The Parks, Recreation and Community Services Department is actively seeking three (3) Program Aide - Drivers.

This is service work operating motor vehicles to transport and provide assistance for seniors 60 years and above, entering and exiting from vehicles, and performing various support activities at program sites. The work requires knowledge of standardized work routines used in operating a multi-passenger-carrying motor vehicle and the use of common equipment or uncomplicated machinery such as vehicle lifts, wheelchairs, walkers and power mobility devices. Contact with others require basic courtesy, tact, and effectiveness in dealing with seniors and others to request or provide information, ask questions, or obtain clarification. The work is fairly routine following established routines, standing instructions, and established procedures, but some variation in the sequence of procedures used is permitted based on situations encountered in the workplace. The work is patterned involving similar situations and generally requiring only the choice of the correct procedure. The work is performed in a controlled work environment where there are some risks and hazards, but they are known, predictable, and controllable. Operates multi-passenger-carrying vehicles, two-way radio, computer, using word processing, email and other related software, as well as other standard office equipment. The worker may be required to lift, carry and rearrange furnishings, displays, supplies and equipment weighing less than 50 pounds. The work is performed under general supervision where the work assignments are subject to instructions and established work routines.

* Operates motor vehicles to transport seniors, which may require assisting seniors entering or exiting the vehicles.
* Maintains assigned vehicles in good operating order by performing daily maintenance checks of the fuel, motor oil, brakes, lights, coolant, tires and general running condition; adding fluids such as water and oil, when appropriate.
* Maintains interior and exterior cleanliness of assigned vehicles.
* Completes trip records and other records relating to transporting of program participants.
* Assists in providing program services and performing work duties engaging the seniors as directed.

LICENSING/CERTIFICATION/REGISTRATION:

NATURE OF WORK
This is a paraprofessional position designed to relieve law enforcement personnel from non-police, non-hazardous service calls and duties.
Employees in this classification are responsible for assisting with law enforcement-related complaints which do not require arrest powers, but do involve traffic duties and responsibilities for the accurate, rapid and effective evaluation of, and response to, telephone calls for information and police assistance. NATURE OF WORK
This classification involves learning skills to become a gas service technician for the City. An employee in this position, under close supervision, rotates through various functions of the gas utility program with the emphasis on field work; performs or assists with manual and semi-skilled assignments in maintaining and repairing facilities and equipment related to a natural gas distribution system; and assists with the installation, maintenance, and repair of the natural gas system itself. This position also prepares pipes and meters before projects; assists with the gas leak survey and valve maintenance programs; and drives/maintains trucks.

NATURE OF WORK
This classification involves entry-level work in the installation, repair and maintenance of the City's water distribution and wastewater collection systems. Assigned duties consists of unskilled work performing heavy manual labor maintenance and repair. However, through on-the-job training employees perform progressively responsible semi-skilled work in an assigned area. At the fully competent level, employees in this class perform a variety of semi-skilled tasks in installing, maintaining, and repairing water mains and sanitary sewers, stormwater, drainage systems, road-way maintenance, and other work in connection with water and wastewater systems.
An incumbent in this classification performs work with skilled employees in a work crew. The employee may be assigned as an equipment operator on a relief or intermittent basis, and may regularly operate simple mechanical and/or light motorized equipment. Employees operate a variety of machinery and equipment in performing work assignments. Work assignments are received daily, electronically, verbally, or in writing; however, since many of the assignments are repetitive, the employee is expected to carry out assignments with a minimum of detailed instructions. Supervision is received from a technical or administrative supervisor or designee who periodically inspects work in progress, and upon completion, for satisfactory performance, compliance with job specification, and adherence to applicable policies, standards, codes, and regulations.

Perfect Attendance:
For every six (6) months period (April 1 - September 30) and (October 1 - March 31) in which, no sick or unpaid leave is utilized, an employee shall receive ten (10) hours of annual leave credited. Employees who qualify for a consecutive Perfect Attendance benefit shall receive fourteen (14) hours of annual leave credited for each applicable consecutive earning period.
Sick Leave:
Each employee earns (96) hours (12 days) of sick leave annually with no waiting period for use and unlimited accrual. Upon separation of City employment due to resignation, employee shall receive payment of all accrued sick leave at a rate of twenty-five percent (25%) of the employee's current rate of pay at time of resignation. Upon separation of employment due to retirement, employee shall receive payment of all accrued sick leave at a rate of fifty percent (50%) of the employee's current rate of pay at the time of retirement.
Sick Leave Conversion:
After completion of one (1) year of continuous, full-time employment with the City, an employee may convert their unused portion of their first six (6) days (maximum of forty-eight (48) hours) of accrued sick leave into annual leave. Conversions are subject to the following: A minimum of 96 unused sick leave hours accrued prior to hours being converted, total eligible sick leave hours to be converted shall be reduced hour-for-hour by any sick leave hours utilized during the eligible benefit period, and conversion subject to annual leave accrual cap.

This position will provide direct assistance to homeowners, various housing vendors, and developers seeking assistance to renovate, repair, replace and or construct homes and/or multifamily properties.The following statements describe the principal functions of this job and its scope of responsibility but shall not be considered an all-inclusive listing of work requirements. Individuals may perform other duties as assigned, including working in other functional areas to cover absences or relief, to equalize peak work periods, or otherwise to balance the workload.
* Prepares Scope of Work write up's including specifications and cost estimates.
* Prepare and review of bid packages, documents, and facilitate the bid process.
* Schedule open houses and meet with contractors to review proposed projects.
* Provide technical assistance to applicants on all phases of residential and commercial constructions to include interpreting and explaining the appropriate codes, regulations, and contracts to recipients, contractors, builders, and other vendors and interested parties.
* Conducts routine and complex inspections of construction to determine acceptable design, workmanship, and materials used comply with contract provisions and applicable code are met.
* Responsible for arbitration disputes between contractor and homeowner.
* Coordinate temporary relocation of clients as needed.
* Act as a Liaison between contractor and client.
* Reviews and prepare pay requests to the contractor according to the draw schedule.
* Maintain communication between all parties involved in the rehab and/or construction process.
* Monitor and evaluate the performance of the contract, maintenance of insurance, license, and permit records on all contractors.
* May perform condemnation postings, pre-demolition property surveys, building board up inspections.
* Assist in various monitoring of SHIP, CDBG or HOME projects for compliance.
* Consult with handicapped individuals to determine and provide for their accessibility requirements.
* Perform all clerk and record keeping worked required for the project.
* Assists in the coordination of appropriate advertising of housing programs and activities, facilitating education and training classes, and marketing with contracted services providers, lenders, realtors, and other housing professionals.
* Assist in the development and implementation of SHIP Local Housing Assistance Plan, CDBG Housing Assistance Plan, Disaster Housing Plan, grant agreements, and other housing policies and procedures.
* Research and prepare reports, memoranda, County board agendas, etc., related to assigned housing program.
* Provide excellent customer service through citizen engagement and assistance; presents a positive, friendly, and professional demeanor to the public.
* Perform all related work as required and be available to work alternate hours as needed.
Emergency Response
County employees are required to report for work during a state of emergency and are subject to recall around the clock for emergency response operations which may include duties other than those specified in this job description. Minimum Qualifications
* Education: Requires graduation from an accredited community or junior college with an AA degree and five years of related work experience; or an equivalent combination of training and experience.
* Experience: Minimum four (5) years of progressively responsible experience in the development, rehabilitation, delivery and monitoring or evaluation of various affordable housing programs, grants, or related experience.
* Experience in working for a local government or not-for profit affordable housing program preferred.
Licenses, Certifications, or Registrations
* Must possess and maintain a valid Florida Driver's License and be insurable by current insurance carrier.
* Must possess and maintain a General, Building, and/or Residential State of Florida Contractor's license in active status.
* License does not have to be put on inactive status for employment. No work can be solicited or performed for any homeowner, landlord, non-profit agency, or any person receiving assistance from the Housing and Supportive Services Department or any other work that does or comply with the County Conflict of Interest Policy.
* Or must possess Home Inspectors License; open to certifying the otherwise most qualified applicant
* Must be able to pass and maintain all certifications and training courses for the position to include NIMS 100, 200, and 700.
* This position is subject to the Hepatitis B Vaccine and other vaccines as necessary

Environmental Conditions
* Work is performed in an indoor and outdoor environment.
* Work involves walking or standing most of the time, and it is necessary to climb ladders and crawl under buildings.

Inspects private housing facilities to determine the conditions and extent of work required to ensure compliance with program property rehabilitation standards, local housing laws and regulations.
Prepares detailed reports and work write-ups including work specifications and job estimating of the dwelling. Prepares bid packages and conducts bid openings.
Discusses with property owner and contractor/builder rehabilitation work necessary to bring dwelling up to code requirements or weatherization standards.
Provides information, interpretation, and explanation of HUD regulations, the county building standards or codes to property owners and contractors as necessary.
Assists the homeowner in contracting the construction rehabilitation work.
Reviews and evaluates building rehabilitation construction to ensure that specifications meet contract compliance.

Performs routine inspections of construction work to ensure that rehabilitation work is progressing according to schedule and meeting plan specifications.
Determines when rehabilitation work is complete and recommends final payment. Advises supervisor of problems for resolution or direction.
