Washington County is seeking a highly experienced and strategic Finance Business Systems Manager to lead our Finance Business Systems Group. This critical position is responsible for the administration, maintenance and strategic development of our financial business systems, including the Workday platform. Reporting to the Deputy Chief Financial Officer, this position is a key Finance Management Team position that will lead a team of Business Systems Analysts and serve as the primary liaison between Finance, Human Resources, and Information Technology (ITS) to ensure our systems support our accounting and financial goals. Primary responsibilities include:
Work in the analysis and design of quality assurance testing related to business procedures for complex processing operations, their transition to digital processing, and adherence to quality standards. Responsibilities include leading or participating requirements gathering, coordination of systems testing activities; developing test scripts and testing strategies; recommending business requirements, protocols, and controls; serving as lead for quality assurance testing activities for small projects; assisting with components of medium and large projects; and maintaining business systems to support continuous improvement. Work is performed under limited supervision.
This position will provide support for the Unemployment Insurance ReEmployME system. The ReEmployME system is a cloud-based application used in the determination of eligibility of Unemployment Insurance, disbursement of unemployment benefits and determination of employer tax liability, employer unemployment insurance tax rates and employer contributions.
The position will report to a Labor Program Specialist and a Business Systems Manager. The work will include interaction with staff and managers from the Office of Information Technology, bureau staff, ReEmployUSA vendor support and development teams and ReEmployUSA partner states.
* Assists in coordinating system and leading testing activities to validate the integrity of the system and document quality control standards are maintained throughout systems and processes and meets business standards and practices. This includes performing system testing.
* Recommends changes to business quality controls, and complex documents to support proper delivery of program services and product deliverables.
* Provides technical advice and consultation to management and professional staff regarding quality assurance standards and associated business practices. Confers with vendors and/or IT personnel on system problems to troubleshoot abnormalities and identify solutions.

WHAT WILL YOU DO?
This is technical services work involving the implementation, analysis, enhancement, and maintenance of a variety of diverse enterprise-wide application systems. This position is primarily responsible for the oversight of vendor managed applications. Vendor managed applications are those that are primarily supported by an external vendor. The role of this position is to work with the state program and the vendor to ensure compliance with IT policies as defined in the vendor contract. Working with internal resources, this position will also facilitate the delivery of documentation necessary to show compliance with IT policies. In this role you will be tasked to hold vendors accountable to the security and accessibility requirements as well as the policies and procedures defined by the State of Maine. An important aspect of this work is the application of system analysis skills to formulate and/or evaluate solutions to complex business problems using automation technology and process improvement. WHAT DO WE EXPECT?

MINIMUM QUALIFICATIONS:
A four (4) year combination of higher-level programming and or systems analysis and design experience. A Masters Degree from an accredited educational institution in Computer Science may be substituted for two (2) years of programming experience.
The preferred candidate will have demonstrated ability to define and resolve complex technical problems independently; and the ability to effectively communicate orally and in writing to both technical and non-technical audiences. Experience with managing vendor supported applications and vendor relationships. Experience with designing, conducting and evaluating system tests is desired. Experience with application support and development in a team environment is required. Experience with RFP's and Contracts is a plus. JOB DETAILS AND QUALIFICATIONS
Clackamas County's Behavioral Health Division is seeking a detail-oriented professional with experience in contract and grant administration to support the Division's contracting and procurement activities. The Management Analyst 2 is responsible for drafting, coordinating, and processing a high volume of contracts and grants, ensuring compliance with procurement regulations and County policies, and maintaining accurate tracking and performance systems.
The ideal candidate will have a strong understanding of public sector contracting, procurement, and grant processes, along with excellent organizational, analytical, and communication skills. This position plays a key role in supporting behavioral health programs and services through efficient and transparent contract management.
Required Minimum Qualifications/ Transferrable Skills:*
* Minimum of four (4) years of related experience that would provide the required knowledge and skills to perform the responsibilities of this position.
* Minimum of two (2) years administering or processing contracts in a local government behavioral health, human services, or housing setting.
* Experience supporting or leading formal procurement processes in a local government setting.
* Experience utilizing web-based contract database systems or software.
* Clear experience drafting and implementing contract administration workflow, instruction, and presentation materials.

TYPICAL TASKS
Contract and Procurement Management
* Draft, route, and manage expense, revenue, and grant agreements, including renewals, amendments, and extensions.
* Lead the development and management of procurement processes, including RFPs, RFQs, and vendor pool establishment.
* Oversee small to complex procurements, ensuring compliance with County and funding source requirements.
* Serve as subject matter expert (SME) and Division lead for contract administration, providing guidance to staff, leadership, and external partners.
* Manage tracking, cataloging, and reporting for vendor contracts and expenditures.
* Act as liaison between the Division, County departments, vendors, and community partners to support effective contract and procurement activities.
Reporting, Compliance, and Performance Tracking
* Develop and maintain automated dashboards to monitor contract performance, deadlines, and reporting compliance.
* Create and manage web-based tools and workflows for vendor reporting and performance documentation.
* Conduct registry and insurance checks for vendors (SAM, OIG, State Registry, etc.).
* Collaborate with Division leadership to integrate performance metrics and updated reporting requirements into contracts and grant agreements.
* Represent the Division in meetings with internal stakeholders and external agencies related to contract compliance and performance.
Process Improvement and Project Leadership
* Lead process improvement initiatives for Division contract and procurement workflows.
* Provide workflow guidance and quality management for contract-related systems and documentation.
* Serve as project lead for contract renewals and Division-wide contracting initiatives, as assigned.
Training and Technical Assistance
* Develop and deliver trainings related to contract and procurement processes for Division staff and leadership.
* Create and maintain training materials, desk manuals, and procedural guides.
* Provide administrative and logistical support for Division training sessions and special projects.
* Support development of grant applications and related documentation as assigned.
WORK SCHEDULE
This position is included in the County's alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off). Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended. This position is eligible for hybrid on-site/telework subject to the Clackamas County Teleworking Policy and based on the Department's business needs. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington. Washington residents must perform 50% of their time on-site at Clackamas County.

The Epic Systems Analyst is an expert at the use of clinical systems, including Epic EHR, to improve and support clinical and operational workflows. Duties include training staff on clinical applications, coaching staff to improve their use of applications, implementation of new systems and functionality, workflow optimization, problem analysis and resolution, use of data and reports for improvement, and local quality improvement.
Other duties will include:
Providing quality support for employees with a high degree of customer satisfaction.
Serve as the subject matter expert on a broad portfolio of clinical applications, and standard workflows, including cross-application integration.
Provide customer technical assistance support including problem analysis and resolution, and documenting and tracking help desk contacts for follow-up and reporting.
Work with clinical systems users and leadership to analyze and clarify clinical systems, hardware and clinical/operational workflow problems.
Complete application configuration and build to maintain system access, use, and provide tools for clinical teams and other system users.

What Are We Looking For?

B.S. or M.S. degree in civil, hydraulic, water resources engineering, or related discipline.
8 or more years experience in river, stream, floodplain, or fish passage restoration design with a minimum of 3 years of project management experience.
Professional Engineer (PE) license in Washington or Oregon (or ability to obtain within one year).
Proven ability to lead projects, including client engagement, scope and task management, budget oversight, and schedule coordination
Proven skills in hydraulic, hydrologic and sediment transport modeling of riverine or coastal systems (e.g., HEC-RAS 1D/2D, SRH-2D) and geomorphic assessments.

Willingness to travel seasonally for field work and construction projects for up to 2 weeks at a time.

About Us
The Maine Public Utilities Commission (MPUC) is seeking a self-motivated professional who thrives on getting the details right, sees the big picture, and cares about keeping Mainers safe.
The Safety Programs Inspector/Analyst will perform inspections, guide enforcement, perform outreach, and help develop program policies within the Safety Programs at the MPUC and around the state and region as a member of the Pipeline Safety and Damage Prevention enforcement programs.
This is a chance to use your analytical, communications, and technical skills and work directly with key industry professionals to impact public safety across Maine's utility sector.
Key Responsibilities include:
Conduct Field Inspections throughout the State of Maine to enforce natural gas, propane, and damage prevention regulations.
Perform Analysis on multidisciplinary program and utility trends, develop and track performance metrics, and review state and federal legislation, rulemakings and industry standards to assist in policy development, drive enforcement approaches, and inform public-facing reports.
Research and Stay Informed on local and national developments, rulemakings, and stakeholder concerns and apply learnings to push internal best practices and consistency.
Design and Conduct Outreach to regulated groups, industry stakeholders, and public organizations, enhancing damage prevention and pipeline safety initiatives and broadening partnerships.

Who we're looking for
The successful candidate will have a Bachelor's degree or equivalent professional experience in an analytical or technical discipline including STEM fields, utility operations, business, economics, and communications.
Equivalent experience is progressively advancing work in data analysis, engineering, project management, natural gas and utility operations, or other related technical environment.
Accountable: The position requires significant self-supervision and management of State resources. You should be able to demonstrate a high degree of organization, accountability for process and workflow management, and successful independent judgement.
Analytical: Candidates should have the ability to think about problems in a big-picture way, while breaking down proposed solutions into structured, actionable steps. Your work experience will demonstrate your passion for working with data to make conclusions and assemble related policy recommendations.
Curious and Driven: You'll be successful in this position if you have a natural drive to pursue knowledge and activity in a variety of disciplines. The candidate should have experience juggling multiple projects with varying complexities and deliverable dates.
Communicative: We're looking for someone with a proven technical writing and speaking background, who can craft messages that appeal to diverse internal and external audiences. Your experience will show that you're a great teammate who can balance contributions to multiple teams at once.
Flexible: The position will require frequent statewide travel, and occasional overnights. The successful candidate will attend approximately eighteen one-week courses provided by the US Department of Transportation in Oklahoma City, OK within three years of hire.
