DISPATCHER-CLERK (LIMITED-TERM FULL-TIME)- LAW ENFORCEMENT AND EMERGENCY SERVICES/ TELECOMMUNICATIONS/ NORTHERN COMMUNICATIONS CENTER This position is a 12-month Limited-Term Full Time position that may be extended and/or become permanent.

The reporting location for this position is the Northern Communication Center (NORCOM), located in Rancho Cordova, CA. This position will work under the direction of the NORCOM Communications Supervisor.
NORCOM is a 24-hour public safety dispatch and communications center with a service area covering Northern California. The incumbent will operate telephone systems, law enforcement telecommunications terminals, computers, FAX terminals and programmable scanners. Maintain Law Enforcement Records, and Requests emergency and non-emergency services to assist the Communications Operator staff in their duties.
Training and Development Assignments may be considered.
This position is designated as Not Telework Eligible
The selected candidate is required to submit to a background investigation process utilizing Live Scan fingerprinting prior to appointment.
Per California Code of Regulations (CCR) 599.961, this is a sensitive position, and therefore subject to drug and alcohol testing. Under the general direction of the Supervising Transportation Engineer, Office Chief of Operations, the Dispatcher-Clerk Supervisor will supervise all District 12 Transportation Management Center (TMC) dispatching functions. The incumbent will supervise the dispatchers, ensuring procedures, laws, and regulations are met. The supervisor will train, approve/manage overtime, schedule works shifts, and hire new dispatchers. The supervisor will also perform the dispatcher's duties as necessary and perform a variety of clerical work consisting of typing, computer data entry, filing, and record keeping. Due to the confidentiality of information handled, all TMC staff are fingerprinted for a background check by the Department of Justice.

Desirable Qualifications

Operate radios, seven-line telephone, computer, fax machine, CMS (Changeable Message Signs), HAR (Highway Advisory Radio), and CCTV (Closed Circuit Television). Think and act quickly in emergencies; analyze situations accurately and take effective action. Must have the ability to supervise a group of dispatchers effectively and contribute to the Department's Mission, Vision, Goals, and policies.
Analytical: Must be able to analyze and prioritize all information affecting dispatch operations and take appropriate actions. The employee must be able to understand verbal and written instructions. Must be able to make judgments on what actions to take in the area of the CMS and HAR activation and what information to disseminate based on data received through the Traffic Monitoring Stations (TMS) and information provided by the CHP and Caltrans personnel.

* List Eligibility - Successfully complete the civil service exam for classification Dispatcher Clerk, Caltrans. Click here for more information on how to apply for the Dispatcher Clerk, Caltrans exam NOTE: The Dispatcher Clerk, Caltrans exam is the correct exam to become eligible for the Dispatcher Clerk classification for Department of Parks and Recreation. Please refer to the exam bulletin for the frequency of administration of this exam.
* Transfer Eligibility - Must have current employment ith the State of California in the same classification or in a classification that is comparable. If in a different classification, you must meet the minimum qualifications (see Minimum Qualifications section and associated links above).
* Reinstatement Eligibility - Previously obtained permanent employment with the State of California in the same classification or in a classification that is comparable. If in a different classification, you must meet the minimum qualifications (see Minimum Qualifications section and associated links above).
