The ICE Health Services Corps (IHSC) exists within the organizational structure of the United States Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO) under the supervision of the Department of Homeland Security (DHS). The United States Public Health Service (USPHS) Commissioned Corps Officers, civil service staff and contractors comprise the healthcare professionals working together to provide quality healthcare services.
IHSC serves as the medical experts for ICE for detainee health care.
Primary Responsibilities
Enforce risk management program initiatives, and enact the changes in clinical practice,policy and procedures to preserve the agencys assets, reputation and quality of care.
Provide policy guidance, consultation and review of sentinel events.
Develop, review and revise policies and guides related to risk management annually, or as necessary to reduce mitigating risks to the agency.
Monitoring and training on the incident reporting electronic tool.
Participate in the development of risk management activities, e.g. root cause analysis (RCA)
of incidents that occurred in the facilities and provide proactive risk reduction strategies.
Collect data, monitor trends and report results to the Compliance and Risk Management
Program Manager and/or Chief, Medical Quality Management.
Ensure established standards of care are monitored in ICE facilities as well as in contract
detention facilities and jails throughout the United States.
Maintain accountability and monitoring of risk management activities and assist in
identifying areas for improvement.
Minimum Qualifications
Bachelor's degree in Nursing or related field
Minimum five years of professional experience as a licensed registered nurse/in health administration
Certification in Healthcare Quality or Risk Management or able to obtain certification within one year of employment.
Ability to navigate in an electronic work environment including electronic health records, web based training and communications.
Knowledge of, and moderate proficiency in, common Microsoft Office programs,
specifically Microsoft Word, Excel, Outlook and SharePoint.
Knowledge of regulations (HIPAA/Privacy Act) regarding the confidentiality of patient
medical records and information as well as Personally Identifiable Information (PII).
Ability to interact well and collaborate with all levels of personnel and management in IHSC,ERO, ICE and DHS offices, and with federal GS employees, Commissioned Corps officers and contractors.
Required to walk unaided at a normal pace for up to 10 minutes and maintain balance.
Must be able to lift, push, or carry 30 pounds.Must perform the duties in a stressful and often austere environment without physical limitations.

The Opportunity: We are seeking to hire a Nurse Care Coordinator to join our Regional Case Management Team. This individual works closely with the behavioral health provider, primary care providers, behavioral health team members, and the community agencies; provides professional assessment, coordination/planning of multiple health care services, and an ongoing evaluation of care management services to ensure that necessary clinical services are received. The Nurse Care Coordinator will process consults and deliver nursing care based on the client's competency and cognitive need, and facilitate/re-enforce education while fostering client accountability and self-management skills.
What You'll Do:
* Perform required nursing assessments to identify those individuals with identifiable risk factors (at-risk in levels or blood pressure and weight/BMI risk level).
* Act as liaison between public and private healthcare facilities, and service agencies to carry out referral instructions.
* Participate in interdisciplinary treatment team meetings, cooperate with and utilize the resources of other community agencies as described above, including other CSS programs, in order to achieve treatment goals of individuals served.
* Incorporate measurable, disease-specific goals into treatment plans. Evaluate progress and communicate to treatment team in order to determine which member of treatment team will deliver required services.
* Make home visits to administer and/or assess individual's condition of health or provide other interactive services away from the clinic and in the individual's environment as appropriate.
* Provide crisis intervention, supportive interaction, and education as needed to foster self-management skills and accountability.
* Accompany clients to medically complex medical appointments (specialists or initial primary care appointments.)
* Receive clinical supervision from Nursing Supervisor and participate in periodic professional review which is monitored by the Nursing Supervisor.
* Assist the Nursing Supervisor in maintaining clinical staffing within the medication clinic (administer IM medications, Mantoux testing, assist clients requesting emergency psychiatric evaluations.)
* This position is full-time (40 hours a week) working normal business hours.

Job Responsibilities
Rapid Response & Readiness
40+ work hours (on-call) must be completed during the following on-call schedule:
Monday thru Friday 8:00 am to 8:00 pm
Every other Saturday and Sunday 8:00 am to 8:00 pm
On rare occasions, the nurse may be asked to complete an overnight shift if patient safety is at risk and all other coverage options have been exhausted
Be prepared to leave for a shift within 30 minutes during on-call hours (BrightStar will schedule shifts as far in advance as possible)
Maintain readiness by ensuring:
Uniform and ID badge are worn
Childcare is pre-arranged
Cell phone is charged, and ringer is on
Transportation is available
Equipment and necessary supplies are always accessible
Support BrightStar office operations when not assigned to field shifts
Direct Client Care & Case Management
Conduct initial assessments, re-assessments, and safety evaluations
Deliver skilled nursing per Ohio Nurse Practice Act (e.g., infusion therapies, wound care, injections, etc.)
Observe and report changes in client condition, document thoroughly
Follow infection control protocols and universal precautions
Respond appropriately in emergencies and use equipment safely
Administrative Support
Develop and maintain person-centered Plans of Care and obtain physician signatures
Coordinate care with families, providers, and internal staff
Assist with referral intake and follow-up communications
Assist Clinical Director with:
Weekly chart reviews for compliance (JCAHO, state, brand standards)
Incident reporting and resolution
Timely client discharges with complete summaries
Daily documentation review to support billing and reimbursement
Supervise and coach nursing/caregiving staff:
Conduct competency assessments and supervisory visits
Lead caregiver-client introductions and field education
Facilitate orientation, skills training, and in-service programs
Be available for urgent clinical issues or questions
Job Requirements
Licensure & Education
Current, unrestricted Registered Nurse (RN) license in the State of Ohio
Degree in Nursing from a National League for Nursing-accredited program
Minimum of three (3) years clinical experience, including at least one (1) year of documented case management
Preferred: One (1) year experience in a home health agency and healthcare management
Preferred: One (1) year experience working with pediatric clients
Clinical & Regulatory Competencies
Strong nursing assessment skills and attention to detail
Ability to supervise, educate, and direct staff effectively

Participates in health-related in-service training for staff to maintain compliance with medication certification requirements.
Assists and consults with staff, families, physicians and others about the medical needs of the student including treatments, procedures and instructions.

Assists Privacy Officer to protect confidential information of the students served from unauthorized use or disclosure.
Follows Health Department guidelines and Board Policy regarding communicable diseases.
