Under the direction of the Staff Management Auditor, the Staff Program Auditor functions as the lead or in-charge of audits involving the most difficult and complex assignments and is the quality review auditor for all audits. The highest degree of judgment must be exercised in applying the laws, rules, regulations and audit procedures to these assignments. The Staff Program Auditor requires the highest level of analytical skills and technical knowledge of audit techniques. What will you do? As a Senior Auditor Evaluator I (Senior I), you will serve an important role in promoting accountability and transparency in California government by leading a team of typically two to six auditors in conducting small to large-sized performance audits or may act as the leader on a segment of a large audit. On occasion, the Senior I may act as an audit staff member performing the most difficult or complex audit analyses or procedures. The Senior I ensures the audit team thoroughly and accurately documents audit activities and findings that result in an impactful audit report with recommendations to solve California's toughest problems. Audit teams must quickly understand and analyze complex processes, think creatively about effective solutions, write reports for the Legislature and the public, and participate in the development of presentations for the Legislature. Specifically, you will:
* Oversee the planning of audits and audit activities to ensure necessary resource allocations and that audit procedures are developed to meet audit objectives and auditing standards.
* Manage the ongoing work of auditors through supervision to ensure audits are conducted in accordance with professional auditing standards to fulfill the mission and purpose of the State Auditor.
* Effectively communicate with external and internal stakeholders as well as communicate and collaborate with auditees to obtain information necessary for audits.
* Monitor progress related to project budgets, milestones, deadlines, and the completion of audit procedures to ensure the project remains on track.
* Draft effective audit lifecycle documents and facilitate progress meetings with executive management.
* Lead and guide audit team members on the creation of work papers, report sections and professional correspondence designed to support meaningful reports.
* Edit work products for accuracy and clarity.
* Collaboratively work with management to ensure efficient communication of information, direction, and feedback.
* Oversee the development of thorough and accurate audit reports to present audit findings and recommendations.

Under the general direction of the Supervising Tax Auditor (STA) III, Audit Principal, the Supervising Tax Auditor (STA) II supervises an audit team conducting the most difficult audits within the unit, including specialized civil tax fraud audits relating to the various taxes administered by the California Department of Tax and Fee Administration (CDTFA). Background Investigation Requirement

The CalSTRS Audit Services Division is seeking an experienced individual to work as a Staff Management Auditor within the Internal Audits & Data Solutions/Internal Audits Unit. CalSTRS delegated authority to Audit Services to perform audits in order to evaluate a school employer's compliance with the Teacher's Retirement Law. The mission of Audit Services is to provide independent, objective assurance through audit and consulting services designed to add value and improve CalSTRS operations. Audit Services assists CalSTRS in accomplishing its objectives by bringing a systematic, disciplined approach to evaluate and improve the effectiveness of risk management, internal control and governance processes. Audit Services is an integral part of the accomplishment of goals and objectives established for CalSTRS operations and programs. Audit Services consists of Employer and Internal Audits, Data Solutions, and Operations.

Working Conditions
CalSTRS offers a hybrid approach including in-office and remote work solutions based on business needs.

The EDD is responsible for conducting employment tax audits and investigations of businesses operating in California. The EDD also provides education to employers by conducting cost-free seminars and participating in outreach events.

You will review employer records to reconcile payroll taxes, determine if workers are properly classified as employees or independent contractors, and ensure their payments are reported correctly. Auditors are also responsible for preparing audit reports and discussing the audit results with the business' responsible parties. The Tax Branch of the Employment Development Department (EDD) has an immediate opening to fill two (2), Tax Auditor vacancies in a dynamic audit team with the Field Audit and Compliance Division's, San Diego Area Audit Office! These positions may be filled at either the entry level, TAu classification or at the promotional level, ATA classification, for recruitment purposes.
The EDD is responsible for conducting employment tax audits and investigations of businesses operating in California. The EDD also provides education to employers by conducting cost-free seminars and participating in outreach events. As an EDD auditor, part of your daily activities will include conducting in-person audits and working closely with business owners and their representatives. You will review employer records to reconcile payroll taxes, determine if workers are properly classified as employees or independent contractors, and ensure their payments are reported correctly. Auditors are also responsible for preparing audit reports and discussing the audit results with the business' responsible parties. Under close supervision of the Supervising Tax Auditor, the Tax Auditor (TA) conducts the least to moderately difficult field audits, and fraud/tax evasion audits. The TA audits accounts, attends basic tax law and audit training classes, makes audit appointments, meets with taxpayers and their representatives, explains the audit findings, assists in identifying interrelated fraud schemes, may testify in court to liabilities determined, and prepares appropriate audit reports and written correspondence to taxpayers.
