Conducts utility maintenance and repair utilizing equipment, materials, and tools required to complete work orders; inspects water lines and sewer pipes. Collects necessary materials, tools, equipment, and instructions before arriving at the job site. Performs work assignments; follows all city and departmental regulations and safety requirements. Contributes to work site actions to assure that safety rules and regulations are followed, and that the work zone, traffic control, and all equipment are in safe operating condition. Operates light machinery in accordance with all safety guidelines, including OSHA. Utilizes proper safety precautions in all work performed; reports problems and emergency situations; recognizes, avoids, and reports unsafe acts, conditions, accidents, and injuries. Responds to emergency maintenance requests during normal hours and after hours when on call. Supports the divisional operations with regular and timely attendance. Must have and maintain a cell phone for City use to hold this position. Supports the relationship between the City of Odessa and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned. Minimum Qualifications: Education, Training, and Experience Guidelines: High School Diploma or GED preferred; Two year's construction and field operations experience required; OR an equivalent combination of training and experience. Knowledge of: Principles, practices, methods, materials, tools, and equipment used in public utility maintenance. Safety standards for light equipment operations. OSHA rules and regulations, and other safety requirements needed to maintain and repair W/WW infrastructure. Skill in: Completing maintenance and repair work orders. Reading and interpreting plans, schematics, and specifications. Understanding utility location marks. Following the directions of the crew leader. Troubleshooting, repairing, and maintaining water, wastewater, water meters, specialty equipment, and control systems. Promoting and enforcing safe work practices. Operating a personal computer utilizing standard and specialized software. Establishing and maintaining effective working relationships with co-workers. Verbal and written communication. Physical demands and working environment: Work is performed outdoors at work sites. Work schedule includes after-hours, weekends, and holidays. Must be able to respond to after-hours emergencies as needed: work rotating and rotating call duty as required. City-approved safety boots must be worn. Division safety equipment is furnished and must be used as prescribed by policies License and certification requirements: A Texas State Commercial Class A Driver's License is required or the ability to obtain within six (6) months of employment.     Job Title: Heavy Equipment Operator Classification: Non-Exempt Department: Public Works Division: Water Distribution Supervisor: Water & Wastewater Supervisor Effective: 02/28/2022 The individual is responsible for cleaning all main sewer lines of the City of Mission. He may inspect manholes to locate stoppage, remove roots, debris, and other refuse from clogged sewer lines and drains using portable sewer cleaning machine (electric or gasoline engine driven). Fit front end of auger, using wrench, and lower guide into position in the sewer. Individual will be responsible for periodic maintenance on equipment and operate vacuum vactor truck on a regular basis. Cleans and replaces manhole covers. Notifies supervisor of damaged sections of sewer pipe. Services, adjusts, and makes; minor repairs to equipment, machines, and attachments. Reports to supervisor on areas worked and status of job or project as directed. This position is on a mandatory rotating on call list. Individual will perform other duties assigned by supervisor/department head as needed. Qualifications II. EDUCATION/EMPLOYMENT REQUIREMENTS ? High school diploma or GED preferred. ? Must have oral and written communication skills in English to at least the 9th grade level (to include correct spelling). ? One (1) year experience in construction, preferred, or the ability to learn the job through on-the-job training. ? Knowledge of proper sequence of activities required to perform the job. III. Your responsibilities will include: Performing skilled and semi-skilled construction, maintenance and road repair work; assisting in resurfacing, oiling, patching, sweeping, grading and shaping roads; digging and filling holes; clearing and repairing roadway, shoulders and adjoining areas; installing, cleaning; clearing trash, brush, weeds and debris from roadways, grounds and facilities. Installing, repairing and maintaining sidewalks. Operating a wide range of specialized vehicles and motorized equipment, including front-end loader, dump truck, bulldozer, grader, backhoe, tractor, street sweeper, oil distributor, spreader, scraper, roller, chipper, and water truck. Inspecting, cleaning and performing routine maintenance work on trucks and heavy equipment; identifying and reporting mechanical problems requiring additional repair. Operating power equipment and specialized trucks to transport trash, debris and biosolids. Hauling materials and transporting vehicles and equipment to job sites using various trucks. Loading and unloading materials using power equipment. Completing required daily logs and reports. Performing tasks in the interest of public safety and property protection during emergencies; performs traffic control activities as needed; reporting safety hazards and traffic problems. Utilizing proper safety precautions in all work performed. Hours: Monday through Friday, 7:00 am to 3:30 pm; on-call position and overtime is required. Regular and timely attendance is required. MINIMUM QUALIFICATIONS: Education and Experience: High School diploma or equivalent; and three years' experience operating specialized vehicles and heavy equipment; or an equivalent combination of education and experience. Required Licenses or Certifications: A valid Texas Driver License with a good driving record is required. A Texas Commercial Driver License Class A is due within six months of the hire date (additional compensation available for CDL A of $300/month); specific technical skills training and certifications may be required. Applicants with an out-of-state driver license must provide an original certified driving record from the state of driving licensure. Physical Demands / Work Environment: Work is performed outdoors.
