Dispatching of police, medical and fire services on a county-wide basis. Calls for services received from various police agencies and E911 system. Operate police radio system, national crime computer system, E911 computer system and other small business machines. Receive, secure and disseminate information to and from police officers, police agencies, citizens and other emergency public agencies. Performs other duties, as required. Including, but not limited to, miscellaneous Boone County Jail Duties. i.e. searches, change-outs etc.

Perform monthly validations of records maintained within the State and NCIC systems, required by Technology Services and the Department of Public Safety.
Requirements:
Extensive periods of sitting.

Constant reaching, dexterity, talking, hearing, near and far sight acuity, depth perception, concentration, judgment and writing ability.

Oversees all routes and scheduling of buses

JOB SUMMARY
Provide a brief description as to the primary purpose of this job (no more than three to five sentences):
This is a non-management position within the Public Safety Communications Center of the Marion Police Department. A Communications Operator serves the community by answering emergency and routine calls via phone, radio, or other devices and gathers essential information from callers; enters the call information into the computer-aided dispatch (CAD) system and dispatches the appropriate first responders to the scene as needed. The operator provides dispatch and communication support services for police, fire, EMS, and can require the coordination of other related service agencies during joint events. Work is performed in accordance with federal and state laws as well as departmental regulations, policies, and routines.
ESSENTIAL JOB DUTIES/WORK PERFORMED

Rapidly and accurately type all call information or officer-initiated activity into the computer-aided dispatching (CAD) system; efficiently operate multiple computer programs, understand the system integration and stat-based requirements; quickly log, retrieve and/or disseminate information as needed or requested.
Monitor the state computer system for attempt to locates or time-sensitive messages from other agencies; Utilize the state computer system to enter and modify information into local, state, and national computer database National Crime Information Center (NCIC).
Greet and assist citizens walking into the public lobby; for information or requesting officer response.
Continuously review policies and procedures and update communications center manuals as required.
Perform administrative work and print paperwork as needed or requested by officer.

· Forwards DVIR (Vehicle Condition Report) reports to Transportation Supervisor/Manager for maintenance request
· Assists drivers with problems/issues as issues arise (during the day or at the end of the route)
· Prepares reviews and stamps all manifests

Job Description
This is a hybrid position including work performed as both a dispatcher and driver for MuscaBus, the City's local public transportation system. Responsibilities include communicating with passengers and the general public regarding Route and Paratransit operations and schedules, as well as scheduling rides for passengers. The Transportation Dispatcher is responsible for dispatch of vehicles and transferring information to Transit Drivers. Additional responsibilities include computer based record keeping necessary in daily transit operations. Additionally, this position will be assigned to drive the route and shuttle busses 2-4 shifts per week. Estimated hours are 10-15 hour per week and the schedule may vary.
Must have a High School Diploma, some college course work preferred.
Experience in high volume telephone or radio operations, or and equivalent combination of education and experience.
Good working knowledge of the geography of Muscatine, including the location of streets and key civic, retail, and medical locations served by MuscaBus.
General computer skills involving the use of Microsoft Office, Word and Excel.
Strong customer service and verbal skills.
Ability to think and act quickly in emergency situations.
Ability to obtain or possession of a Commercial Driver's license with a passenger endorsement.
Ability to maintain the license throughout period of employment. Must be insurable by City's insurance carrier.

Assists in unloading trucks and reporting damages or shortages in shipment
May assist in lot maintenance and moving equipment for the Sales Department
Maintains a clean work area and follows all safety practices of the organization when completing work assignments.
Helps to maintain company vehicles, inventory, and tools in proper working condition.
May perform grounds maintenance for the dealer properties

Under the general direction of the Park Superintendent, but often working independently and with minimum supervision, supervises temporary seasonal employees.

* Responsible for daily maintenance operations and productivity of temporary seasonal maintenance employees, including receiving and transmitting assignments, organizing projects, ensuring job completion and making required reports.
* Operates and maintains specialized turf equipment and irrigation systems.
* Applies pesticides, insecticides and other chemicals in the care of landscape turf and vegetation.

Any equivalent combination of education and experience that provides the knowledge, skills and abilities necessary to perform the essential functions of the position.
* Iowa Class A Commercial Driver's License within 6 months of hire and a good driving record based on City of Waterloo driver performance criteria. A candidate with any of the following will not be considered for employment: loss of license for any reason during the period of candidacy for employment, if the candidate remains without a valid, current license for the position when the City issues an offer of employment; loss of license, plea of guilty, plea of no contest or its equivalent or conviction for OWI, reckless driving or other major moving violation include habitual violator within the previous five years; four or more citations for moving violations within the previous three-year period, excluding speeding violations of 10 mph or less over the posted speed limit; three or more citations for moving violations within the previous one-year period. WORK SCHEDULE
Work schedule is based on an 8-hour day/40-hour week. Actual shift start time and days worked may vary depending on event schedule and season. Half-hour unpaid lunch break. Minimal overtime.
EXAMINATION INFORMATION
All qualified candidates who apply by the deadline date will be required to appear before an interview panel consisting of a minimum of three people who have expertise in the areas being tested. An individual must receive a minimum average score of sixty points out of one hundred to achieve a passing score on the interview. The top applicants, as ranked by their scores on the interview, will be the individuals placed on the certified list. Applicants who qualify as outlined and are full-time regular employees of the City of Waterloo shall have one additional point per full year of employment up to a maximum of five points added to their final score. Honorably discharged men and women from the armed forces of the United States who qualify per provisions of Chapter 35 of the Code of Iowa and who are citizens and residents of the United States shall have five additional points added to their final score upon submission of their DD214 or ten points added if they were awarded a Purple Heart or have a service-connected disability.
