    This position serves as the Logistics Management Specialist with responsibility for direction and control of logistics planning that includes multiple activities and may include geographically separated areas where no supply chain management personnel are assigned. The primary purpose of this position is to direct, develop and implement policy programs and procedures for the accurate management of Supply Chain Management (SCM) planning and provides administrative and technical oversight to a lower-graded specialist. As a SCM Team Member, the position collaborates with the Chief Supply Chain Officer (CSCO), VAMC Senior Management leadership, Veterans Integrated Service Network staff (VISN), Veterans Health Administration (VHA) program office and Senior Management and leadership in supported activities developing supply chain management strategies in support of f the VA Health Care System and supported catchment area. Duties include, but may not be limited to the following: * Integration - Resolves or contributes to the resolution of assigned high-priority logistics, supply, distribution, information or service problems through personal action or immediate coordination with required local personnel/activities. Establishes procedures for the integrated efforts of SCM operations with services throughout the VAMC and supported activities for mission essential deployment of SCM EMRT planning. Ensures that all assigned personnel and equipment are properly identified and prepared for deployment during simulated and actual emergency response exercises. Performs logistical assessments of strategic supply support in coordination with the supported customers and alerts management of systemic problems. Troubleshoots and resolves issues where supply chain deficiencies affect the mission. Develops designated supply input for fiscal year and long-range plans and programs, analyzing material for reasonableness, consistency, and validity of various assumptions. * Analytics - Analyzes the effectiveness of logistics and vendor support services. Develops ongoing strategic analyses across supply chain activities and recommends solutions for improvements. Researches and studies private industry as well as Department of Veteran Affairs best practices to develop and apply concepts that best fit and support Supply Chain requirements. Supports long range supply chain requirements and interactions, optimizing supply chain support. * Training and Customer Service - Develops logistics and supply chain management training opportunities and customer supply chain systems, programs, support offerings, supplies and services to collaborative partners and customers. Participates in the development of education and training documentation.     This position serves as the Logistics Management Specialist - Assistant Chief Supply Chain Officer (ACSCO), assisting the Chief Supply Chain Officer (CSCO) with the development and integration of a supply chain that ensures the logistical requirement of the VA Health Care Systems and supported catchment areas are met. Major Duties include but are not limited to: * Oversees, guides, manages and integrates supply chain operations across the organization; * Plans and coordinates fiscal, acquisition, clinical and administrative operations; * Establishes, monitors and manages the performance and measurement of logistics functions for all aspects of the supply chain; * Conducts logistics audits, compliance reviews and program effectiveness/efficiency reviews; * Manages all activities involved in the supply chain management to include sourcing, procurement and logistics management activities; * Responsible for linking major business functions and processes within the organization into a cohesive and high performing business model; * Forecast planning and budget execution for supplies, subsistence, durable medical equipment, medical gases, expendable/non-expendable and capital equipment, inventory management, warehouse operations, transportation and distribution; * Leads and/or participates in regular meetings, ensuring logistics needs and requirements are being met; * Performs other related duties as assigned.
