OVERVIEW
The Program Management Specialist provides project and program management support to the SSC/SYD 88/NX Foreign Military Sales (FMS) Lead and Chief Engineer. This role supports overall program execution by coordinating engineering, programmatic, and stakeholder activities in a highly regulated environment. The position requires independent judgment, strong coordination skills, and the ability to work with U.S. Government and international partners.
Must have active Secret clearance and be a US Citizen.
Essential Duties
Provide program management support to the Chief Engineer, Deputy Chief Engineer, and Engineering Group under general supervision, exercising discretion and independent judgment
Support the FMS Lead and Project Team in day-to-day program execution and coordination activities.
Analyze program requirements and coordinate with internal and external stakeholders to develop and maintain program documentation, including:
Program plans, schedules, briefings and reports
Correspondence and contract or contact modifications
Technical instructions, procedures, and related materials
Coordinate, schedule, and participate in internal and external stakeholder meetings
Prepare and distribute meeting agendas, briefing materials, minutes, and action-item trackers
Track and follow up on action items to ensure timely resolution and communication
Maintain distribution lists for multiple internal and external stakeholder groups, including U.S. Government and international agencies
Maintain and manage content on the FMS Intelink site, ensuring accuracy and compliance.

Perform other duties as assigned to support program objectives.
Qualifications
Experience providing program or projectmanagement support in a technical, engineering, or government environment.
Strong analytical, organizational, and coordination skills.
Demonstrated ability to prepare and manage program documentation, reports, and briefings.
Experience coordinating meetings, managing action items, and supporting multiple stakeholders.
Ability to work independently under general supervision and exercise sound judgment.
Proficiency with standard office and collaboration tools (e.g., Microsoft Office, SharePoint or similar platforms).
Preferred
Experience supporting Foreign Military Sales (FMS) programs.
Familiarity with DoD, federal acquisition, or engineering program environments.
Experience working with U.S. Government and international partners.
Education
Bachelor's degree in Business Administration, Engineering, Science (e.g. Physics, Computer Science, etc.) or a related field required.
Equivalent combination of education and relevant experience may be considered.
Years of experience in a similar role:

* Own project timelines, deliverables, milestones, and budgets to ensure alignment with both customer schedules and internal profitability goals
* Ensure compliance with contractual terms & conditions, government flowdowns, and quality requirements as applicable.
* Partner with sales during bid and proposal activities through project award and completion to maintain continuity of customer expectations and communication.
* Serve as the primary post-sale customer liaison for successful contract execution and program delivery.

Requirements
Qualifications and Educational Requirements:
* Bachelor's degree in Business, Engineering, Supply Chain, or a related field
* Advanced degree or PMP certification a plus.
* 3+ years of experience in contract management and/or project/program management, preferably in aerospace, defense, industrial, or nuclear industries.
* Working knowledge of contract law (Terms and Conditions), FAR/DFARS, and government contracting requirements.
* Demonstrated ability to lead cross-functional teams and manage multiple complex projects simultaneously.
* Excellent interpersonal and communication skills, with the ability to build strong relationships with customers and internal stakeholders.
* Proficiency with ERP systems and projectmanagement tools (e.g., Microsoft Project, Excel, SharePoint, etc.).
* Must be a U.S. Person (citizen or permanent resident) due to export-controlled projects.
Essential/Preferred Skills:
* Prior success working with major aerospace primes or key subsystem integrators on new programs.
* Ability to interpret technical drawings, system schematics, and specifications for sensor integration.
* Understanding of Quality Systems such as ISO9001, AS9100, and equivalent.
Work Conditions and Physical Requirements:
* Must be able to work extended hours when necessary to meet customer demands and deadlines.
* Role may involve time spent in manufacturing environments, requiring the use of PPE and adherence to site safety protocols.
* Frequent use of standard office equipment; prolonged periods of sitting, standing, and computer use.

Education and Experience
Entry to this classification requires general knowledge and skills in the applicable administrative and/or program field with a foundational knowledge of public administration principles, practices, and methods. This foundation would normally be obtained through a bachelor's degree and/or equivalent training and administrative work experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices, or programs.
Key Qualifications
* Knowledge of programming, site planning, utility design, architectural design, interior design, space planning, projectmanagement, building codes and regulations governing. Public Works construction is highly desirable.
* Possession of a professional license and have experience managingprojects in a Higher Education environment preferred.
* Highly effective interpersonal skills and an interest in managing complex programming, design, and construction projects in a university setting.
* Familiarity with scheduling software, construction projectmanagement software, Excel spreadsheets and word processing software.
* Proficient in working within a union-based environment.
* CSU contracting methods for maintenance and construction skills preferred.
* Extensive background in code compliance - Cal OSHA, NFPA 70/ 70E (NEC), NFPA 72 (Fire Alarm), NFPA 73 (Fire / Electrical Hazards)
* Work may include driving vehicles and other automotive equipment, operating various machines (computer and related complex software, iPad or other handheld devices, calculator, etc.), and lifting and transporting equipment, material and supplies up to 50 pounds (in excess of 50 pounds with assistance).
* Understanding of CSU, SUAM, and University-specific policies, procedures, and compliance requirements preferred.
Licenses/Certifications Required
* Valid California Driver's License or the ability to obtain one within 10 days of hire.

Step placement will be determined based on relevant qualifications and professional experience, in alignment with the department's budget and equity guidelines.
* Initial step placement is not expected to exceed Step 12 ($7,935) for highly qualified candidates.
* CSU Classification Salary Range: $6,382 - $9,297 per month (Step 1 - Step 20).
* Future increases, including step advancements, are subject to contract negotiations.
