabin and Trail Crew on one or more work assignments at remote public-use cabins include a 3-to-6-mile hike in and possible stay of up to several nights at the cabin then hiking out with a heavy load.
Tasks vary and may include construction and carpentry, cleaning the interior and exterior of cabins, sanding and painting, brush removal and landscaping, sweeping, trash removal, cleaning outhouses, digging a new outhouse hole, pressure washing, patching boats, and assorted other maintenance tasks.
The intern may be asked to assist with trail work either based out of a cabin or tent camping. Tasks may include brushing trails, removing fallen trees with handsaws and axes, repairing tread, installing puncheon boardwalks.
Required Qualifications
Work requires flexibility to adapt to various situations that may arise. Safety is always a priority within the scope of work. The intern will read and sign a Risk Analysis for each activity. The intern will work with a Forest Service crew leader for more complex projects.

Key Duties and Responsibilities
Placements will perform trail maintenance on trail systems in the Fairbanks area, including Skarland, Equinox, ADMA, Pearl Creek, Chena Lakes, Tanana Lakes, Birch Hill, Isberg, Skyline Ridge, the UAF trail systems, and others. Specific work includes trail benching, brushing trail, building and clearing drainages for water run-off, and trail surface leveling. Placements may also perform light carpentry and painting on structures near trails, like warm-up huts near ski trails.
All duties are performed in the field using a variety of tools including power brushers, chainsaws, shovels, Pulaski, and picks.
Placements will be provided with a three-day chainsaw training course with the SCA near Anchorage, AK, starting around May 29 to June 1. Air travel to Anchorage and then from Anchorage to Fairbanks will be covered by a stipend, reimbursement, or direct booking by SCA staff, as yet to be determined.
Upon arrival in Anchorage, SCA staff will transport the placements from the airport to the training site in Indian Valley, and will transport them back to the airport when the training concludes for their flight to Fairbanks. While at training in Indian Valley, placements will be provided a tent and meals.
They will be loaned a helmet, ear protection, and chainsaw chaps for the duration of the training (placements may elect to bring their own), but placements must provide their own leather gloves, eye protection, and leather boots covering the ankle. SCA staff in Anchorage will coordinate with placements before their arrival in Anchorage. The chainsaw certification is recognized by all land management agencies and is good for two years.
Once certified, placements will use chainsaws for brushing and clearing downed trees.
Marginal Duties
Placements may be asked to help Fairbanks Trails Inc. (FTI) lead volunteer work parties on trail projects.
This would include cleaning, preparing, and transporting tools, monitoring volunteers on the appropriate use of tools and personal protective equipment and alerting the FTI volunteer lead of any issues, instructing volunteers on trail work techniques, and verbally informing volunteers on-site of the goals and details of the work party project.
Required Qualifications
Placements will work outside in variable conditions. Fairbanks is known for its sunny and long summer days, but inclement weather is always possible, and mosquitoes are always prevalent.
Placements must have a strong work ethic, be able to manage time effectively, be able to work at times without direct supervision, and be able to work in a team as well as alone. Placements must be able to traverse uneven terrain while carrying up to 40 pounds of tools, personal protective equipment, and personal gear.

Instructs tenants in the proper use of project furnished equipment and care of building and grounds.
Coordinates building inspections to assess normal maintenance and tenant-caused repair needs. Determines cause and damage to building, units and/or equipment and required repairs; advises Property Management if repair and labor costs will be charged to tenant. Inspects grounds and equipment on a periodic basis and during unit vacancies to identify and make recommendations to remedy deficient conditions.
Coordinates with Property Management to provide for timely turn-around for cleaning, repair and/or renovation of housing units. Performs emergency maintenance and repairs, at any hour, to prevent inconvenience and/or damage to facilities.
Performs home repairs to electrical and plumbing systems, doors, appliances, locks, and windows as required to meet safe, sanitary and decent housing conditions per federal regulations. Conduct routine inspections and perform preventative and annual maintenance and servicing of heating systems.
Winterize homes against severe weather conditions; remove snow and ice from walks and driveways; thaw and repair broken interior and exterior pipes.
Ensure the following custodial duties to prepare a unit for rental--walls, floors, windows, woodwork, fixtures, sinks, tubs, toilets and appliances must be cleaned and sanitized; trash is picked up and removed from unit and grounds; lawns mowed and walkways and driveways maintained in a safe, clean condition.
Repair holes and cracks in roads and drives as required.
Clean storeroom and shop area and secure from theft, order, receive, inventory and store routine supplies and equipment.
Prepare work orders, reports, timesheets, personnel actions, material/equipment requisitions and other inventory control methods using AHFC's current computer systems. May make estimates of labor, time, cost and materials, May assist in hiring employees and/or contractors.
Responds to after hour emergencies, which can include weekends and holidays.
May be assigned Master keys for location. Required to read and follow AHFC Key/Card Receipt form. Notify supervisor immediately of the loss of any key.
Performs other related duties as required or assigned.
Knowledge, Skills and Abilities
Knowledge of: Methods, tools, practices and systems used in the mechanical, plumbing, electrical, carpentry, cement/masonry and painting trades.
Occupational hazards and safety precautions, standard practices, processes and materials involved in each trade relating to general building construction and maintenance and to grounds and equipment maintenance. Cultivation and maintenance of trees, lawns and ornamental shrubs and use of the equipment to perform such work.
Skills and Abilities: Use and care of tools and equipment employed in each trade relating to general building maintenance, grounds and equipment maintenance and office computers.
Abilities to: Work harmoniously with other maintenance employees, tenants, the public and property management staff.
Supervise work tasks performed by a small group of semi-skilled or unskilled workers and to provide surveillance of contractor work product. Make and work from sketches or plans for improvement or alteration of buildings or equipment and to fully implement all such work. Meet the public effectively and give information regarding ground and building facility policies.
Minimum Qualifications
Minimum Qualifications:
Graduation from high school, GED or equivalent and four years apprenticeship training or three years journeyman level experience in construction or maintenance of buildings, electrical, carpentry, plumbing or mechanical trades work; or any equivalent combination of experience or training.
Valid Boiler Operator Certificate Class 3 or be able to obtain within one (1) year of date of employment.
At least six months of data processing and Microsoft Office related computer experience.
Physical demands: lifting, carrying, pushing, and/or pulling; climbing and balancing; frequent stooping, kneeling, crouching, and/or crawling. Must be able to lift a minimum of 50 pounds repeatedly during an 8 hour workday.
Provide valid Alaska driver's license and show proof of driving record in good standing from DMV when requested.

Selected candidates must comply with the DOT&PF Drug and Alcohol Policy and procedures and CANNOT start work in a Commercial Driver's License (CDL) position until Management Services or designee has received confirmation of the proposed appointee passing the required Pre-Employment drug test. According to federal regulations, all violations and refusals will be maintained with the Federal CDL Drug & Alcohol Testing Clearinghouse database.
ELECTRICIANS LICENSE REQUIRED
All applicants are required to have an Electricians license with the State of Alaska in order to be hired into the above position. A conditional hire approval can be given for those applicants who are licensed in a state who has entered into a reciprocal agreement with the State of Alaska.
