Harbor House of Central Florida - Child Welfare Advocate (CPI) Harbor House of Central Florida is Orange County's state-certified Domestic Violence service provider. We are dedicated to supporting survivors of domestic violence through comprehensive services, including a 24-hour crisis hotline, emergency shelter, counseling, legal advocacy, and community education.
Position Overview: The Child Welfare Advocate (CPI) Serves as a consultant for child welfare staff and community partners to enhance survivor and child safety while holding batterers accountable in domestic violence cases. The Domestic Violence Child Welfare Advocate will be co-located with a Department of Children and Families (DCF) Child Protective Investigations (CPI) Unit that oversees Orange County child welfare cases.
Key Responsibilities:
* Works to make contact, build rapport, and work directly with CPI staff in assessing domestic violence cases to determine areas of need, set goals, and when appropriate develop service management plans.
* Provides referrals with community service providers to facilitate accomplishment of service management plan.
* Conducts follow-up meetings with CPI staff to assess progress toward completion of goals and identify areas requiring further assistance.
* Provides immediate support, advocacy, safety planning, lethality assessments and crisis intervention counseling to survivors of domestic violence.
* Participates in service management review with peers, supervisors and staffing meetings.
* Work closely with Harbor House INVEST Advocates, Early Victim Engagement (EVE) Advocates, Court Advocates, and Shelter Services Advocates to ensure coordination of services.
* Records and compiles statistical data on clients and services that will be submitted to the Legal Advocacy Manager.
Qualifications:
* Education: Minimum of an undergraduate degree in Social Work, Psychology, Counseling, or related field is required.
* Experience: A minimum of two years of service management experience, preferably in a domestic violence program, law enforcement, or other related victim advocate program, is required. Training in the Safe & Together model for child welfare cases is preferred.
* Discretion: Professional experience may be substituted for formal education at the discretion of the Chief Executive Officer.
* Licensing: Valid Florida Driver's License with a clean record for the past 5 years. Must be 21 years or older to meet agency insurance requirements.
* Skills: Proficiency in Microsoft Office applications (Word, Excel, PowerPoint). Ability to learn organization-specific software, including databases and content management systems. Strong professional writing and communication skills. Ability to manage multiple priorities in a fast-paced environment with attention to detail. Knowledge of case management, and the ability to provide effective and immediate crisis intervention. Knowledge of DCF, child protective investigations, and the dependency court process.
* Training Requirements: Completion of CORE Competency training within 90 days of hire. Additional mandatory training is required on an annual basis per Agency Policies & Procedures.

Key Responsibilities:
Advocacy & Support: Provide direct advocacy and emotional support to children and teens impacted by domestic violence, helping them process their experiences and access necessary services.
Recreational Activities: Plan and lead fun, engaging activities like bingo, movie nights, arts and crafts, and other recreational events to help children in shelter build trust and experience joy.

Qualifications:
Education: High School Diploma or GED required; Associate's Degree or higher preferred. Relevant experience may substitute for formal education at the discretion of the CEO.
Experience: At least one year of experience working with children, preferably in crisis situations. Familiarity with ACES and trauma-informed care is highly valued.
Skills:
Strong understanding of child growth and development.

Activities provided under CPST are intended to assist the child/youth and family caregivers to achieve stability and functional improvement in daily living, personal recovery and/or resilience, family and interpersonal relationships in school and community integration. The family/caregivers, therefore, is expected to have an integral role in the support and treatment of the child/youth's behavioral health need.
CPST is designed to provide community-based services to children and families who may have difficulty engaging in formal office settings but can benefit from home and/or community based rehabilitative services. CPST allows for delivery of services within a variety of permissible settings including, but not limited to, community locations where the child/youth lives, works, attends school, engages in services, and/or socializes.
Psychosocial Rehabilitation (PSR)
Psychosocial Rehabilitation services are designed to restore, rehabilitate, and support a child's/youth as an active and productive member of their family and community with the goal of achieving minimal on-going professional intervention. Services assist with implementing interventions on a treatment plan to compensate for, or eliminate, functional deficits and interpersonal and/or behavioral health barriers associated with a child/youth's behavioral health needs. Activities are “hands on” and task oriented, intended to achieve the identified goals or objectives as set forth in the child/youth's individualized treatment plan.
These services must include assisting the child/youth to develop and apply skills in natural settings. Respite
This service focuses on short-term assistance and/or relief for children/youth with disabilities
(developmental, physical and/or behavioral), and family/caregivers which can be provided in a
planned mode or delivered in a crisis environment. Respite workers supervise the child/youth
and engage the child in activities that support his/her and or caregiver/family's constructive
interests and abilities.
Planned respite services provide planned short-term relief for family/caregivers that are needed to enhance the family/caregiver's ability to support the child/youth's functional, mental health/substance use disorder and/or health care issues. The service is direct care for the child/youth by staff trained to support the child/youth's needs while providing relief from caregiver activities for the family/caregiver. This may occur in short-term increments of time (usually during the day) or on an overnight or longer-term increment. Planned Respite Services support the plan of care goals. Planned Respite activities include providing supervision and recreational activities that match the child/youth's developmental stage and continue to maintain the participant's health and safety.
Crisis Respite is a short-term care and intervention strategy for children/youth and their families as a result of a child's mental health/substance use crisis event, medical crisis or trauma that creates a risk for an escalation of symptoms without supports and/or loss of functioning. It may be used when acutely challenging emotional or medical crisis occur which the child/youth is unable to manage without intensive assistance and support. The need for Crisis Respite may be identified as a result of crisis intervention or may come from referrals from the emergency room, the community, LDSS/LGU/SPOA, school, self-referrals, Care Manager referrals, or as part of a step-down plan from an inpatient setting.
Supported Employment
Supported Employment provides ongoing supports to participants who, because of their disabilities, need intensive on-going support to obtain and maintain and individual job in competitive or customized employment, or self-employment, in an integrated work setting in the general workforce for which an individual is compensated at or above the minimum wage, but not less than the customary wage and level of benefits paid by the employer for the same or similar work performed by individuals without disabilities. Assesses survivors' needs and provides advocacy and case management services to the individuals and families involved, including support throughout the criminal court process.
Key Responsibilities:
Works to make initial contact build rapport and then work directly with survivors to determine areas of need, set goals, and when appropriate develop a service management plan.
Provides referrals with community service providers to facilitate accomplishment of service management plan.
Provides advocacy, court accompaniment and witness preparation to victims in criminal cases.
Provides support to survivors of domestic violence throughout the prosecution
process.
Provides immediate support, advocacy, safety planning, lethality assessments and crisis intervention counseling to survivors of domestic violence.
Builds and maintains excellent working relationships with law enforcement agencies and other community partners.
Provides referrals to Outreach Case Managers for services management and resources.
Participate in service management review with peers, supervisors, and staffing meetings.
Work closely with Harbor House Shelter Services to ensure coordination of services.
Interviews survivors regarding the history of abuse and other related information. Whenever possible, this information will be gathered prior to the defendant's initial appearance in court.
Conducts follow-up meetings with survivors to assess progress toward completion of service management goals and identify areas requiring further assistance.
Enter survivor data and services offered into agency database.
Conducts required community education training as identified in grant deliverables.
Qualifications:
Education: Minimum of an undergraduate degree in Social Work, Legal Studies, Criminal Justice, or related field is preferred.
Experience: A minimum of 2 years of service management experience, preferably in a domestic violence program, law enforcement or other related victim advocate program.
Discretion: Professional experience may be substituted for formal education at the discretion of the Chief Executive Officer.
Licensing: Valid Florida Driver's License with a clean record for the past 5 years. Must be 21 years or older to meet agency insurance requirements.
Skills: Proficiency in Microsoft Office applications (Word, Excel, PowerPoint). Ability to learn organization-specific software, including databases and content management systems. Strong professional writing and communication skills. Ability to manage multiple priorities in a fast-paced environment with attention to detail. Knowledge of case management, and the ability to provide effective and immediate crisis intervention.
Training Requirements: Completion of CORE Competency training within 90 days of hire. Additional mandatory training is required on an annual basis per Agency Policies & Procedures.

As a Shelter Services Advocate, you will work as part of a team in our residential shelter, providing a safe environment for adults, children, and animals fleeing domestic violence. You will deliver immediate crisis intervention and safety planning for our clients, advocating for victims of domestic violence while providing support and information about available options. Your role is to educate and empower, supporting clients' decision-making without dictating their choices.
You will develop professional relationships with clients, monitor their progress towards goals, facilitate support groups, and ensure their ongoing physical and emotional well-being. Additionally, you will conduct lethality assessments to prevent domestic violence homicides, serious injury, and re-assault, encouraging survivors to utilize support and shelter services.

Position Overview: The Court Services Advocate provides advocacy services to survivors of domestic violence who are attempting to secure injunctions for protection by providing crisis intervention, advocacy, and referrals.
Key Responsibilities:
Assist survivors seeking domestic violence injunctions at the Orange County courthouse by providing referrals for supportive services to other Harbor House programs, as well as other community agencies. These referrals may include counseling, support groups, victim's compensation, etc.
Provides immediate support, crisis intervention counseling and support groups to survivors of domestic violence.
Provides front-desk coverage as needed including answering phones, greeting clients, disseminating and receiving information and documentation from clients, and ensuing clients are seen in a timely manner.
Provides support for survivors at court hearings.
Provide support and guidance to survivors who are filing petitions for injunction at the clerk's office computer room and those seeking assistance in the waiting area
Explain injunction orders to survivors.
Explain the procedure and purpose of injunction.
Assists survivors in making plans to return for court hearings and discusses what to courtroom expectations.
Provides immediate support and crisis intervention counseling to survivors whose partners are being prosecuted by the State Attorney's Office.
Establish and maintain partnerships within OC Courthouse and other community-based organizations, by engaging in periodic tabling events, meetings, coalitions and other community events.
Works closely with Harbor House Shelter Services Advocates to ensure coordination of services.
Records and compile statistical data on clients and services that will be submitted to the Outreach Services Manager.
