Overview
The Portland Clean Energy Community Benefits Fund (PCEF) is responsible for investing in community-led and community-inspired projects that reduce carbon emissions while expanding workforce pathways and economic opportunity for communities that have faced barriers to employment in the clean energy economy. PCEF provides grants and contracts to nonprofit, government, and for-profit entities for projects focused on clean energy, transportation decarbonization, green infrastructure, regenerative agriculture, and green job training. PCEF focuses its investments to low-income individuals and communities that face heightened vulnerability to the impacts of climate change.
PCEF now allocates funds according to 5-year climate investment plans. The program is expected to distribute over $1.6 Billion through community responsive grants and strategic programs described in its Climate Investment Plan (CIP), approved by Portland City Council in September 2023. The PCEF Committee, a nine-member volunteer body, is an integral part of the PCEF program and is responsible for:
* Recommending, updating, and amending climate investment plans to Portland City Council,
* Evaluating the effectiveness of the program in achieving its goals, and
* Optionally participating in subcommittees, grant application review panels, etc.

It is important for people who are interested in serving on the Committee to understand and support the PCEF program's purpose and objectives:
The purpose of the PCEF program is to provide a consistent long-term funding source and oversight structure to invest in climate action projects that support social, economic, and environmental benefits for all Portlanders, including the development of a diverse and well-trained workforce and contractor pool to perform work that reduces or sequesters greenhouse gases.
The Committee's Guiding Principles describe the values by which the PCEF program is administered: justice driven, accountable, community powered, and focused on climate action with multiple benefits.More information about the Guiding Principles can be found here.

Who we are looking for
The PCEF Committee is committed to ensuring that Portland's diverse communities see themselves on the Committee. Committee members must have a demonstrated commitment to addressing climate change and empowering historically disadvantaged groups.
In this recruitment, we are seeking three new members:
* Two seatsfor individuals with significant, demonstrated expertise in at least one of the following areas:
* Residential renewable energy and energy efficiency
* Workforce development, job training, or apprenticeship programs that serve workforce priority populations
* One seat for an individual with broad climate expertise. This could include experience in climate policy, climate justice, green infrastructure, transportation decarbonization, regenerative agriculture, or other fields relevant to the PCEF mission.

Time commitment
* The Committee generally meets every month for two to three hours each meeting with smaller briefing opportunities between meetings. Meetings are currently either online or hybrid with both in-person and virtual attendance options.
* Committee members are expected to set aside time to correspond and review materials in between meetings.
* Members are appointed to four-year terms and may serve no more than eight consecutive years.
* Members may receive a stipend of $500 per year for the duration of their service.

The CBHH Care Coordinator is a direct service staff position for our Children's Behavioral Health Home (CBHH). This position contributes to program outcomes through the provision of care coordination for CBHH members supporting a client oriented, integrated health service that strives to improve health outcomes, cost effectiveness, and enhanced consumer engagement. Work is conducted at members' homes, at providers' offices, at TOA locations and in other community settings. Care Coordinators will collect data, participate in program initiatives, attend team meetings, coordinate service teams for each member, use information to improve health outcomes and complete documentation in a timely fashion. Work is performed, reviewed, and evaluated under the Director through staff meetings and individual supervision.
The Care Coordinator:
Develops a plan of care for each individual by creating and maintaining a therapeutic relationship with CBHH members (clients) to enhance wellness and increase community inclusion.
Identifies and obtains community resources (family members, medical providers, social workers, educators, etc.).
Establishes a plan of care through a client-centered approach that encompasses an integrated care approach, to bridge the gap between medical care and mental health care.
Advances the CBHH member's care plan by building an effective service team of professionals and natural supports around each CBHH members.
Meets program expectations for productivity and caseload sizes.
Provides timely and accurate documentation that reflects clinical work accomplished with client, ensuring work and documentation meets all licensing and contracting expectations.
Schedule: This is a full-time, 40 hour/week position. Typically, M-F daytime hours but schedule varies with client needs. Some evenings and weekends may be required.
Location: Office is located in South Portland, but this is client-facing work in the Bridgton/ Lakes Region communtities. Much of the work is done in the field with some potential remote work ability.
Qualifications:
A Bachelor's in Social Work preferred or a Bachelor's Degree in a related field such as psychology, social services, counseling, rehabilitation, or nursing.
At least one year of relevant experience working in human services with families and children required, preferably within the mental health system.
Ability to work independently and collaboratively required.
Ability to work flexible hours including evenings required.
Must be able to meet physical requirements associated with family visitation, e.g. climb stairs, etc.
Computer proficiency with Microsoft Office and email is required.
Contracts that have Rider D: Must be able to successfully pass a criminal background, child protective service check & sex offender check.
Must not be on the state or federal suspension and disbarment list.
Must be able to exert moderate physical effort with occasional standing, walking, reaching, stooping, bending, kneeling, crouching, typing and frequently lift and carry small children or material weighing up to 25 pounds.

Position Summary
We seek a Program Facilitator to conduct After School programming activities with our youth for up to 25 hours per week. Primary Responsibilities
Planning
Prepare for each session, accordingly, including planning and reviewing the curriculum for the week and gathering materials furnished by the organization
Administer and collect enrollment forms, track attendance and other participant data as needed
Facilitation
Facilitate in-person after school sessions across multiple school sites using provided technology, curriculum, and materials
Occasional facilitation of monthly learning sessions, workshops and supplemental activities for all GIPNW program areas (Girls Groups, Leadership Council, and Eureka!)
Co-host workshops with external, official partners and organizations
Facilitate group discussions in a positive manner that ensures opportunities for participation by all youth
Facilitate high impact, engaging, interactive sessions to maximize learning
Adapt programming and facilitation style, lessons, and content as needed during sessions in response to group behavioral dynamics and youth needs.
Outreach & Enrollment
Promote programs, attend events, and assist with participant recruitment and retention, and foster collaborative and empowering relationships with girls, youth, their families, and communities

The Burnside Recovery Center will offer 3.7 Level of Care services, focusing on stabilization and support for clients with substance use disorders as their primary diagnosis, along with co-occurring mental health conditions. Our integrated, person-centered care model meets clients and their families where they are, combining therapy, mental health services, medical care, and community-based management into one coordinated pathway to recovery. With expedited access to primary care, outpatient substance use disorder services, and recovery-supportive housing, our holistic approach empowers clients to achieve long-term success.
Treatment Assistants are responsible for providing care and close intensive supervision to all patients in a 24-hour residential treatment facility. General responsibilities include: providing patient-centered care, using de-escalation skills, observing and reporting behaviors and supporting a healthy and safe milieu environment, providing high quality customer service, and other duties as needed. This position works closely with the Milieu Supervisor, counselors, and other staff to develop and implement a supportive environment for patients.
Schedule: On-call shifts available for day, swing and overnight shifts.
For the first 2 months each OC Treatment Assistant must work at least 4 shifts a month, and then can go down to 1 shift a month once fully trained.

Initiates emergency response procedures as required.
Monitor patients by conducting bed check census on night shift. Make rounds of dorm areas, day room, and restrooms.
Assist RN by taking patient's vital signs as requested, record and chart per procedure during medication pass. Inform nursing staff of any unusual vital signs.
Coordinate residents' activities as detailed on the weekly schedule.
Facility maintenance, including monitoring and supervision of patients' performance of facility chores and weekly tasks.
Attend staff meetings and trainings.
Answer phone and perform various clerical duties as needed.
Observe self-administered patient medications and maintain accurate records. Report to clinical and medical staff non-adherence to medication compliance.
Administer and document observed urine drug screen (UDS) analysis.
Assist patients in completing paperwork from other agencies.
If driving, transport residents to and from activities and appointments as needed.
Participate in non-clinical patient and staff group meetings.
Review records for accuracy and maintain filing systems.
Implement self-sufficiency, treatment or discharge plans as directed by clinical staff.
Attend all mandatory CCC trainings in a timely manner.
Adhere to all state and federal privacy regulations, including HIPAA and 42 CFR Part 2, and to CCC policies and agreements regarding confidentiality, privacy, and security. Support compliance with all privacy and security requirements pursuant to community partners' and outside providers' patient confidentiality agreements, including privacy and security requirements for EMR access. This includes immediate reporting of any PHI breach of CCC or outside provider health records to the CCC Legal and Quality departments and the program administrator.

Position Summary
We seek a Program Facilitator to conduct After School programming activities with our youth for up to 25 hours per week. Facilitators will be responsible for conducting curriculum-based activities and discussions designed to increase knowledge, strengthen self-confidence, and cultivate communication and other pro-social skills. Girls Inc. strives to identify and place facilitators with youth work experience who can connect authentically with diverse girls and communities. We offer our facilitators focused training and encourage participation in all Girls Inc. events to help cultivate rich and supportive relationships with a dynamic community of women. This position is to fill a school year need for in-person program delivery. Program delivery consists of in-person programmatic activities hosted at our physical locations across the Portland Metro Area.
This Seasonal Site-Based position will begin in January 2026 and end in June 2026.
Primary Responsibilities
Planning
Prepare for each session, accordingly, including planning and reviewing the curriculum for the week and gathering materials furnished by the organization
Administer and collect enrollment forms, track attendance and other participant data as needed
Facilitation
Facilitate in-person after school sessions across multiple school sites using provided technology, curriculum, and materials
Occasional facilitation of monthly learning sessions, workshops and supplemental activities for all GIPNW program areas (Girls Groups, Leadership Council, and Eureka!)
Co-host workshops with external, official partners and organizations
Facilitate group discussions in a positive manner that ensures opportunities for participation by all youth
Facilitate high impact, engaging, interactive sessions to maximize learning
Adapt programming and facilitation style, lessons, and content as needed during sessions in response to group behavioral dynamics and youth needs.
Outreach & Enrollment
Promote programs, attend events, and assist with participant recruitment and retention, and foster collaborative and empowering relationships with girls, youth, their families, and communities

Letty Owings Center (LOC) has helped young mothers to become sober, healthy and hopeful about the future. Recovery is more complex during pregnancy and while raising young children, we offer a safe, inclusive environment for women to live with their children while in treatment for substance use disorders. Our residents often are able to stay with their children, who might otherwise be placed in foster care.
Treatment Assistants are responsible for providing care and close intensive supervision to all clients and their children in a 24-hour treatment facility. General responsibilities include: providing client-centered care, using de-escalation skills, observing and reporting behaviors and supporting a healthy and safe milieu environment, providing high quality customer service, and other duties as needed. This position works closely with the Milieu Supervisor, counselors, and other staff to develop and implement a supportive environment for LOC clients.
Shift Times: 6:30am - 3:00pm, 2:30pm - 11:00pm and 10:30pm - 7:00am
Shift Requirements: For the first 2 months, each on-call Treatment Assistant must work at least 4 shifts a month. Once fully trained, it can go down to 1 shift a month.
Bonus Eligibility: On-calls can receive a $250 bonus for working 8 overnight shifts in a 3 month period or working 25 shifts (Day, Swing or Overnight) in a 6 month period.
MINIMUM QUALIFICATIONS
High School or GED.
A minimum of two years work or volunteer experience in related field required (i.e., shelter, residential or day treatment, counseling, substance abuse treatment, etc.).
Must possess a current driver's license, pass a DMV background check and be designated an “acceptable” driver as outlined in Central City Concern's Fleet Safety Policy. Must pass an initial driver training within 60 days of being an approved driver and continued recertification training.

Incumbents may be required to maintain physical condition necessary for walking, standing, running, climbing, crawling, reaching, and bending for prolonged periods at heights and in unlit areas wearing heavy gear; lift, push and pull objects; may drive and operate fire suppression equipment and apparatus, as training allows.
SELECTION PROCESS
Those interested in being considered must complete the online application. Applicants meeting the minimum qualifications will be invited to participate in a physical ability test (pass/fail). Applicants passing the physical ability test will be invited to a panel interview. An offer of a volunteer firefighter position will be contingent upon verification of an acceptable background check which includes criminal, sex offender, motor vehicle records checks, drug screen and a medical evaluation.
