Qualifications
5+ years of relevant CWMD/CBRN experience and/or education.
Demonstrated foundational understanding of chemistry fundamentals (e.g., Basic CBRN Defense School, Basic EOD, Hazmat Technician).
Understanding of chemical characteristics and properties that make materials hazardous, including toxicity, reactivity, flammability, and persistence.
Familiarity with operation/theory of CBRN detection and identification systems, including IMS, PID, FTIR, Raman Spectroscopy, GC/MS, LC/MS, etc.
Knowledge of CWAs (including 4th Generation Agents), Pharmaceutical-Based Agents (PBAs), emerging threats, and delivery systems.
Understanding of U.S. and international rules and regulations associated with the transportation of chemical agents and dangerous goods (e.g., IATA, CFR 49, ADR).
Ability to integrate chemical safety, security, and elimination into operational risk frameworks.

Job Description
The Technical Expert II (TE II) is a child welfare subjectmatterexpert working collaboratively with TEs and project leadership and is responsible for ensuring the design and delivery of training and technical assistance (T/TA) and deliverables for/with JBS projects and initiatives. Fundamental Requirements: This Technical Expert Role is focused on the federally recognized permanency goals for children involved in the child welfare system. The TE II must have extensive professional experience in child welfare, including recent experience working in a public child welfare agency. This position must have a deep understanding and demonstrated experience of federal requirements across the five Permanency goals. Experience must include in-depth knowledge of federal permanency data indicators including relevant AFCARS and Child Welfare Outcomes data. ESSENTIAL JOB FUNCTIONS:
Maintain professional expertise in content area, ensuring that subject area knowledge remains current; identify trends, emerging issues, policies, and evidence-based practices (EBPs) and evidence-informed practices and share them with program area staff, other TEs, senior management, our clients, and other JBS staff as appropriate.

MSI is pursuing a five-year contract to provide research and support services to the U.S. Department of Labor (DOL), Bureau of International Labor Affairs (ILAB). Position Summary
To augment the core project team, MSI requires a pool of short-term technical experts to support the delivery of work on forced labor, child labor, and other adjacent research issues. Specifically, this SOW solicits expressions of interest and qualifications for the following three roles:
• Child Labor & Forced Labor Specialist
• Human Trafficking Specialist
• Supply Chain Specialist
Short-term experts will be engaged on an as-needed basis-typically for assignments of 2-8 weeks each-to provide deep technical input, rapid desk reviews, methodological guidance, and in-country advisory support.

Technical Review & Methodology

Position Description:
The SubjectMatterExpert supports evaluating performance indicators and using existing performance measures and applications within the existing data infrastructure and dashboard for collecting data and preserving program operation records.
The successful candidate will utilize expert precision and working knowledge of child welfare and immigration systems to support analysis of existing performance measures, data analytic strategies currently used, reporting, both qualitative and quantitative collected information and data that will inform improvements to existing data architecture and dashboard; including interpreting statistical and numerical data to assess and compare performance with performance measures and indicators.
This position includes supporting recommendations and designs to improve data architecture to ensure future strategies align with industry best practices and yield a high impact on monitoring and ensuring child safety, health, timely discharges, and family unification.
Minimum Qualifications include:
Bachelor's degree in child welfare; early childhood development; social work or child psychology and counseling; or closely related field
Minimum of five (5) years of experience in a state or local child welfare system working directly with local programs or state-funded systems in the following areas:
Adoption
Childcare licensing systems
Foster care
Governing laws, statutes, and regulations
Strong working knowledge of child welfare, immigration, and adoption systems and best practices

This role serves as the primary cloud security architect responsible for ensuring that cloud-hosted IT systems, particularly the Electronic Contract Writing Module (ECWM) and related DoD contracting systems, are architected, designed, and implemented with robust security controls that meet or exceed Department of Defense requirements. Required Qualifications
Cloud ATO Experience: Two (2) years of hands-on experience achieving Authorization to Operate (ATO) in cloud environments (OCI, AWS, Azure, or equivalent platforms) with demonstrated success in navigating complex compliance requirements
DoD Systems ATO Experience: Five (5) years of experience achieving ATOs for compartmented DoD IT systems with deep understanding of DoD-specific security requirements, assessment processes, and stakeholder coordination
Cloud Certification: Current cloud security certification from major cloud providers (Oracle Cloud Infrastructure, AWS, Azure, or equivalent) demonstrating technical proficiency and up-todate knowledge of cloud security capabilities.
DoD Approved 8140/8570 Baseline Certification:
FedRAMP Expertise: Extensive knowledge of FedRAMP assessment methodology including practical experience with FedRAMP security control requirements, assessment procedures, and authorization processes
OCI Experience: Demonstrated experience working with Oracle Cloud Infrastructure (OCI) including security architecture, implementation, and compliance activities

Fundamental Requirements: This Technical Expert Role is focused on the federally recognized permanency goals for children involved in the child welfare system. The TE II must have extensive professional experience in child welfare, including recent experience working in a public child welfare agency. This position must have a deep understanding and demonstrated experience of federal requirements across the five Permanency goals.
