DEFINITION:
The Psychologist position will participate as part of an interdisciplinary team for clinical consultations with NBRC Service Coordinators. This position will determine eligibility and conduct psychological tests, providing consultation to staff members regarding psychological issues. This position will read, interpret and follow Lanterman eligibility regulations.
NATURE OF WORK:
Under the general administrative direction of the Intake Department Manager, the Psychologist will:
· Determine eligibility for individuals suspected of having an intellectual and/or developmental disability;
· Participate as part of an interdisciplinary team for clinical consultations with NBRC Service Coordinators;
· Assist in reviewing and coding the CDER for psychiatric and medical diagnoses;
· Assist NBRC Service Coordinators with forensic issues, such as writing and reviewing court reports including sections of the 1370, diversion and 6500 reports;
· Assist with the appeals process in regards to eligibility disputes;
· Direct special projects;
· Provide community education and development of enhanced clinical resources; and
· Supervise interns, if needed.
EXAMPLES OF WORK:
Evaluate existing psychological evaluations to determine eligibility for regional center services. May provide direct psychometric testing and psychological evaluation of individuals. Recommend psychological theory, diagnostic procedures and treatment modalities to NBRC staff members and non-psychologist vendors. On a case-by-case basis, perform court-ordered evaluations and may respond to after-hours emergencies.
May provide consultation to Service Coordinators and other clinical staff members on the psychological aspects of intellectual and developmental disabilities; may participate in the interdisciplinary team applicant evaluation and planning process; may provide consultation to staff members, and to individuals served and their families concerning the individual's psychological status, progress and needs; may lead and/or participate in in-service training and community education programs to meet educational needs regarding the psychological aspects of intellectual and developmental disabilities; consult, monitor and may review programs at behaviorally-oriented facilities upon request. Performs other duties as assigned.

MINIMUM EDUCATION AND EXPERIENCE:
Ph.D. or Doctorate in Psychology, with 2 years' experience in testing/diagnostic evaluation of people with intellectual and/or developmental disabilities, physical handicaps or emotional disorders.

Ph.D. or Doctorate in Psychology, with 3 years case management or clinical experience at North Bay Regional Center.
Preference will be given to psychologists licensed through the Board of Medical Examiners.
Minimum experience and qualifications may be waived depending on the agency's need for specialized skills (such as language abilities).

KNOWLEDGE AND ABILITIES:
Knowledge of:
Clinical psychology, mental hygiene and personality development;
Administration and interpretation of diagnostic psychological tests;
Research design, statistics, and measurement theory;
Ability to plan a psychological testing program;
Ability to establish and maintain effective working relationships with others;
Child development, learning theory, psychopathology and behavior modification.
SPECIAL REQUIREMENTS:
· Ability to provide personal automobile transportation, or access to another form of reliable transportation, during and after working hours.
· Ability to regularly travel to all NBRC offices within catchment area to provide employee training and support to individuals served, as needed.

All employment at NBRC requires face-to-face, in-person interactions with NBRC clients, family members, community, and co-workers. DEFINITION:
The Psychologist position will participate as part of an interdisciplinary team for clinical consultations with NBRC Service Coordinators. This position will determine eligibility and conduct psychological tests, providing consultation to staff members regarding psychological issues. This position will read, interpret and follow Lanterman eligibility regulations.
NATURE OF WORK:
Under the general administrative direction of the Intake Department Manager, the Psychologist will:
· Determine eligibility for individuals suspected of having an intellectual and/or developmental disability;
· Participate as part of an interdisciplinary team for clinical consultations with NBRC Service Coordinators;
· Assist in reviewing and coding the CDER for psychiatric and medical diagnoses;
· Assist NBRC Service Coordinators with forensic issues, such as writing and reviewing court reports including sections of the 1370, diversion and 6500 reports;
· Assist with the appeals process in regards to eligibility disputes;
· Direct special projects;
· Provide community education and development of enhanced clinical resources; and
· Supervise interns, if needed.
EXAMPLES OF WORK:
Evaluate existing psychological evaluations to determine eligibility for regional center services. May provide direct psychometric testing and psychological evaluation of individuals. Recommend psychological theory, diagnostic procedures and treatment modalities to NBRC staff members and non-psychologist vendors. On a case-by-case basis, perform court-ordered evaluations and may respond to after-hours emergencies.

Summary:

Job Description
The Staff Psychologist and Special Projects Team Supervisor serves four key functions at the Behavioral Health and Justice Division: (1) they conduct Level of Care assessments in association with BHJD's Forensic Support Team; (2) they supervise BHJD's Special Projects Team; and (3) they provide supplemental support to BHJD's Training Initiatives Unit.
Duties and Responsibilities:
Forensic Support Team
Perform Level of Care and other reentry-related assessments for individuals who have been court-ordered to have competency evaluation and restoration services. This includes referrals from the First Judicial District (FJD) Court Clinic, individuals detained at Philadelphia Department of Prisons, and individuals adjudicated unrestorable at Norristown State Hospital (NSH) or Wernersville State Hospital.
As needed, provide testimony in court for individuals that BHJD has assessed or otherwise supports
Assist BHJD with development of FJD Court Clinic, which provides competency evaluations of Philadelphians
Collaborate with community agencies, DBHIDS divisions, legal partners and NSH to help Philadelphians access forensic Levels of Care throughout the City.
Serve as BHJS's liaison to Intellectual Disability Services of DBHIDS
Assist with complex clinical referrals that BHJD receives, including assessment of individuals with potential neurocognitive or neurodevelopmental conditions, assessment of individuals with personality disorders, and assessment of individuals with severe and recalcitrant serious mental illnesses
Assist with the administration of BHJD Postdoctoral Residency, including recruitment, selection, and didactics
Supervisor of Special Projects Team
Oversee the Forensic Associate Program, including recruitment and supervision of Forensic Associates
Oversee the Public Health Intern program, including recruitment and supervision of Public Health Interns
Collaborate with the Business Intelligence Team in supervising select research projects for the Forensic Assistant
Provide research and best practices support to BHJD's Director Team, as requested.
Provide research and best practices support to DBHIDS Executive Management, as needed.
Assist in preparations of grant applications and other applications for extramural funding, as requested
Serve as BHJD's representative to the DBHIDS Research Committee

Skills Required:
Demonstrated skills in communication, problem solving, decision making, and leadership. Education and Experience:
Doctoral degree in Clinical, Counseling, or Educational Psychology or a related field from an accredited program. License-eligible as a psychologist, with a preference for individuals who are already licensed. If license-eligible, probation period will not be complete until licensure in Pennsylvania is obtained. Job Description
The Behavioral Health and Justice Division (BHJD) is committed to working towards reducing criminal justice involvement for Philadelphians with behavioral health challenges, including Serious Mental Illness (SMI). BHJD organizes its work according to the Sequential Intercept Model, identifying opportunities to intervene at various points of criminal justice system involvement to deflect and divert individuals away from further penetration of the system and into the behavioral health system. By helping connect individuals to needed treatment and support services that promote stability in the community, BHJD believes that Philadelphians are less likely to be arrested and can achieve health, well-being, and self-determination. BHJD also aligns with Stepping Up and focuses its efforts on lowering the number of Philadelphians with SMI admitted to the Philadelphia Department of Prisons (PDP), reducing their length of stay, connecting them to treatment/supports upon release, and reducing recidivism.
The Forensic Support Team (FST) of BHJD was established to meet the unique needs of Philadelphians who are adjudicated not competent to stand trial. The Staff Psychologist & FST Coordinator is a part of this team, which was created to work within the Philadelphia Department of Prisons (PDP) and Norristown State Hospital (NSH) in order to assist individuals while in jail, when transitioning from jail to NSH, and when re-entering the community typically under the court's jurisdiction. To support this forensic population, the FST and the Staff Psychologist & FST Coordinator help individuals navigate the Philadelphia judicial and behavioral health systems while also seeking to address each individual's unique legal, behavioral, medical, physical, cultural, and/or financial needs. The Staff Psychologist & FST Coordinator becomes an important part of a team comprised of: one (1) FST Supervisor (a licensed psychologist); three (3) Clinical Assessors, and one (1) Post-Doctoral Resident.
The Staff Psychologist & FST Coordinator functions to coordinate activities of the FST in addition to completing clinical assessments and system navigation for justice-involved individuals with behavioral health challenges. The Staff Psychologist & FST Coordinator is responsible for orienting new team members, supervising Master's or Bachelor's level interns, taking the lead on team initiatives, facilitating internal or external meetings, and assisting with community-referred evaluations. The Staff Psychologist & FST Coordinator also assists the FST Supervisor with review of the team's evaluations. This provides an extra layer of quality control and improvement in report writing, allowing a senior FST member to support skill development in other FST members. Relationship builder:
Building and maintaining effective working relationships is the foundation of effective forensic navigation. The Staff Psychologist & FST Coordinator will continue to build upon existing relationships and utilize those relationships to improve coordination of care and reduce barriers for re-entry for people with mental illness who are involved with the legal system. The Clinical Assessors, and especially the Staff Psychologist & FST Coordinator, have collaborative working relationships with several different groups of people: individuals who are incarcerated, the individual's family members, healthcare teams within PDP, assistant district attorneys, defense attorneys, criminal court officials, Norristown State Hospital staff, and resource providers within the community. The Staff Psychologist & FST Coordinator will also be asked to orient and introduce new staff members to these systems. When orienting staff or building work relationships, the Staff Psychologist & FST Coordinator is expected to practice cultural humility.
Clinical care coordinator
The Staff Psychologist & FST Coordinator conducts forensic evaluations and coordinates care for individuals who are adjudicated not competent and/or non-restorable in Philadelphia. They coordinate with the court system, NSH, and treatment providers to determine the most clinically as well as culturally appropriate and effective interventions and levels of care, and they provide the needed linkages. They plan re-entry for individuals who will be returning to the community. Moreover, the FST Coordinator enhances the continuity of care as individuals transition between PDP, NSH and the community. They may be tasked with assisting other members of the team with cases as appropriate.
Creative problem solver
The Staff Psychologist & FST Coordinator finds creative solutions to barriers. Some individuals with mental illness utilize commonly used services, but others have unique needs that require initiative and creative thinking to locate the appropriate resources. The Staff Psychologist & FST Coordinator will utilize their years of experience and educational resources gained through licensure to locate and access such resources.
Organized information manager
The Staff Psychologist & FST Coordinator manages and tracks a large amount of information about each individual that he or she evaluates and the multiple systems that each individual must navigate. He/she will monitor referrals, evaluations, legal statuses, and treatment histories of Philadelphians who are adjudicated not competent and/or non-restorable. In addition, the Staff Psychologist & FST Coordinator will be tasked with assisting the FST Supervisor with tracking challenging cases, initiating clinical follow-up and taking the lead on organizational charts. By law, this information must be kept confidential and secure. It is important that the Staff Psychologist & FST Coordinator understands how to ethically manage this information with a professional and systematic approach.
Peer Supervision and Training
The Staff Psychologist & FST Coordinator assists the FST Supervisor with review of the team's evaluations. This allows team members to receive support from a senior team member in developing their writing style and learning best principles of forensic report writing. The Staff Psychologist & FST Coordinator will also work with the FST Supervisor to address areas of improvement for reports and provide individualized training to help build staff report writing skills.

The Staff Psychologist and Special Projects Team Supervisor serves four key functions at the Behavioral Health and Justice Division: (1) they conduct Level of Care assessments in association with BHJD's Forensic Support Team; (2) they supervise BHJD's Special Projects Team; and (3) they provide supplemental support to BHJD's Training Initiatives Unit.
Duties and Responsibilities:
Forensic Support Team
Perform Level of Care and other reentry-related assessments for individuals who have been court-ordered to have competency evaluation and restoration services. This includes referrals from the First Judicial District (FJD) Court Clinic, individuals detained at Philadelphia Department of Prisons, and individuals adjudicated unrestorable at Norristown State Hospital (NSH) or Wernersville State Hospital.
As needed, provide testimony in court for individuals that BHJD has assessed or otherwise supports
Assist BHJD with development of FJD Court Clinic, which provides competency evaluations of Philadelphians
Collaborate with community agencies, DBHIDS divisions, legal partners and NSH to help Philadelphians access forensic Levels of Care throughout the City.
Serve as BHJS's liaison to Intellectual Disability Services of DBHIDS
Assist with complex clinical referrals that BHJD receives, including assessment of individuals with potential neurocognitive or neurodevelopmental conditions, assessment of individuals with personality disorders, and assessment of individuals with severe and recalcitrant serious mental illnesses
Assist with the administration of BHJD Postdoctoral Residency, including recruitment, selection, and didactics
Supervisor of Special Projects Team
Oversee the Forensic Associate Program, including recruitment and supervision of Forensic Associates
Oversee the Public Health Intern program, including recruitment and supervision of Public Health Interns
Collaborate with the Business Intelligence Team in supervising select research projects for the Forensic Assistant
Provide research and best practices support to BHJD's Director Team, as requested.
Provide research and best practices support to DBHIDS Executive Management, as needed.
Assist in preparations of grant applications and other applications for extramural funding, as requested
Serve as BHJD's representative to the DBHIDS Research Committee
Other duties:
Assist the Training Initiatives Unit in providing behavioral health literacy trainings (e.g.,
Hearing Voices that are Distressing),
as needed
Attendance at conferences to represent and support DBHIDS, as needed
Other project-based or temporary duties, as needed
Skills Required:
Demonstrated skills in communication, problem solving, decision making, and leadership. Ability to skillfully communicate verbally and in writing with a variety of multidisciplinary partners, including judges, attorneys, nurses, and social workers. Ability to manage many projects simultaneously. Supervision and leadership skills required. Knowledge of Philadelphia's behavioral health and criminal justice systems strongly preferred.
Education and Experience:
Doctoral degree in Clinical, Counseling, or Educational Psychology or a related field from an accredited program. License-eligible as a psychologist, with a preference for individuals who are already licensed. If license-eligible, probation period will not be complete until licensure in Pennsylvania is obtained. Preference for individuals who have worked in public forensic mental health systems.
