**Job Description**
**Position Summary**
We are looking for a **Retail ComplianceSpecialist** to join the Western Digital Fulfillment Operations Team to be responsible for the management of our Retail Chargeback program, including investigating and data analyzing chargebacks, recurring trend analysis, projecting customer penalties and process documentation. This role will serve as a subject matter expert on retailer programs and supporting process improvement initiatives with internal and external functions to reduce financial losses from invalid chargebacks. The ideal candidate possesses excellent analytical skills, attention to detail, ability to work cross-functionally and strong communication skills.
**Essential Duties and Responsibilities:**
+ Experience with retail compliance and penalty programs (e.g., Walmart's OTIF - On Time In Full, Amazon Vendor Central, Target's requirements) involving tracking and analyzing vendor penalties, such as chargebacks, late deliveries, labeling errors, incorrect shipments. Review and validate claims received from retail partners to determine legitimacy and compliance with contractual terms.
+ Should be subject matter expert on Retail routing guides, SLAs, penalty clauses and primary point of contact for internal and external partners on any routing guide changes/ compliance developments impacting retailer shipping methods.
+ Drive chargeback data scraping and running complex operational data analysis from ERP systems into measurable insights for budgeting and forecasting on chargeback volume and revenue. Develop and manage reporting dashboards, conduct monthly and quarterly business reporting to management on penalty root causes, recurrence rates, and vendor performance KPI.
+ Research chargeback disputes by analyzing supporting documentation such as purchase orders, invoices, shipping records, and EDI data. Collaborate with internal departments (Sales, Operations, Logistics, IT and Finance) to gather required documentation and resolve discrepancies.
+ File and track chargeback disputes within specified deadlines to ensure timely recovery of funds. Maintain detailed and organized records of all chargeback activities for audit and reporting purposes.
+ Identify trends, root causes, and recurring chargeback issues; recommend process improvements to minimize future deductions. Streamline process by proposing policy or system changes within WD and external warehouse partners to improve compliance.
+ Lead effective communications with Retailers and drive joint improvement opportunities.
+ Conduct quarterly training to cross functional teams - Sales operations, fulfillment, transportation on retailer compliance updates.
**Qualifications**
**Education:**
Bachelor's/ Master's degree in Accounting, Finance, Business Administration, Engineering, Supply Chain Management, Logistics or related field (preferred).
**Experience:**
+ 3-5 years of experience in chargeback resolution, accounts receivable, or retail deductions (consumer goods, retail, or distribution industry preferred).
+ Strong skills in data analysis using Excel, SQL, or BI tools (Power BI, Tableau)
+ Familiarity with major retailers' compliance portals (e.g., Walmart, Target, Amazon, Costco, etc.) is a plus.
+ Experience with Retailer Systems such as navigating Retailer platforms (e.g., Amazon Vendor Central, Walmart Retail Link, Target Partners Online, Best Buy Partner Portal), Chargeback management tools or internal ticketing systems.

General Summary:
The Senior Compliance Consultant is part of Enterprise Compliance and is responsible for leadership, governance, and oversight of compliance practices. This position is accountable for driving activities that support the identification, analysis, mitigation, management, and reporting of compliance risk and timely completion of annual compliance certifications. The Pipeline Regulatory Compliance Manager is responsible for managing asset-based regulatory compliance programs throughout IMTT. The ideal candidate will have a strong understanding of pipeline safety regulations governed by the Pipeline and Hazardous Materials Safety Administration (PHMSA) and relevant state pipeline safety agencies and will serve as a strategic liaison between these agencies and IMTT. While this position will be primarily based in New Orleans, Louisiana, the Pipeline Regulatory Compliance Manager will be tasked with company-wide initiatives and may be assigned responsibilities at other IMTT locations.
Responsibilities
Manage, and lead all pipeline regulatory compliance programs including but not limited to Operations and Maintenance, Integrity Management, Control Room Management, Damage Prevention and Public Awareness and continually develop these programs in a way so as to promote operational excellence with respect to EHSS compliance and culture.
Identify, recommend, and oversee projects to improve or create processes, procedures and practices that support a superior regulatory compliance culture. Develop and implement compliance improvement plans when the opportunity arises for improvement in a regulated area.
Evaluate compliance program documentation required to ensure the success of IMTT during PHMSA and state pipeline agency inspections, including but not limited to, written plan procedures, programs, studies, investigations, and record keeping.
Monitor adherence to Company standards, policies, and procedures.
Manage regulatory reporting processes, including the preparation and timely submission of reports and filings.
Assist the Company in developing a consistent approach to regulatory compliance across all locations.
Maintain up-to-date knowledge of current, pending, and proposed regulations and developments in the bulk liquid storage and pipeline industries and assess and advise local, regional and corporate management on the operational impacts of such changes.
Represent Company during regulatory audits, inquires, and investigations. Provide support and guidance to operational assets to prepare them for regulatory audits and inspections as necessary.
Maintain and develop compliance tracking/documentation systems.
Prepare compliance status reports for internal management. Review adequacy of action item closure on items related to asset-based regulations to assure these properly address root causes and prevent likelihood of repeat findings.
Support Engineering and Operations functions on new construction or modifications of existing regulated assets and operations. Support design specifications and reviews to assure new assets or asset replacements (obsolescence or end of life) will comply with regulations. Support local operations and engineering personnel on pipeline integrity efforts including In-Line Inspections.
Provide training support within the organization on regulatory compliance requirements, best practices, and to recognize when systems being modified or added will require review with external regulatory requirements. Review MOC requirements to trigger these reviews with the right guidance.
Establish internal requirements for third-party consultants, contractors, and vendors utilized for regulatory compliance. This will include approving who is used, establishing requirements, and setting what internal documents are followed when utilizing these third-party vendors.
Education and Experience

TWIC (Transportation Workers Identification Credentials) for access to IMTT's terminal locations.
5+ years experience in the pipeline and/or storage terminal industries.

BASIC FUNCTION
This position will be responsible for assisting the Company's compliance department with internal audits focused on labor timekeeping charging, integrity of timekeeping data entry, and inventory counts. They will participate in updating procedures and policies tied to one or more required Business Systems, as defined in DFARS, and/or company internal policies and procedures. Responsible for ensuring that the Company's policies and practices align with regulatory and contractual requirements.
MINIMUM EXPERIENCE (1-3 years)
Bachelor's degree in Accounting, Business Management, Business Administration or another business-related field preferred. Experience in federal government contracting preferred which included interacting with DCAA and/or Contracting Officers. Proven ability in all aspects of internal and external regulation and policy compliance.
MINIMUM SKILLS AND ABILITIES
Bilingual (Spanish and English) preferred.
Fundamental knowledge of auditing techniques.
Ability to manage procedures and processes.
Strategic thinker able to drive success throughout the company.
Strong organizational, communication, both oral and written, and time management skills.
Strong interpersonal skills with ability to effectively perform job duties both independently and in a team environment.
ESSENTIAL DUTIES AND JOB FUNCTIONS
Conduct weekly/monthly labor timekeeping audits of production craft, engineers, and administrative personnel to ensure workers are appropriately charging time to jobs/projects.
Conduct periodic audits of integrity of data entered by timekeeping data entry clerks.
Conduct inventory counts/recounts at multiple company locations to ensure inventory counts agree with company's accounting records.
Assist in the maintenance of compliance plans and applicable compliance controls.
Perform reviews and analysis of Contractor Business Systems associated with labor timekeeping/inventory to ensure adherence to requirements of Defense Contract Audit Agency (DCAA) and other regulatory authorities.
Perform risk assessments using data analysis to identify areas of potential risk and remediate.
Identify compliance training needs and work with the appropriate departments and stakeholders to establish plans to provide training.
Serve as the point of contact for internal and external audits related to labor timekeeping charging and serve as an escort for audits of inventory.
Manage allegations of non-compliance and any other disputes to ensure proper communication across various audit agencies and stakeholders.
