Job Standards

Collections Laborers will be required to complete and pass their Ohio EPA Class I Collections certification test within eighteen (18) months of their employment.
All required licenses and certifications must be maintained as a condition of continued employment.
Essential Functions
* Demonstrates regular and predictable attendance;
* Inspects the existing sewer system for Inflow & Infiltration (I & I), blockages, and odors;
* Read and interpret blueprints, standard drawings and equipment manuals;
* Repairs manholes and perform routine maintenance on wet wells, force mains and gravity lines;
* Assist in the maintenance of the grounds throughout the Sewer District including but not limited to Regional plants, package plants, Lift Stations, and Sewer Easements;
* Assists with treatment plant and pump station tank cleaning;
* Assists with manhole inspection program;
* Operate collection system equipment; e.g. Vac Truck, Jet truck, Sewer Camera systems, Air release valves, and in-line valves, etc.;
* Must follow safety practices as required by the County; e.g. Arc flash safety, chemicals and associated SDS's, Lock Out/Tag Out, Confined Space, CPR and first aid, gas monitoring equipment, safe climbing practices, forklift operation, crane operations, etc;
* Responds timely to declared county emergencies and other emergency situations that may require the use of equipment to protect the public health;
* Maintains readiness and have the ability to properly use portable generators, portable pumps, and all other emergency response equipment;
* Operates, calibrates, and maintains chemical feed systems for odor control throughout the sewer district;
* Assists with composite sampling at site locations of industrial/commercial accounts; Regularly cleans the field sampling equipment, maintains, and orders replacement parts, as needed;
* Clears blocked sewer lines;
* Assists with mainline point repairs;
* Implements Work Zone safety plans including but not limited to road closures, lane restrictions and right of way work;
* General knowledge and ability to use computer programs such as Microsoft Word, Excel, Access, Outlook and other asset management software;
* Attends various training sessions, video conferences, and workshops.
* Performs typing, word processing, and related computer operations;
* Works overtime and outside of typical work schedule/business hours as required; and

Definition The City of Columbus, Columbus Water & Power, is seeking qualified applicants for a Laborer vacancy within the Dublin Road Water Plant. This part-time position will be responsible for facility grounds keeping, cleaning, and general maintenance. It will clean floors, buildings, grounds, equipment, piping, and vehicles; maintain tools and clean shop areas; be responsible for landscaping projects and snow removal; and repair and replace existing parts and/or structures around the inside and outside of the water plant.
This position will work in hot and cold weather conditions. Laborers are also responsible for performing inspections, repairing, and clearing debris. This includes working on and around water. Laborers drive vehicles, complete simple reports as required by their supervisor, may operate hand tools such as drills and saws, assist maintenance crews in performing daily tasks as assigned, i.e., gather tools, equipment, and clean up after the job is completed. They also assist in the yearly washout of floc and basins using high-pressure hoses.Under immediate supervision, is responsible for performing routine manual labor; performs related duties as required.
To be considered for this position, candidates must have a valid driver's license. Pre-employment drug screening and BCI& I background check are required if selected.
This is a first shift position with the office hours of Monday-Thursday, 6:55 am-3:25 pm.

The Maintenance & Operations unit of Facilities Development & Operations provides maintenance and operations services to a university campus spread across multiple sites comprised of +151 acres, 81 buildings, and more than six million gross square feet. The Moving & Recycling Services Unit is one of nine total shops in the Maintenance & Operations Unit and is comprised of three Laborers who report up, through the Associate Director - Custodial & Moving Services.
Key Responsibilities

Job Description
Under general supervision, the General Laborer performs a variety of manual labor tasks such as removing debris from construction, maintenance, wrecking, or repair work; loading and unloading materials, supplies, furniture, and equipment; may work as part of a crew with other crafts; and operating various types of equipment and machinery including pneumatic and hand tools associated with general construction.
The essential functions of this classification include, but are not limited to, the following:
Work in deep excavations (up to 15 feet deep) for underground utility work and installs various shoring materials to brace the excavation walls.
Clears culverts, stakes fabric to prevent erosion of work sites, and cements and rip-raps upstream and downstream of culverts.
Stabilizes embankments by building wetwalls and drywalls alongside roadways and waterways.
Clears obstacles prior to machine mowing.
Assist crew members to establish and monitor safety perimeters for the work crews and participate as flag operator.
Clears and chips vegetation, brush, limbs; clears firebreaks, watershed roadways, v-ditches, jogging and foot paths, pipeline rights-of-way, around structures, buildings, risers, vaults, and valve lots; cuts access routes to watershed domestic utility lines and springs; removes small trees and grinds stumps.
Inspect and repair the Airport's security fencing and access gates.
Perform various demolition work related to carpet removal, wall removal, ceiling etc.
Loads and unloads materials, supplies, furniture, and/or equipment by hand or with booms, power tailgate, forklift, and other moving equipment for moving to and from worksites (examples: jackhammers, sandbags, cement bags, debris bags, railroad ties, whackers, vibratory plates).
Removes and cleans up debris resulting from construction, maintenance, wrecking, or repair work around grounds and building areas using hands, broom, shovel, wheelbarrow, etc.
Works in confined spaces to assist in cleaning and flushing catch basins, septic tanks, or sewage treatment plants with shovels, hoses, and pumps to ensure proper drainage of the sewer system.
Operates and maintains pneumatic, electrical, mechanical, and hand tools including air compressors, jack hammers, tie tampers, sand blasters, steam cleaners, hoists, drills, chain saws, cement mixers, chipping guns, weed whackers, spaders, stump grinders, fence stretchers, aerial lift buckets, and other hand tools to assist craft workers in getting their jobs done.
Mixes and prepares concrete.
Assists in the application of concrete and asphalt to repair roads, sidewalks, and tripping hazards.
Sweeps streets and sidewalks
Applies disinfectants, de-greasers, and herbicides to streets and sidewalks.
Scrubs streets, sidewalks, and plazas with a broom or high-pressure water hose.
Picks up litter and puts debris into bags.
Cleans up illegal dumping sites, spills on city streets, and sites of accidents.
Removes litter and signs from poles and benches.
Operates motorized sidewalk sweepers to clean sidewalks.
Uses radio communication system or other communication devices.
Manages the tool room by distributing tools, tracking inventory, and maintaining the tool inventory for the assigned vehicle.
Completes forms such as work orders, daily work or field reports, and/or accident report forms.
Clean and maintain Pavement & Grounds repair trucks and equipment.

Role description
Under general supervision, the General Laborer performs a variety of manual labor tasks such as removing debris from construction, maintenance, wrecking, or repair work; loading and unloading materials, supplies, furniture, and equipment; may work as part of a crew with other crafts; and operating various types of equipment and machinery including pneumatic and hand tools associated with general construction.
The essential functions of this classification include, but are not limited to, the following:
* Work in deep excavations (up to 15 feet deep) for underground utility work and installs various shoring materials to brace the excavation walls.
* Clears culverts, stakes fabric to prevent erosion of work sites, and cements and rip-raps upstream and downstream of culverts.
* Stabilizes embankments by building wetwalls and drywalls alongside roadways and waterways.
* Clears obstacles prior to machine mowing.
* Assist crew members to establish and monitor safety perimeters for the work crews and participate as flag operator.
* Clears and chips vegetation, brush, limbs; clears firebreaks, watershed roadways, v-ditches, jogging and foot paths, pipeline rights-of-way, around structures, buildings, risers, vaults, and valve lots; cuts access routes to watershed domestic utility lines and springs; removes small trees and grinds stumps.
* Inspect and repair the Airport's security fencing and access gates.
* Perform various demolition work related to carpet removal, wall removal, ceiling etc.
* Loads and unloads materials, supplies, furniture, and/or equipment by hand or with booms, power tailgate, forklift, and other moving equipment for moving to and from worksites (examples: jackhammers, sandbags, cement bags, debris bags, railroad ties, whackers, vibratory plates).
* Removes and cleans up debris resulting from construction, maintenance, wrecking, or repair work around grounds and building areas using hands, broom, shovel, wheelbarrow, etc.
* Works in confined spaces to assist in cleaning and flushing catch basins, septic tanks, or sewage treatment plants with shovels, hoses, and pumps to ensure proper drainage of the sewer system.
* Operates and maintains pneumatic, electrical, mechanical, and hand tools including air compressors, jack hammers, tie tampers, sand blasters, steam cleaners, hoists, drills, chain saws, cement mixers, chipping guns, weed whackers, spaders, stump grinders, fence stretchers, aerial lift buckets, and other hand tools to assist craft workers in getting their jobs done.
* Mixes and prepares concrete.
* Assists in the application of concrete and asphalt to repair roads, sidewalks, and tripping hazards.
* Sweeps streets and sidewalks
* Applies disinfectants, de-greasers, and herbicides to streets and sidewalks.
* Scrubs streets, sidewalks, and plazas with a broom or high-pressure water hose.
* Picks up litter and puts debris into bags.
* Cleans up illegal dumping sites, spills on city streets, and sites of accidents.
* Removes litter and signs from poles and benches.
* Operates motorized sidewalk sweepers to clean sidewalks.
* Uses radio communication system or other communication devices.
* Manages the tool room by distributing tools, tracking inventory, and maintaining the tool inventory for the assigned vehicle.
* Completes forms such as work orders, daily work or field reports, and/or accident report forms.
* Clean and maintain Pavement & Grounds repair trucks and equipment.
* Drives a truck and/or car to work sites and follows route or other maps.
* Responsible for wearing issued personal protective safety equipment when involved in various projects at the Airport.
* Perform duties as listed in the 7514 General Laborer class specification, which can be found on DHR's website.

How to qualify:

* Experience: Three (3) years (6000 hours) of journey-level experience as a general laborer in the construction field;
AND
* License and Certification: Possession of a valid driver's license (must be maintained during employment).
Substitution: Completion of a California Division of Apprenticeship Standards (DAS) or United States Department of Labor (DOL) approved apprentice construction laborer program may be substituted for the required experience.
Special Requirements: Physical strength, endurance, and dexterity to perform tasks such as lifting and/or handling materials and objects weighing up to 90 pounds, carrying such materials at least 50 feet, balancing 10-foot long pieces of lumber; sustained physical effort , frequently under adverse weather conditions and/or disagreeable working conditions, such as working on roads or streets in traffic or in cold or rain or being exposed to feces and urine, raw sewage, used syringes, toxic and hazardous materials, poison oak, poisonous snakes, and insects; and confined space entry; possibly working weekend, night, and emergency overtime shifts.
Desirable Qualifications:
The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.
* Six (6) months of experience in operating pneumatic and hand tool (such as a 60 lbs. - 90 lbs. jackhammer.)
* Six (6) months of experience in fence and gate installation and repair.
* Six (6) months of experience in concrete work related to sidewalk, curb, and concrete pad finishing.
* Ability to work the graveyard shift (11:00 pm - 7:30 am).

One year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.

Transportation Security Administration (TSA) Security Clearance: Candidates for employment with the San Francisco Airport Commission are required to undergo a criminal history check, including FBI fingerprints, and Security Threat Assessment in order to determine eligibility for security clearance and may be required to undergo drug/alcohol screening.
